The Public Diplomacy section (PD) of the U.S. Embassy in Madagascar and Comoros, part of the U.S. Department of State, is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. This Notice of Funding Opportunity outlines our funding priorities, our strategic themes, and the procedures for submitting requests for funding. Please carefully follow all instructions below. Purpose of Small Grants: The Public Diplomacy Small Grants Program supports projects proposed by U.S., Malagasy, and/or Comorian educational, cultural, and other non-profit organizations or individuals that promote U.S. values, strengthen understanding between U.S. and Malagasy and/or Comorian people and institutions, and/or support U.S. Embassy goals of promoting human rights, transparency and good governance, economic and social prosperity, environmental stewardship, and sustainable development of natural resources. All programs must include a U.S. cultural element or a connection with U.S. experts, organizations, or institutions that will encourage increased understanding of U.S. policy and perspectives. Priority Program Areas: Promoting human rights, civic engagement, and democracy; Advancing a free and responsible press and combatting disinformation including election disinformation; Promoting the free exercise of religion and ensuring laws and government policies do not interfere with its practice; Developing skills in innovation technology, STEM, and entrepreneurship for women, girls, and/or underrepresented populations; and, Promoting U.S.-Madagascar/Comoros exchange in sports, music, and art. Participants and Audiences: The list below delineates our target audiences: Professionals, entrepreneurs, and innovators; Media professionals; Civil society professionals; Women, girls, minorities, and underrepresented populations. The following types of programs are not eligible for funding: Programs relating to partisan political activity; Charitable or development activities; Construction programs; Programs that support specific religious activities; Fund-raising campaigns; Lobbying for specific legislation or programs; Scientific research; Programs intended primarily for the growth or institutional development of the organization; or Programs that duplicate existing programs. Authorizing legislation, type and year of funding: Funding authority rests in the Smith-Mundt Act or the Fulbright-Hays Act. The source of funding is FY2024 Public Diplomacy Funding. B. FEDERAL AWARD INFORMATION Length of performance period: up to 18 months Number of awards anticipated: Up to 4 awards (depending upon amounts) Award amounts: Awards may range from a minimum of $2,000 to a maximum of $5,000 Total available funding: $20,000 (pending the availability of funds) Type of funding: Fiscal Year 2024 Public Diplomacy Funding Anticipated program start date: September 01, 2024 This notice is subject to availability of funding. Funding Instrument Type: Grants, Fixed Amount Awards, Awards to Individuals, or Cooperative Agreements. Cooperative agreements require substantial involvement and are different from grants in that Public Diplomacy staff are more actively involved in the grant implementation. Program Performance Period: Proposed programs should be completed in 18 months or less. The Public Diplomacy Section may entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State.

This RFA implements program activities set forth in the Texas General Appropriations Act (GAA), Article VII-49, Rider 50, 88th Texas Legislature, Regular Session (2023). The GAA includes the following requirements: 1) the number of persons served by a qualifying entity in the program year must be no fewer than seven hundred (700) unique individuals; 2) the number of persons served by a qualifying entity who have obtained Regular Employment at or above one hundred and twenty-five percent (125%) of federal poverty income guidelines must be no less than fifty percent (50%) of the total number of individuals returned to the workforce; and 3) the number of employers who will commit to hiring individuals upon exit of the program must be no fewer than one hundred (100) employers.

Furthermore, consideration is given to grant awards that can demonstrate a larger impact for the grant partner and the community. Grant requests that are informed by data on the Community Development Regional Scorecard or address community issues highlighted on this scorecard are prioritized in the review process. The Community Parks and Playgrounds Program (CPP), administered by the Maryland Department of Natural Resources (DNR), provides funding to assist Maryland’s incorporated municipalities and Baltimore City in developing and enhancing public parks and green spaces. This initiative is grounded in the state’s commitment to improving access to outdoor recreational areas, particularly for children and underserved communities. Funded primarily through Maryland’s State General Obligation Bonds, the program supports both the revitalization of existing parks and the creation of new public recreation spaces. These investments aim to promote community well-being, environmental sustainability, and equitable access to recreational infrastructure. The CPP program accepts project proposals from incorporated municipalities and Baltimore City for a broad range of eligible activities. These include the development of new parks, rehabilitation or expansion of existing park infrastructure, installation of playground equipment, creation of nature-oriented recreational features, development of trails and water access points, and acquisition of land intended for new parks. While land acquisition projects are eligible, the program prioritizes capital investments directly tied to park development and improvement. In addition, inclusive playground projects are encouraged and should follow guidance issued by the Maryland Developmental Disabilities Council and Department of Disabilities. Applicants must meet several requirements to be considered eligible. Projects must comply with all relevant local, state, and federal laws, be publicly accessible, and remain open without discrimination. The applicant must have legal rights to develop the proposed site, demonstrate readiness to proceed promptly following state approval, and ensure the project's longevity—development projects must remain functional for at least 20 years. Furthermore, applicants must show capacity for long-term project maintenance. For projects involving land acquisition, two independent appraisals are required, and properties acquired must remain in public recreational use in perpetuity. The proposal review and selection process is competitive. DNR staff evaluate each application based on alignment with program goals, compliance with eligibility requirements, and prior grant performance. Projects recommended by the DNR are submitted to the Department of Budget and Management for possible inclusion in the Governor’s budget proposal. Upon legislative approval, the projects proceed to the Board of Public Works and the State Clearinghouse for final authorization. Funding is distributed on a reimbursement basis, although in some cases, advance payment may be considered after state approval. Applications for FY 2027 are due by Wednesday, August 20, 2025, at 3:00 p.m. Submissions must be sent via email to laplocalgrants.dnr@maryland.gov, and applicants are encouraged to consult with their assigned Program Administrator before submission to ensure eligibility and completeness. DNR staff will also host two virtual grant workshops via Google Meet to support applicants—on June 24, 2025, at 10:00 a.m. and July 16, 2025, at 4:00 p.m. Award notifications are expected to be issued in May or June 2026, contingent upon state budget approval. The 2024 Impact Grant Award will be for $30,000, and funded programs and projects must commence within six months of the award and be completed within two years from the grant receipt date. Past recipients of the Impact Grant must observe a two-year waiting period before reapplying, ensuring broader access to funding for various community organizations.
