Grant Description

The Cure the Streets Grant Program is administered by the Office of the Attorney General for the District of Columbia and is designed to support community-based violence intervention strategies using a public health approach. The program builds on the Cure Violence Global model, which has been implemented in over one hundred sites worldwide and focuses on interrupting violence, treating high-risk individuals, and shifting community norms. Originally launched in 2018 in response to rising homicide rates, the initiative has expanded to multiple targeted neighborhoods across the District, emphasizing localized, trust-based engagement through credible community members. The purpose of the grant is to fund nonprofit community-based organizations that can operate Cure the Streets sites within designated neighborhoods. These organizations are expected to employ outreach workers and violence interrupters who have strong relationships within the community and can mediate conflicts, provide support services, and connect individuals to resources. The program prioritizes interventions that reduce shootings and homicides by proactively identifying individuals at highest risk and intervening before violence occurs. Funding for the program is substantial, with up to 814000 dollars available per program site for the fiscal year. Applicants may apply for multiple sites, up to a maximum of ten, depending on their capacity. Funds are distributed on a reimbursement basis, with the possibility of an advance payment of up to 25 percent of the award. Allowable expenses include personnel, fringe benefits, program supplies, participant costs, and operational expenses such as rent and utilities, while prohibited costs include lobbying, entertainment, fundraising, and unrelated program activities. Eligibility is limited to nonprofit organizations with 501c3 or 501c4 status that are in good standing with the District of Columbia and the IRS. Applicants must demonstrate financial stability, the ability to manage grant funds, and capacity to meet reporting and data collection requirements. Organizations must also show readiness to implement the Cure Violence model, including staffing plans, community engagement strategies, and infrastructure to support program operations within designated geographic areas. The application process requires submission of a detailed proposal including a narrative, budget and justification, and multiple administrative documents such as financial statements, insurance certificates, and organizational information. Applications must follow strict formatting requirements and be submitted either electronically through the designated grants portal or via paper submission. The deadline for submission is July 12, 2024 at 2 PM Eastern Time, and all applications must adhere to specified guidelines to be considered. Applications are evaluated by an external review panel using a 100 point scoring system. Key evaluation areas include organizational capacity, staffing, proposed services, implementation timeline, and budget justification. Only complete and compliant applications are reviewed, and final funding decisions are made by the Attorney General. Applicants are notified of award decisions within 30 to 45 days after the application deadline. Following award, grantees must comply with strict reporting and monitoring requirements, including daily data entry into a centralized database and submission of monthly progress reports. The Office of the Attorney General may conduct site visits and enforce compliance measures, with noncompliance potentially resulting in payment suspension or termination. The program emphasizes accountability, measurable outcomes, and sustained community impact as core components of successful implementation.
