Community and Neighborhood Grants Program

The City of Vancouver Washington Community and Neighborhood Grants Program is administered through the City Managers Office and Office of Neighborhoods to support grassroots efforts that strengthen local communities. The program is designed to build and reinforce community connections, foster partnerships between organizations and residents, and empower individuals and groups to take meaningful action within their neighborhoods. It prioritizes initiatives that enhance inclusion, accessibility, and engagement across the Vancouver city limits and designated urban growth areas. While the program historically offered multiple funding tiers, Level Two Grants, which previously supported larger scale initiatives, are no longer available as of April 2026. Prior to its discontinuation, Level Two Grants provided funding of up to 5000 dollars to support larger projects and ongoing programs. These included after school programs, youth sports, educational initiatives, arts programming, neighborhood beautification, safety improvements, and food assistance programs. The program emphasized equity driven efforts, particularly those serving historically underserved communities. Funding was intended to enable sustained programming rather than one time events, distinguishing Level Two Grants from smaller microgrant offerings. Grant funds were restricted to specific allowable uses aligned with program goals. Eligible expenses included materials, supplies, and equipment necessary for projects or events, rental fees for venues, insurance coverage, food and nonalcoholic beverages, and professional services such as translation, interpretation, facilitation, design, printing, and outreach. However, strict prohibitions applied to the use of funds. Disallowed expenses included real property acquisition, capital improvements, park amenities, new community gardens on city property, plantings in city parks, utility bills, staff salaries, alcohol or illegal substances, political activities, fundraising events, and events requiring paid admission. Eligibility for the program was broad but clearly defined. Applicants were required to operate within the Vancouver city limits or urban growth area and focus on community building efforts. Eligible applicants included nonprofits, community based organizations, neighborhood associations, clubs, parent teacher groups such as PTA or PTO, and informal groups or collaboratives. Government agencies, including schools and special districts, for profit businesses, and political organizations were explicitly excluded. This inclusive yet structured eligibility framework ensured that funding reached community driven initiatives rather than institutional or commercial entities. Applications were accepted during designated review periods, typically scheduled in April, June, and September. Although submissions could occur during open periods, funding decisions were only made at these specific intervals, and funds could be exhausted early in the cycle. Applicants were required to submit proposals through an online application system, with the option to submit video applications. Assistance was available through the Office of Neighborhoods, which also served as the primary contact point for inquiries. Importantly, funded activities could not begin before grant approval, and all awarded funds were required to be spent within the same calendar year. Evaluation of applications focused on alignment with program goals, including the strength of community impact, collaboration, and the ability to engage residents meaningfully. Projects were assessed on their feasibility, inclusivity, and contribution to community cohesion. Successful applicants were expected to comply with reporting and accountability requirements to demonstrate how funds were used and what outcomes were achieved. Although Level Two Grants are no longer offered, understanding their structure provides insight into the programs historical support for sustained community initiatives and the citys approach to neighborhood investment.
