Grant Description

The City of Santa Barbara Cultural Arts Grant Programs are funded by the City of Santa Barbara and administered by the Santa Barbara County Office of Arts and Culture. These programs are designed to support and strengthen the local arts ecosystem by providing funding to nonprofit organizations, artists, and community groups that deliver arts and cultural programming within the city limits. The grants are offered annually, with applications typically opening in the summer and funding projects that occur in the following calendar year. The program emphasizes enhancing cultural vitality, accessibility, and sustainability within the Santa Barbara community. The grant program is divided into three primary funding categories: Community Arts, Organizational Development, and Community Events and Festivals. The Community Arts program focuses on projects that serve underserved populations, including youth, low income residents, and historically marginalized communities, with the goal of increasing equitable access to the arts. The Organizational Development program supports nonprofit arts organizations in strengthening their internal capacity, improving operations, expanding audiences, and increasing earned revenue. The Community Events and Festivals program funds public facing events that promote cultural engagement, attract diverse audiences, and contribute to the city’s cultural and economic vibrancy. Funding amounts vary by program. Community Arts grants offer up to 6000 dollars for projects conducted over a 12 month period from January 1 through December 31. Organizational Development and Events and Festivals grants each offer up to 15000 dollars, supporting activities over an 18 month period from January 1 through June 30 of the following year. Funding must be used strictly within the defined grant activity period, and expenses incurred outside that period are not eligible. The program prohibits funding for capital improvements above a limited threshold, political or religious activities, fundraising events, hospitality costs, and projects outside city limits. Eligibility requirements are clearly defined and inclusive of nonprofit organizations with 501(c)(3) status as well as individual artists or community groups working with a qualified fiscal sponsor. Applicants must demonstrate that their proposed activities serve residents within the City of Santa Barbara and occur within city boundaries. Participation in a mandatory grant workshop is required prior to application submission, and awarded applicants must also attend a recipient workshop before receiving funds. Organizations are limited to submitting one application per cycle across the three program categories and may only receive one grant per award period. The application process is conducted through an online Community Grants Portal and requires submission of a completed application form along with supporting materials such as budgets, organizational documents, and in some cases work samples or strategic plans. Applications are evaluated through a structured review process using criteria that include community impact, fiscal responsibility, inclusion of diverse populations, use of qualified artistic professionals, and overall project feasibility. Additional program specific criteria assess factors such as partnerships, innovation, audience reach, economic impact, and alignment with organizational strategy. Applications are scored on a scale ranging from ineligible to exemplary, and funding recommendations are reviewed by advisory committees and approved by the City Council. The timeline for the 2026 to 2027 grant cycle begins with applications opening on July 1, 2026, followed by mandatory workshops in mid July and early August. Applications must be submitted by August 17, 2026 at 5:00 PM. Award notifications are expected between October and November 2026, with subsequent administrative deadlines for revised budgets and grant agreements in November and December. Funded projects begin on January 1, 2027. The program operates on an annual recurring cycle, providing ongoing opportunities for eligible organizations to apply in future years. Grant recipients are required to complete final reports and submit invoices through the online portal in order to receive final payment. The reporting process includes self evaluation components to measure project outcomes and community impact. Overall, the City of Santa Barbara Cultural Arts Grant Programs provide structured, competitive funding opportunities that support a wide range of arts and cultural initiatives, with a strong emphasis on community benefit, organizational growth, and cultural inclusion.
