Community-Based Social Services are designed to help community groups provide or connect newcomers with public education, workforce development, job opportunities, English classes, and other services that aid in their integration. Expected outcomes and measurable results include improved efficiency and speed in migrants' path to stability, evidenced by successful connections to shelter, case management, and social services. The program also seeks to foster partnerships between organizations with complementary expertise, and to fund projects that can be adopted and scaled by the government for long-term impact. Prioritization will be given to projects that deliver services with cultural and linguistic sensitivity, and that leverage the existing strengths and experience of organizations. Grants are expected to range from $75,000 to $250,000 per year for up to two years, with larger grants awarded to projects that include a strong, coordinated case management component along with legal and/or community-based social services.

"Tourism-related facilities" are properties with a usable life of three or more years that support tourism, performing arts, or accommodate tourist activities. The Lodging Tax Advisory Committee considers various factors when making recommendations, including the estimated available funds, proposal thoroughness, financial stability of the applicant, and projected economic impact, particularly on overnight stays. Expected outcomes and measurable results are central to the grant program. Applicants must explicitly detail how their activities will result in increased overnight stays and an influx of visitors from over 50 miles away, or from outside the state/country. The City requires this data to be collected and provided in the lodging tax application. The Committee’s considerations, such as the projected economic impact and the applicant’s history of tourism promotion success, underscore the emphasis on tangible, positive results directly related to tourism growth and economic benefit for Gig Harbor.

Grassroots, BiPoC-led organizations with systems-level change goals will receive preference, and organizations are encouraged to apply regardless of budget size. Expected outcomes include influencing economic, physical, and social change, with a clear, detailed connection between the project and key results areas. Proposals are required to have a clear three-year project plan/program design with an aligned budget, ensuring a strategic and measurable approach to achieving their social change objectives through artistic and cultural endeavors. This aligns with the foundation's strategic priority of fostering community transformation and addressing systemic inequities through innovative and impactful initiatives.

Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations.

Beyond monetary aid, the program also emphasizes capacity building through a FREE one-on-one Strategic Planning Consultation. These consultations are designed to help applicants identify opportunities for improvement, develop customized strategies for increased financial stability, and build long-term sustainability. The focus is on holistic support, extending beyond immediate financial relief to include strategic planning and resource connection. The expected outcomes of this program include enhanced financial stability, long-term sustainability, and increased capacity for success among Riverside's small and micro businesses. Measurable results will likely stem from the improved financial health of participating businesses, their ability to sustain operations, and their growth within the community. The program's strategic priorities are centered on recovery, resiliency, and growth, operating under a theory of change that postulates that by providing financial assistance and strategic guidance, small businesses will be better equipped to overcome challenges, thrive, and contribute to the local economy.

Program Funds awarded under this NOFA shall be used to provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation as well as to construct, convert, reconstruct, rehabilitate, and/or repair Accessory Dwelling Units (ADUs) or Junior Accessory Dwelling Units (JADUs). Eligible activitiesPursuant to Guidelines, Section 105, the LHTF funds shall be allocated in compliance with all of the following: 1. To provide construction loans and/or permanent financing loans at simple interest rates of no higher than three percent per annum, for payment of predevelopment costs, acquisition, construction, or rehabilitation associated with Affordable rental housing projects, Emergency Shelters, Transitional Housing, Permanent Supportive Housing, homebuyer/homeowner projects to purchase for-sale housing units or to rehabilitate an owner-occupied dwelling. Funds may also be used for the construction, conversion, repair, and rehabilitation of Accessory Dwelling Units or Junior Accessory Dwelling Units. 2. Administrative expenses may not exceed five percent of program Program Funds and Matching Funds.3. A minimum of 30 percent of program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Extremely Low-Income Households. To comply with this requirement, dwelling units or shelter beds must be Affordable to and restricted for Extremely Low-Income Households with household income of no more than 30 percent of Area Median Income (AMI). 4. No more than 20 percent of the program Program Funds and Matching Funds, after deducting administrative expense, shall be expended on assistance to Moderate-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Moderate-Income Households with household income of no more than 120 percent of AMI. 5. The remaining program Program Funds and Matching Funds shall be expended on assistance to Lower-Income Households. To comply with this requirement, dwelling units must be Affordable to and restricted for Lower-Income Households with household income of no more than 80 percent AMI. Funding Activity requirements LimitsPursuant to Guidelines, Section 103, the funding minimums, and maximums apply as detailed below:-The minimum application request by an Applicant that is an existing Existing Local Housing Trust Fund shall be $1 million. -The minimum application request by an Applicant that is a new New Local Housing Trust Fund, but which is not a Regional Housing Trust Fund, shall be $500,000.-The minimum application request by an Applicant that is a new New Local Housing Trust Fund, which is also a Regional Housing Trust Fund, and which is utilizing Permanent Local Housing Allocation Funds as Matching Funds, shall be $750,000. -The maximum application request for all Applicants shall be $5 million.
