Global Documentation for Accountability Initiative
This funding opportunity provides financial support to organizations working to document and analyze human rights violations globally, helping to create credible data for accountability efforts.
The Global Documentation for Accountability Initiative is a federal funding opportunity issued by the U.S. Department of State through the Bureau of Democracy, Human Rights and Labor. This program is designed to strengthen global efforts to document human rights violations and transform that documentation into credible, policy-relevant data that can support accountability mechanisms. The initiative reflects the U.S. government’s strategic reliance on high-quality evidence to inform sanctions, visa restrictions, diplomatic engagement, and other enforcement actions aimed at addressing human rights abuses worldwide. The primary purpose of this grant is to improve the volume, quality, and usability of documentation related to atrocities, gross human rights violations, and related abuses. The program emphasizes the creation of structured, non-classified data that meets evidentiary standards required by the United States and allied governments. By supporting civil society organizations and other actors who collect and analyze such information, the initiative aims to close existing gaps in verification, analytical capacity, and accessibility that currently limit the operational use of human rights documentation. Funding under this opportunity will support a wide range of activities, including data collection, translation, analysis, and secure storage of documentation related to human rights abuses. Projects may include the development of documentation networks, training programs, analytical reporting, and the creation of secure repositories for information. The program also supports collaboration across organizations and regions, enabling coordinated responses to human rights violations and facilitating burden-sharing among international partners. However, funds may not be used for activities such as political advocacy, classified information gathering, or any actions that compromise the safety and confidentiality of victims or sources. Eligible applicants include nonprofit organizations, educational institutions, and for-profit entities, both within and outside the United States. Applicants must have a valid Unique Entity Identifier and be registered in SAM.gov. Cost sharing is not required and does not influence the evaluation process. Organizations are limited to submitting a single proposal, and proposals must demonstrate capacity to manage complex documentation systems, ensure data security, and align with U.S. government evidentiary standards. The application process requires submission through Grants.gov or MyGrants and includes mandatory federal forms, a detailed proposal, and a budget justification. Proposals must clearly outline objectives, methodologies, timelines, monitoring and evaluation plans, and sustainability strategies. Applications are evaluated based on program quality, organizational capacity, feasibility, and budget reasonableness. The Department of State employs a review panel process and may request revisions or clarifications prior to final selection. The application deadline for this opportunity is August 17, 2026. Awards are expected to support projects lasting between 24 and 48 months, with anticipated start dates around September 30, 2026. The total available funding is approximately 4,932,500 dollars, with individual awards ranging from 2,000,000 to 4,932,500 dollars. Selected applicants will enter into a cooperative agreement with the Department of State, which will maintain substantial involvement throughout implementation, including guidance on priorities, collaboration on outputs, and oversight of program activities.
