The program prioritizes Projects that benefit vulnerable and LMI populations as well as those located inside the Most Impacted and Distressed area (MID) or documented to impact the MID. Per the grant requirements program funds must benefit the MID and 50 percent of the program funds are required to benefit LMI persons. Additionally, for CDBG-MIT funds to be used as the non-federal cost share local match, the Project must be a HUD eligible activity and must meet a HUD national objective, per CDBG-MIT rules and regulations. Similarly, the Project must fully comply with all applicable federal rules and regulations, to include Davis Bacon and related acts, Section 3, Section 504, procurement, environmental review, and all other CDBG-MIT, cross-cutting, state and local applicable statutes, rules, and regulations. Jurisdictions within the MID that do not meet the allocation requirements are still eligible to submit Projects towards a 20 percent set aside. Applicants will then be required to submit Project applications which will be reviewed against eligibility thresholds to ensure they meet program requirements. The primary objective of the Indian Community Development Block Grant (ICDBG) program is the development of viable Indian and Alaska Native communities, including the creation of decent housing, suitable living environments, and economic opportunities primarily for persons of low-and moderate-incomes. See the ICDBG regulations at 24 CFR 1003.2, the full text of which is available at 24 CFR part 1003.a. Single Purpose Grants. Projects funded by the ICDBG program must principally benefit low- and moderate-income persons (24 CFR 1003.208). These are competitive grants and are the subject of this NOFO.b. Imminent Threat Grants. Projects funded with Imminent Threat grant funds are to address issues that have an immediate negative impact on public health or safety of tribal residents.You do not have to apply for an Imminent Threat grant by the deadline established in this NOFO. These funds are awarded on a first-come first-serve basis until the amount set aside for this purpose is expended. The Imminent Threat request must be submitted to the Area Office of Native American Programs (ONAP) for your region in accordance with ONAP Program Guidance 2018-04, Imminent Threat Grants and the requirements in 24 CFR part 1003 subpart E.

The Coastal Conservancy funds a wide variety of projects along the California coast, San Francisco Bay, and in coastal watersheds to increase availability of beaches, parks and trails for the public, protect and restore natural lands and wildlife habitat, preserve working lands, and increase community resilience to the impacts of climate change. The Conservancy will fund most stages of a project including: pre-project feasibility studies, property acquisition, project planning including community involvement, design, environmental review, permitting, construction, and project-related monitoring. We do not fund operation and maintenance activities. Most Conservancy grants are awarded through this rolling pre-application solicitation. Executive Summary: The Department of Veterans Affairs (VA) Homeless Providers Grant and Per Diem (GPD) National Program Office anticipates awarding renewal grants to community-based organizations to provide case management services to improve Veteran housing retention. Awards are expected to be for 3 years starting on or around October 1, 2025. The target audience for this funding is current GPD case management grantees. VA targets these organizations to provide case management services to improve housing retention by Veterans who are at risk of becoming homeless or who were previously homeless and are transitioning to permanent housing from programs such as the GPD program or the VA Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) program. Renewal grants will defray the operational costs of facilitating housing stability for vulnerable Veterans. Only the 90 current GPD case management grantees are eligible to apply. No other applicants are eligible to apply. For program information and requirements, see 38 C.F.R. part 61.Funding Details: Approximately $15 million per year for 3 years is available for renewal grants under the NOFO. Renewal grants are expected to be approximately $75,000 to $300,000 per year depending on factors such as the number of case managers. VA anticipates awarding approximately 90 case management renewal grants for approximately 120 full-time equivalent (FTE) case manager positions. Awards may not exceed $150,000 in total costs per FTE case manager position per year. Applicants for renewal funding may request the number of case managers needed for the proposed project. Applicants must request at least 0.5 FTE positions (at least 20 hours on average per week) per application. Applicants must not request more than the approved number of FTE in the current grant (start date October 1, 2023). Applicants must fully demonstrate the need for the request in the application.Key Dates: Applications for grants must be received by 4:00 p.m. Eastern Time, February 26, 2025. In the interest of fairness to all applicants, the date and time of this deadline is firm. VA will treat as ineligible any application received after the deadline.
