Of that amount, $5 million is available only for low or zero-emission ferries or ferries using electric battery or fuel cell components and the infrastructure to support such ferries. The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. The Frances Hollis Brain Foundation Fund supports nonprofit organizations and projects aimed at serving disadvantaged, underserved, and/or vulnerable communities in specified areas in Maine. Priority is given to initiatives related to education, health care, and housing. Eligibility is based on geographic location and impact, focusing on areas like Auburn, Bath, Biddeford, and more. The Office of Community Oriented Policing Services (COPS Office) is the component of the U.S. Department of Justice responsible for advancing the practice of community policing by the nations state, local, territorial, and tribal law enforcement agencies through information and grant resources. The COPS Office has been appropriated more than $20 billion to advance community policing, including grants awarded to more than 13,000 state, local and tribal law enforcement agencies to fund the hiring and redeployment of more than 136,000 officers. The COPS Office School Violence Prevention Program (SVPP) provides funding directly to states, units of local government, Indian tribes, and their public agencies to improve security at schools and on school grounds in the recipients jurisdiction through evidence-based school safety programs. The COPS Office is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and build trust between law enforcement and the community. Statutory Authority This program is authorized under the Students, Teachers, and Officers Preventing (STOP) School Violence Act of 2018 (34 U.S.C. 10551 et seq.). Pursuant to 34 U.S.C. 10551(b)(5)(9), SVPP funding is authorized and available under the following purpose areas: Coordination with local law enforcement Training for local law enforcement officers to prevent student violence against others and self Placement and use of metal detectors, locks, lighting, and other deterrent measures Acquisition and installation of technology for expedited notification of local law enforcement during an emergency Any other measure that, in the determination of the COPS Office Director, may provide a significant improvement in security All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law.
