BJA FY 2026 Byrne State Crisis Intervention Formula Program

The BJA Byrne State Crisis Intervention Formula Program is a federal funding opportunity administered by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. ERPO activities are subject to detailed constitutional due process, representation, evidentiary, and program-abuse safeguards, and recipients intending to fund ERPO programs must provide the required certification signed by a principal legal officer before using grant funds for those programs. The program expects total funding of 143477347 across an anticipated 56 awards, with an anticipated award amount of up to 16015504 and a 36-month award period beginning October 1, 2026. State allocations represent minimum amounts available and may increase depending on the number of eligible applications and available funding. Local and Less Than 10000 pass-through requirements may apply. Direct administrative costs may not exceed 10 percent of the total award, and state administering agency direct administrative costs may not be deducted from minimum pass-through amounts. Funds must supplement rather than supplant state or local funds. Award funds cannot be used for prohibited lobbying, prizes, rewards, entertainment, trinkets, monetary incentives, client stipends, gift cards, food and beverages, or ERPO public awareness campaigns. The JustGrants submission includes Standard Applicant Information, a Proposal Abstract limited to 2000 characters, the Financial Management and System of Internal Controls Questionnaire including Applicant Disclosure of High-Risk Status, a Proposal Narrative, a Budget attachment, and applicable budget and financial attachments. The Proposal Narrative must be double-spaced in a standard 12-point font, use margins of at least one inch, contain numbered pages, and not exceed 10 pages. The narrative addresses Description of the Need, Project Design and Implementation, and Capabilities and Competencies. Applicants must also complete applicable disclosures, assurances, certifications, and additional components in JustGrants. OJP will review applications to determine whether the information presented is reasonable, understandable, measurable, achievable, and consistent with the goals of the funding opportunity. Recipients are expected to submit a State Crisis Intervention Program Plan and Budget and regular performance reports describing progress toward program goals and objectives. OJP will measure success through performance reports and data and by assessing the extent to which implementation reflects progress toward the program goals and objectives. Executive Order 12372 intergovernmental review applies to this opportunity, and post-award requirements include applicable standard award terms, administrative and national policy requirements, and reporting requirements.
