The Energy Auditor Training (EAT) Program will provide Grant funding to States for the purpose of training individuals to conduct energy audits, or surveys, of commercial and residential buildings. This program was established by Section 40503 of the Infrastructure Investment and Jobs Act (IIJA), more commonly known as the Bipartisan Infrastructure Law (BIL). The goals of the program are to offer auditor training certifications that include informed curriculum and program design that aligns with current and future standards; inform or empower States with current, standardized framing of the education and training requirements for energy auditors; enlarge the pipeline of diverse talent by closing gaps in job access; address workforce inclusion deficiencies and improve disparities with underrepresented groups; connect auditor trainees to career opportunities that promote job quality and economic mobility; and inspire sustainability through intentional practices and partnerships that support infrastructure development and the long-term value of a clean energy workforce. ELIGIBLE APPLICANTS: In accordance with the BIL Section 40503, funding is only available to States, the District of Columbia, and United States territories that have a demonstrated need for assistance for training energy auditors. These eligible entities are referred to throughout this FOA as States. No other entity types, including Local Government and Tribes, may be considered for this funding. In accordance with 2 CFR Section 910.126 and DOE Program Rule 10 CFR Part 420, eligibility for these awards is restricted to State Energy Offices. FUNDING OVERVIEW: The BIL appropriated $40 million in funding to be issued through a competitive Grant program. DOE may issue one, multiple, or no awards. Individual awards may vary between $200,000 and a maximum of $2,000,000. DOE anticipates making approximately twenty (20) to thirty (30) awards under this FOA. In accordance with the BIL Section 40503(d)(1) the amount of a Grant awarded to an eligible State shall be determined by the Secretary, taking into account the population of the eligible State. DOE reserves the right to determine the final award amount of selected eligible States. COST MATCHING: Cost match is not required for these awards. The purpose of the DOL Building Pathways to Infrastructure Jobs Grant Program is to fund public-private partnerships to develop, strengthen, and scale promising and evidence-based training models in H-1B industries and occupations critical to meeting the goals of the Bipartisan Infrastructure Law (BIL) and to maximize the impact of these investments. The United States (U.S.) will need a proficient workforce to fill the good-paying jobs created by this historic investment, and this grant program will train job seekers in advanced manufacturing; information technology; and professional, scientific, and technical services occupations that support renewable energy, transportation, and broadband infrastructure sectors. The DOL Building Pathways to Infrastructure Jobs Grant Program represents a down payment for the future skilled workforce needs that are being developed through the BIL investments by investing in the development and expansion of the workforce partnerships that will be needed to build equitable pathways to good infrastructure jobs.The Infrastructure Investment and Jobs Grant Program serves dual purposes by implementing and scaling worker-centered sector strategies to support the workforce necessary for successful implementation of the BIL. Applicants must choose one of the following tracks for this grant program: 1) Development Track: Developing and Implementing Local/Regional Worker-Centered Sector Strategy Programs; or 2) Scaling Track: Scaling Effective Worker-Centered Sector Strategy Programs. The goal of the Development Track is to use promising training models to invest in and establish local/regional partnerships that will implement sector-based training programs across one or multiple infrastructure-related sectors. This track will support equitable participation and growth of worker-centered sector-based training programs, particularly those serving rural and smaller communities and historically marginalized, underrepresented, and underserved populations. The goal of the Scaling Track is to scale an existing training model to the statewide or national level, that has shown demonstrated success in one infrastructure-related sector. This track will invest in statewide and national partnerships that will set the stage to enable support and growth in evidence-based worker-centered sector strategies.Both tracks require public-private partnerships to develop workforce training programs which incorporate the following core principles into their grant project design to ensure equitable access to quality jobs: 1) strategies for ensuring diversity, equity, inclusion, and accessibility; 2) career pathways that lead to middle- to high-skilled employment; and 3) worker-centered sector strategies. The U.S. Mission to the UAE announces this Notice of Funding Opportunity (NOFO) for organizations to submit proposals to implement the Academy of Women Entrepreneurs (AWE) in the UAE. The 14-month program will include a 46-month training and mentorship program to support at least 20 UAE-based, women-owned small and medium enterprises (SMEs) build the knowledge, skills, and networks to expand market reach by taking advantage of the UAE entrepreneurship ecosystem and bilateral trade opportunities. Following the training period participants will have the opportunity to showcase successes at trade shows and policy summits AWE in UAE is a business training program (AWE) that provides UAE-based, women-owned SMEs the knowledge, networks, and access they need to build resilience and grow their businesses. AWE UAE will convene private sector networks, U.S. Government resources/alumni, and public and private resources to establish a network Emirati and long-term UAE resident entrepreneurs and business leaders that have the capacity to develop business growth plans and leverage market expansion and media opportunities. AWE UAE supports U.S.-UAE business partnerships, public-private sponsorships, and builds institutional capacity to increase womens access to economic opportunities. Since 2019, AWE has advanced womens businesses by empowering more than 25,000 women entrepreneurs in 120+ countries. Implemented in the UAE since 2020, AWE has helped 41 women-led business, which to date have raised $7 million in funding, generated $45 million in revenues, and created 500+ jobs
