Community Compass is centrally managed by HUD Headquarters with the involvement of our Regional, Field, and Area Offices.HUD's TCTA program helps local governments address pressing housing needs by identifying land for housing development near transportation projects; developing preservation and anti-displacement strategies; identifying and implementing reforms to reduce barriers to location-efficient housing; and improving coordination and supporting a holistic approach to housing and transportation.We recognize that our customers often interact with a variety of HUD programs, and other federal programs servicing common customers, as they deliver housing or community development services. Community Compass brings together TA investments from across HUD program offices, including the offices of Community Planning and Development, Fair Housing and Equal Opportunity, Housing, and Public and Indian Housing. This cross-funding approach allows TA to address the needs of grantees and subgrantees, often within the same engagement, and promotes intra- and inter-agency issue resolution. You are encouraged to procure contractors and consultants that demonstrate experience across a wide variety of HUD programs, as well as in specific skill and policy areas related to HUD programs. Through this NOFO, HUD will also address the TA needs of some emerging priorities that include: community violence intervention, implementation of and compliance with the Violence Against Women Act's (VAWA) 2022 Reauthorization, climate resilience, housing needs of youth, and environmental reviews. The LOCAL program provides Washington municipalities with a cost-effective way to finance equipment and/or real estate projects. Participants will benefit from the current program rating of Moody’s Aa1, low fees and expenses, technical assistance, and access to the tax-exempt bond market. The LOCAL Program allows participants access to the national tax-exempt market through a competitive bid process, regardless of the size of their financing contract • By pooling with the State’s Aa1 rated COP issuances, LOCAL participants are able to take advantage of the State’s very low tax-exempt interest rates

This funding opportunity provides financial support to municipalities and non-profit organizations in New York State for planning and zoning projects that promote sustainable development, environmental protection, and affordable housing.

The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. Eligible applicants include rehabilitation agencies, approved Commerce grantees, Tribal Nations, Public Service Companies, Municipalities, Public Utility Districts, Mutual or Cooperatives, and other approved entities responsible for rehabilitating residences. Key focuses for applicants include being licensed to do business in Washington (or committing to become licensed), and possessing at least two years of experience in home renovation-related programs (such as housing rehabilitation and/or weatherization) as well as two years of experience in providing services through low-income home repair programs within the last five years. Expected outcomes include the successful rehabilitation and improvement of numerous low-income homes, leading to enhanced health, safety, and durability for residents. Measurable results will likely center on the number of households served, the types of repairs completed, and the improvements in living conditions for priority populations. The grant duration for successful applicants is approximately nine months, from November 1, 2024, to July 30, 2025, with a maximum grant amount of $500,000 per applicant, demonstrating a commitment to tangible and timely improvements.

The 2025 Pierce County Historic Preservation Grant Program, funded by Pierce County in Washington, offers $10,000 to $100,000 for projects that preserve and promote the county's historical and cultural heritage, including the protection, rehabilitation, or reconstruction of significant structures or sites, and the preservation or interpretation of historically significant artifacts and documents.

The United States Department of Energy’s (DOE) Energy Efficiency and Conservation Block Grant (EECBG) program was originally created by the Federal Energy Independence and Security Act of 2007 and expanded under the American Recovery and Reinvestment Act of 2009 (ARRA). New funding wBIL as allocated to the program in 2021 under the Infrastructure Investment and Jobs Act (IIJA) with the broad goals to reduce carbon emissions and energy use, improve energy efficiency, and increase community investment and local workforce development. IIJA funding made available in 2021 under the EECBG (2021 EECBG) allocated funds directly to state and certain local jurisdictions that met program criteria, with approximately $4.5 million allocated to the State. Of the funds allocated to the State, $4,070,070 are available for the LGBDC.
