The Department of the Interiors (DOI) Bureau of Ocean Energy Management (BOEM) is responsible for managing energy and mineral resources on the Outer Continental Shelf (OCS). BOEMs mission is to promote economic development and energy independence while ensuring protection of the environment. The Marine Minerals Program (MMP) within BOEM provides negotiated agreements for OCS sediment resources used in coastal restoration efforts. The MMP continues to look for better ways to serve the American people and to ensure that the nation receives the best value for its resources now and into the future. The Program provides information to support decision-making not only within the Department of the Interior, but also to coastal states and local governments to ensure the responsible use of OCS resources for coastal restoration activities.The Outer Continental Shelf Lands Act (OCSLA) Section 1346 mandates environmental and socioeconomic studies be conducted that are needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by offshore energy or other mineral development. The Outer Continental Shelf Lands Act (OCSLA), Section 1331 encourages state participation in policy and planning decisions related to OCS resources, including sand and gravel. OCSLA Section 1345 authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA, including sharing of information, joint utilization of available expertise, formation of joint monitoring arrangements to carry out applicable Federal and State laws, regulations, and stipulations relevant to outer continental shelf operations both onshore and offshore.Cooperative partnerships with states, through either a state agency or institution of higher learning, to conduct marine minerals investigations have successfully been completed since 1994

The EPA Office of Transportation and Air Quality (OTAQ) is issuing this NOFO to announce the availability of funds and solicit applications from eligible entities to help ports nationwide transition to zero-emission (ZE) operations under the EPAs Clean Ports Program. The EPAs Clean Ports Program will fund ZE port equipment and infrastructure to reduce mobile source emissions (criteria pollutants, air toxics, and/or greenhouse gases) at United States ports, delivering cleaner air for communities across the country. The Clean Ports Program will also fund climate and air quality planning activities as part of a separate NOFO including emissions inventories, strategy analysis, community engagement, and resiliency measure identification that will build the capacity of port stakeholders to continue to reduce pollution and transition to ZE operations over time. This new funding opportunity, made possible by funding from the Inflation Reduction Act, builds on the EPAs Ports Initiative, an ongoing program that helps our nations ports, a critical part of our infrastructure and supply chain, address public health and environmental impacts on surrounding communities.

BOEM is seeking concept design, prototype construction, and deployment testing of satellite-borne TOA receive systems. These receivers will work in tandem with terrestrial and marine transmitters (tags) and auxiliary terrestrial TOA receivers to form a global ultra-low energy positioning system. BOEM is seeking teams with prior demonstrated expertise in both low-power time-of-arrival positioning systems and CubeSat design and mission operations. LIHEAP provides energy assistance to households in Washington through a network of community action agencies and local partners. These local organizations will help determine your eligibility and how much assistance you might receive. If you qualify, your local LIHEAP agency will send a payment directly to your energy utility on behalf of your household. LIHEAP primarily assists households by making an energy assistance grant directly to the energy provider on behalf of the eligible household. LIHEAP may also help repair or replace an unsafe, dysfunctional, and inoperative heating or cooling system in some situations. Households eligible for LIHEAP may also qualify to have their homes made more energy efficient through the Weatherization Program. The amount of money awarded to your household will depend on multiple factors. For example, each household’s size, income and annual heat cost will affect the amount of their LIHEAP grant. You’ll have to schedule a LIHEAP appointment with the provider in your community to find out how much you could receive.
