The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Water Power Technologies Office (WPTO), a Funding Opportunity Announcement (FOA) entitled Oceans of Opportunity: U.S. Wave Energy Open Water Testing. This FOA supports WPTOs efforts to advance the commercial readiness of wave energy technologies through open water testing and system validation at multiple scales, serving the broader goals of the Biden administration to achieve carbon pollution-free electricity by 2035 and to deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050 to the benefit of all Americans. Topic Area 1 leverages wave energy technologies that provide power to distributed blue economy applications. Topic Area 2 aims to develop functional wave energy technologies for coastal and island stakeholders (may or may not be grid-connected). Topic Area 3 allows for maturing grid connected technologies that demonstrate reliable power generation direct to a utility. This notice of intent (NOI) is issued so that interested parties are aware of EEREs intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. EERE will not respond to questions concerning this NOI. Once the FOA has been released, EERE will provide an avenue for potential applicants to submit questions. The Budget Act of 2022 (Senate Bill 178, Skinner) and Government Code section 12100.140 et seq. established an Export Training program within GO-Biz. The program is one-time funding for competitive grants to service providers to develop or scale export training programs and curricula. Respondents to this Request for Proposal (โ€œRFPโ€) must demonstrate their knowledge, skills, and ability to provide such training. The key purpose of this program is to fund export training programming that supports California small business owners, provides access to export services for underserved businesses, advances immigrant integration and supports immigrant entrepreneurs, and includes training programs in languages other than English wherever possible. Additionally, this program may consider funding export training programs that are aimed at developing an export-capable workforce should there be sufficient program funding. Organizations are strongly encouraged to collaborate on applications and to utilize each other's resources effectively. The Department of Energy (DOE) Office of Nuclear Energyโ€™s (NE) mission is to advance nuclear energy science and technology to meet United States (U.S.) energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, to help realize the potential of advanced technology, and to leverage the unique role of the Government in spurring innovation: 1. Enable continued operation of existing U.S. nuclear reactors. 2. Enable deployment of advanced nuclear reactors. 3. Develop advanced nuclear fuel cycles and spent nuclear fuel management options. NE strives to promote integrated and collaborative research conducted by national laboratory, university, industry, and international partners under the direction of NEโ€™s programs, and to deploy innovative nuclear energy technologies to the market and to optimize the benefits of nuclear energy. The explanatory statement accompanying Division D of the Consolidated Appropriations Act, 2024 reads as follows: โ€œSection 311 of the agreement provides up to $100,000,000 to implement a new nuclear safety training program. The Department is directed to make one or more cost-shared awards not later than 180 days after enactment of this Act. The program shall require cost share of at least 50 percent of the total program costs. The cost share must come from nonfederal sources unless otherwise allowed by law. In implementing the program, the Department shall give priority to universities located within 50 miles of reactors that were constructed prior to 1980 and have had significant safety issues in the last five decades. A successful applicant shall have clearly defined goals and objectives; identify and address the gap between available skilled workers and the demand for the training program; and lead to an industry recognized nuclear reactor safety credential to meet demand.โ€ This Request for Information (RFI)/Notice of Intent (NOI) is used solely for information capture and planning purposes and does not constitute a DOE solicitation, nor does it relate to any current solicitation. This RFI/NOI is issued with the intent of obtaining information and informing the community of NEโ€™s anticipation to issue a future solicitation. NE seeks ideas, input, comments, feedback, and recommendationsfrom interested parties for future competitive workforce development programs focused on nuclear safety training for the workforce that supports the continued safe operation of existing nuclear power plants.
