The purpose of the DOL Building Pathways to Infrastructure Jobs Grant Program is to fund public-private partnerships to develop, strengthen, and scale promising and evidence-based training models in H-1B industries and occupations critical to meeting the goals of the Bipartisan Infrastructure Law (BIL) and to maximize the impact of these investments. The United States (U.S.) will need a proficient workforce to fill the good-paying jobs created by this historic investment, and this grant program will train job seekers in advanced manufacturing; information technology; and professional, scientific, and technical services occupations that support renewable energy, transportation, and broadband infrastructure sectors. The DOL Building Pathways to Infrastructure Jobs Grant Program represents a down payment for the future skilled workforce needs that are being developed through the BIL investments by investing in the development and expansion of the workforce partnerships that will be needed to build equitable pathways to good infrastructure jobs.The Infrastructure Investment and Jobs Grant Program serves dual purposes by implementing and scaling worker-centered sector strategies to support the workforce necessary for successful implementation of the BIL. Applicants must choose one of the following tracks for this grant program: 1) Development Track: Developing and Implementing Local/Regional Worker-Centered Sector Strategy Programs; or 2) Scaling Track: Scaling Effective Worker-Centered Sector Strategy Programs. The goal of the Development Track is to use promising training models to invest in and establish local/regional partnerships that will implement sector-based training programs across one or multiple infrastructure-related sectors. This track will support equitable participation and growth of worker-centered sector-based training programs, particularly those serving rural and smaller communities and historically marginalized, underrepresented, and underserved populations. The goal of the Scaling Track is to scale an existing training model to the statewide or national level, that has shown demonstrated success in one infrastructure-related sector. This track will invest in statewide and national partnerships that will set the stage to enable support and growth in evidence-based worker-centered sector strategies.Both tracks require public-private partnerships to develop workforce training programs which incorporate the following core principles into their grant project design to ensure equitable access to quality jobs: 1) strategies for ensuring diversity, equity, inclusion, and accessibility; 2) career pathways that lead to middle- to high-skilled employment; and 3) worker-centered sector strategies. The Juneau Affordable Housing Fund (JAHF), established by the City and Borough of Juneau (CBJ), aims to increase affordable (0% to 80% area median income (AMI)) and middle-income (80% to 120% AMI) housing in Juneau. The JAHF prioritizes the use of capital to develop housing units, specifically funding for acquisition, construction, rehabilitation, or preservation of affordable, middle-income, and senior housing, as well as homeowner opportunities. A key focus is on long-term affordability, with a preference for units created with affordability covenants or that are permanently affordable. Additionally, the fund prioritizes housing development within the boundaries established by the Downtown Juneau Residential Tax Abatement Map. Expected outcomes include a significant increase in the supply of affordable and middle-income housing units in Juneau. Measurable results will be tracked through the number of housing units created or preserved, the proportion of units designated for long-term affordability, and the geographic distribution of new developments, particularly in the downtown area. The CBJ’s strategic priority, as reflected in the JAHF, is to implement its Housing Action Plan by directing financial resources and incentives to address the critical need for diverse housing options across different income levels, thereby enhancing the overall livability and economic stability of the community.

Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. As part of this investment, the BIL includes $300 million to establish a Joint Office of Energy and Transportation to study, plan, coordinate, and implement issues of joint concern between the U.S. Department of Energy and the U.S. Department of Transportation (DOT). The Communities Taking Charge Accelerator FOA and related activities align with the Joint Office mission to provide a modernized and interagency approach to support the deployment of zeroemission, convenient, accessible, and equitable transportation infrastructure.
