This notice of funding opportunity is to advise the State lead agencies for Land and Water Conservation Fund (LWCF) of the availability of funds for projects to develop or update their State-wide Comprehensive Outdoor Recreation Plan (SCORP) or supporting elements of it, as well as for other types of recreation planning projects. The LWCF Act requires each state to develop and maintain a SCORP for overall program eligibility for LWCF grants. The LWCF State and Local Assistance program is implemented by the National Park Service (NPS) in partnership with designated lead agencies in each of the 50 States as well as American Samoa, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Each fiscal year Congress allocates money from the LWCF for this program, which is in turn allocated to the States based on a legislative formula. To be eligible for the funding, States must have a current SCORP in place that assesses demand and need for outdoor recreation resources and sets priorities for the use of LWCF funds. Projects selected for LWCF funding should address priority needs or goals of the SCORP. The NPS must review and approve each States SCORP, which is updated at least once every 5 years. The LWCF Grant Assistance Manual establishes the eligibility, procedural, and programmatic requirements for LWCF grants. The goal of the Citizenship and Integration Grant Program is to expand the availability of high-quality citizenship preparation services for lawful permanent residents (LPRs) across the nation and to provide opportunities for immigrants to gain the knowledge and skills necessary to integrate into the fabric of American society. Since it began in 2009, the Citizenship and Integration Grant Program has awarded more than $55 million through 644 competitive grants to immigrant-serving organizations in 41 states and the District of Columbia. Now in its 16th year, the program has helped more than 300,000 LPRs prepare for citizenship.The Citizenship Integration Training Academy (CITA) funding opportunity aims to train a new cadre of citizenship instructors and oversee the development of new citizenship programs. This funding will provide support to organizations that have not previously received USCIS grant funding. In year one of the grant, the CITA will provide twelve months of rigorous, mandatory virtual training for grant recipient staff designed to impart the requisite technical skills, knowledge, and capacity to enable them to establish and implement a high-quality citizenship education program for LPRs in years two and three. During years two and three, program implementation will be closely followed and supported by USCIS staff, who will provide technical assistance to grant recipients. This grant also offers an optional component for funded organizations to pursue and establish a naturalization application services program staffed by two Department of Justice (DOJ) Accredited Representatives. Interested organizations may independently pursue status as a Department of Justice (DOJ) Recognized Organization during year one, with the cost of this training and designated staff time reimbursed through Citizenship and Integration Training Academy (CITA) grant funding. During years two and three, participating grant recipients will begin offering naturalization application services in conjunction with their citizenship education program.

Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. As part of this investment, the BIL includes $300 million to establish a Joint Office of Energy and Transportation to study, plan, coordinate, and implement issues of joint concern between the U.S. Department of Energy and the U.S. Department of Transportation (DOT). The Communities Taking Charge Accelerator FOA and related activities align with the Joint Office mission to provide a modernized and interagency approach to support the deployment of zeroemission, convenient, accessible, and equitable transportation infrastructure. The activities to be funded under this FOA support BIL section Title VIII, Division J, Federal Highway Administration - Highway Infrastructure Program.
