Projects submitted through the Additional Assistance for Historically Underrepresented Organizations (Additional Assistance) Program will range from $100,000 to $250,000. The CATALYST Grant aims to enhance the capabilities, efficiency, and competitiveness of small and medium-sized manufacturers in South Carolina by promoting the adoption of Advanced Manufacturing Technologies (AMT), Quality Management Systems (QMSs), and Lean Manufacturing tools. Eligible manufacturers must have a NAICS code beginning with 31, 32, or 33, be physically located in South Carolina for at least one year, operate within the Department of Defense supply chain, and employ at least four workers. The grant supports consultative assessments to identify opportunities for AMT deployment and funds pilot projects in areas such as augmented reality training, digital work instructions, and robotics. The grant application opens on October 5, 2023, following an informational webinar, and closes on June 30, 2024, or when all slots are filled. The grant provides funding for projects recommended by AMT assessments, as well as QMS and Lean Manufacturing implementations to help manufacturers eliminate waste and reduce rework, improving their effectiveness as DIB suppliers.

This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing research that does not involve leading an independent clinical trial, a clinical trial feasibility study, or an ancillary study to a clinical trial. Applicants to this FOA are permitted to propose research experience in a clinical trial led by a mentor or co-mentor.

Both small businesses and universities are drivers of technological innovation in the United States (U.S.), often working together to advance innovative ideas into products that can benefit the U.S. population. While most NIH funding supports basic research in university laboratories, the NIH also supports innovative technology development in U.S. small businesses through its SBIR and STTR programs. As technologies transition from academic discovery to small businesses, two common challenges arise, identifying the right team with the right expertise to take the product into a small business, and funding for early-stage technology development. This NOFO seeks to address both challenges simultaneously by having two equally important goals: entrepreneurial mentoring support, and product development support.
