Organizational and Professional Development Grant Program
This program provides funding to small cultural nonprofit organizations in Oregon to enhance their leadership and operational capacity through targeted development activities.
The Organizational and Professional Development Grant Program is administered by the Oregon Cultural Trust in partnership with its Statewide Cultural Partners. The program is designed to strengthen the capacity and effectiveness of cultural nonprofit organizations across Oregon by supporting targeted organizational and professional development activities. The Cultural Trust focuses on ensuring that smaller cultural organizations, particularly those with limited operating budgets, have access to resources that improve leadership, planning, and long-term sustainability. This initiative reflects the Trust’s broader mission to enhance Oregon’s cultural ecosystem by investing in organizational resilience and workforce development. The primary purpose of the program is to fund capacity-building efforts that help organizations better serve their communities. The grant is available to cultural nonprofits, as well as County and Tribal Cultural Coalitions and their members, provided they maintain an annual operating budget under 1.5 million dollars. By limiting eligibility to smaller organizations, the program ensures that funding reaches entities that may not otherwise have access to professional consulting services, training opportunities, or strategic planning resources. Funding is divided into two distinct categories. The Organizational Development category supports projects such as strategic planning, board development, marketing strategies, diversity and inclusion initiatives, accessibility planning, and financial management improvements. This category allows applicants to request up to 2,500 dollars per project. The Professional Development category supports individual staff or leadership growth through conferences, workshops, and training opportunities, with a maximum request of 1,000 dollars per opportunity. Funds are restricted to specific uses and may not be applied toward salaries, general operating expenses, completed projects, or degree programs. The grant operates on a rolling quarterly cycle with defined submission deadlines in September, January, and April. Applications must align with project activities occurring between September 1, 2025 and July 30, 2026, and all awarded funds must be expended within this timeframe. Applications are reviewed by Cultural Trust staff, and applicants are typically notified of funding decisions within 30 days of submission. The Trust reserves the right to request additional information during the review process, and all funding decisions are final. The application process requires completion of a formal application form along with supporting documentation. Organizational Development applicants must provide consultant qualifications and a work plan, while Professional Development applicants must include a letter of support from organizational leadership. Applications are submitted via email directly to the program manager. The process also includes narrative responses describing project impact, need, and evaluation methods, as well as a detailed project budget outlining expenses and revenue sources. Evaluation is based on the extent to which the proposed project strengthens organizational capacity and contributes to the cultural community in Oregon. Applicants must demonstrate clear need, feasibility, and measurable outcomes. The program emphasizes thoughtful planning and alignment with organizational goals, as well as the potential for long-term benefit. Because funding is distributed until funds are depleted, early application within each cycle is advantageous. For questions or additional guidance, applicants may contact the program manager, Aili Schreiner, via email or phone. The program is recurring annually with quarterly submission cycles, making it an ongoing opportunity for eligible organizations to access targeted development funding aligned with their evolving needs.
