Wagner-Peyser 10 percent Governor's Discretionary funds for Campesino de California Outreach Grant-Radio Media (CCOG-RM) Program Year 2024-25 (PY 24-25) available through this Solicitation for Proposals (SFP). The EDD anticipates funding one organization for the CCOG-RM PY 24-25 grant opportunity.  The purpose of the program is to create and broadcast 24 semi-monthly, 30-minute hosted radio talk show programs in Spanish and recorded in video format media. Additionally, the awardee must create complementing media posts to publish on its website and use social media outlets to publicize the radio talk show videos and communicate additional information as necessary. Eligible applicants for the CCOG-RM PY 24-25 SFP include public and private non-profit organizations, education institutions, community-based organizations (CBOs) and faith-based organizations. The Proposition 47 Request for Proposals (RFP), announced by the Board of State and Community Corrections (BSCC), aims to provide approximately $152 million in grant funding over a period from October 1, 2024, through June 30, 2028. This program aligns with the BSCC's mission to enhance public safety and criminal justice in California by focusing on rehabilitation and community-based solutions, rather than solely incarceration. The grant is designed to support mental health services, substance use disorder treatment, and diversion programs for individuals within the criminal justice system. The primary beneficiaries of this grant are people in the criminal justice system in California who require mental health services, substance use disorder treatment, and/or diversion programs. Eligible applicants are public agencies located within the State of California, including counties, cities, Indian reservations or Rancherias, school districts, municipal corporations, and various other public entities. The overarching impact goal is to reduce recidivism, improve public health outcomes, and foster safer communities by addressing the root causes of criminal behavior. The program prioritizes the provision of mental health services, substance use disorder treatment, and diversion programs. Additionally, applicants are strongly encouraged to offer supplemental housing-related services and other community-based supportive services. These supportive services include job skills training, case management, and civil legal services, which are critical for successful reintegration into society and long-term stability. The grant structure includes two categories: a Small Scope Category, offering up to $2 million per project with $60.8 million available in total, and a Large Scope Category, providing between $2 million and $8 million per project, with $91.2 million in total funds available. The expected outcomes include a measurable increase in access to mental health and substance use disorder treatment, a reduction in the number of individuals entering or re-entering the criminal justice system, and improved rates of employment and stable housing for program participants. Eligible organizations include IRS-designated 501c3 nonprofits, faith-based organizations, and public schools or universities that serve Arlington residents. Expected outcomes include improved access to nutritious food for Arlington residents, increased awareness and enrollment in food assistance programs, enhanced operational capacity for food pantries and meal programs, and better-informed decision-making based on collected data. Measurable results could include an increase in the number of residents served, the quantity of food distributed, the number of individuals participating in nutrition education, and the implementation of new or improved food security policies and practices. The grant period is from October 2024 through June 30, 2025, with funding awards announced in September 2024.

The Rural and Underserved Clinical Rotations (RUCR) grant program, authorized by Minnesota Statutes Sec 144.1505, aims to enhance health professional training by funding eligible physician, physician assistant, advanced practice registered nurse, pharmacy, dentistry, dental therapy, and mental health professional programs. The core mission is to augment existing clinical training to include rural and underserved rotations or specialized training experiences like credential or certificate rural tracks. Ultimately, the program seeks to impact the healthcare landscape of Minnesota by increasing the availability of primary care and mental health services in areas that currently face shortages. The grant's focus is on expanding training opportunities, facilitating recruitment and retention of students and faculty, and connecting students with appropriate clinical training sites. Key priorities and focuses include establishing or expanding rotations and clinical training, supporting recruitment, training, and retention of students and faculty, and facilitating connections between students and clinical training sites, internships, practicums, or externship activities. Emphasis is also placed on travel and lodging for students, faculty, student, and preceptor salaries, incentives, or other financial support, and the development and implementation of cultural competency training. For physician and dentist training, a specific requirement is that expanded training must involve rotations in primary care settings within rural communities. Expected outcomes and measurable results include MDH anticipating awarding $1,500,000 through approximately 4-6 grants, with an estimated award maximum of $400,000 per grant. The grant duration is 1 year, from September 1, 2024, to August 31, 2025. The success of the program will likely be measured by the number of new or expanded rural and underserved rotations established, the number of students participating in these experiences, and the subsequent impact on the availability of healthcare professionals in targeted communities. This reflects a theory of change where targeted investment in training infrastructure and student support will directly lead to a more robust and equitably distributed healthcare workforce.
