Urban Trees Grant
This funding opportunity supports Philadelphia-based organizations and community groups with innovative strategies to protect urban gardens from development, particularly in neighborhoods facing poverty and racial inequity.
The William Penn Foundation is inviting proposals through its Environment and Public Space program to support initiatives that increase the number of urban trees in Philadelphia. The foundation has long invested in projects that enhance both natural and built environments in the Greater Philadelphia region. This RFP was launched to support the city's goal of adding at least 35,000 trees in seven identified priority areas by 2035 as part of the Philly Tree Plan. Applicants may submit proposals focused on direct service, systemic or policy change, or hybrid models that contribute to urban canopy expansion. Projects may address specific neighborhoods or broader citywide impact, provided they demonstrate results in one or more of the Philly Tree Plan’s priority areas. A strong emphasis is placed on equity, environmental justice, and addressing disparities in tree canopy across under-resourced, majority Black and Brown communities that experience higher urban heat and health inequities. Organizations are encouraged to collaborate and submit proposals for up to three years of funding. All proposals must outline the anticipated number of trees to be planted, identify specific neighborhoods and project locations, and articulate alignment with up to three goals or subgoals of the Philly Tree Plan. There is no set minimum or maximum funding amount, but total funding from WPF should not exceed 25% of an organization's operating budget. A total of $2.5 million is available for this opportunity. Eligible applicants include 501(c)(3) public charities or organizations operating under a fiscal sponsor, as well as governmental entities. Projects must occur in Philadelphia and show measurable impact in at least one of the priority areas. Grantees may request support for capital improvements, staffing, materials, community engagement, and more. Free technical assistance is available for sustainability planning through Green Building United during project development and site visits. Proposals are due by October 23, 2025, at 5:00PM ET through the foundation’s online portal. An optional informational webinar was held on September 15, 2025. Site visits for selected applicants will take place between November 10 and December 10, and final decisions will be made by the Foundation’s Board by February 6, 2026. Implementation may begin as early as February 9, 2026. All funded organizations will be required to submit annual progress reports and participate in a Learning Community designed to share best practices and amplify impact.
