The Pennsylvania Military Community Enhancement Commission Local Defense Group Grant is administered by the Pennsylvania Department of Community and Economic Development under the authority of the Commonwealth of Pennsylvania. The program is designed to strengthen the strategic and economic role of military installations and organizations within the state by providing targeted funding to local defense groups. These groups are defined as nonprofit organizations or governmental entities with a demonstrated commitment to supporting nearby military installations and enhancing their long-term viability. The primary purpose of the program is to fund projects that enhance the military value of installations and organizations located in Pennsylvania. Military value in this context refers to factors that contribute to the operational effectiveness, strategic importance, and sustainability of installations, including infrastructure, community integration, and economic impact. The program is aligned with broader federal and state priorities related to base realignment and closure (BRAC) processes, defense readiness, and economic resilience in military communities. Funding under this program supports a wide range of activities. Eligible uses include conducting studies such as SWOT analyses, economic impact assessments, and land use compatibility evaluations. Funds may also be used to hire consultants, support strategic planning efforts, and undertake activities related to BRAC processes or other Department of Defense actions. Additionally, the program allows for the development or construction of facilities that directly enhance military value, as well as administrative costs associated with managing grant-funded projects. Administrative expenses are generally capped at 10 percent of the total grant budget, up to $15,000 unless further justification is approved. Eligibility is limited to local defense groups that are recognized by the Pennsylvania Military Community Enhancement Commission. These entities must demonstrate a clear connection to and investment in a military installation or organization within the state. The application process begins with the submission of a proposal outlining a course of action that uses state funds to enhance military value. Following review by the Department of Community and Economic Development and input from the Commission, selected applicants are invited to submit a full application for a specified funding amount. Applications must be submitted through the Department’s Electronic Single Application for Assistance system. The program operates on a rolling basis, accepting applications throughout the fiscal year, and awards are made subject to the availability of funds. The Department reserves the right to request additional information or clarification during the review process and may waive certain requirements when appropriate. There is no fixed deadline, and funding decisions are made periodically as proposals are evaluated. Recipients of funding are required to comply with program requirements including nondiscrimination provisions consistent with state and federal law. Grantees must maintain accurate records of all project activities and expenditures. For awards of $100,000 or more, a formal audit is required in accordance with Department guidelines, while smaller awards require submission of a grant close-out report.
