Grant Description

The Virginia Department of Criminal Justice Services is accepting applications for the Virginia Sexual and Domestic Violence Victim Fund Grant Program for Prosecution and Discretionary Projects. This continuation solicitation is supported by state general funds and state special nonreverting funds appropriated to DCJS under the Virginia Sexual and Domestic Violence Victim Fund. The program is authorized under Code of Virginia section 9.1-116.1 and supports work related to domestic violence, sexual violence, sexual abuse, stalking, and family abuse. This specific funding opportunity is for continuation prosecution and discretionary applicants only. Prosecution projects support local attorneys for the Commonwealth by funding additional attorneys or further dedicating existing resources to prosecute felonies and misdemeanors involving domestic violence, sexual violence, sexual abuse, stalking, and family abuse. Discretionary projects support law enforcement authorities and appropriate programs, including civil legal assistance, that protect and provide necessary services to victims of and children affected by domestic violence, sexual abuse, stalking, and family abuse. The forensic and sexual assault nurse examiner purpose area is not included under this prosecution and discretionary continuation opportunity. Eligible applicants are organizations that currently receive an SFY 2026 VSDVVF prosecution or discretionary grant and are in good standing. Eligible organization types include state agencies, local units of government, nonprofit programs that provide services to victims or affected children, law enforcement agencies, victims' services programs, civil legal assistance programs, public college and university campus programs, and private nonprofit hospitals. Current SFY 2026 awards must have required progress reports and financial reports submitted, with no claims, status reports, or encumbrances more than 30 days overdue unless an approved extension applies, and with no outstanding compliance matters. The grant award period is July 1, 2026, through June 30, 2027, and all budget items must fit within that 12-month period. Grant period extensions will not be considered. Applicants may request amounts that do not exceed the predetermined maximum award amounts listed in Attachment A of the guidelines. The listed maximum single-year awards are generally $75,000 for local government applicants and $50,000 for nonprofit organization and other listed applicants, with one local government entry also listed at $50,000. Funds are reimbursed on a cost-reimbursement basis for actual expenditures, and programs that fail to use grant funds within the first nine months may have awards suspended pending corrective action. Grant funds must be used only for costs directly related and essential to providing direct services for victims of sexual violence, domestic violence, stalking, and family abuse. Allowable cost categories include salary and fringe benefits for grant-supported staff, travel and subsistence needed by grant-funded staff, consultant costs such as translation, interpretation, counseling, or therapy services, and training registration costs for VSDVVF-funded staff. Equipment, indirect costs, office supplies, other general operating expenses, and services for perpetrators are not allowable under this funding opportunity. Match is not required, and applicants should not include matching funds in the budget. Applications must be submitted through the On-line Grants Management System under funding opportunity number 564853 by Monday, April 20, 2026, at 12:00 p.m. noon Eastern Time. Late applications will not be accepted. Required application content includes general information, the face sheet, project narrative, project-specific goals and objectives, budget grid, itemized budget forms, certifications, and required attachments. Applicants must identify three goals with two to three SMART objectives for each goal, describe allowable activities, and provide a realistic budget with required computations, justifications, and proration explanations. Required or conditional attachments include an evaluation plan tool, a list of cooperative agreements or memorandums of understanding when applicable, and authorization documentation if someone other than the Project Administrator signs and submits the application. DCJS staff will review applications for applicant eligibility, compliance with maximum award limits, allowable project activities, allowable and justified project costs, appropriate goals and objectives, completion of certifications, and alignment with the purpose of the funding opportunity. The Criminal Justice Services Board is expected to make award determinations at its June 2026 meeting, and determinations are final and may not be appealed.
