The U.S. Embassy Libreville Public Diplomacy Section (PDS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. PDS invites proposals for programs that strengthen cultural ties between the U.S. and Gabon through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.

This grant provides funding for non-profits, educational institutions, and government organizations to implement programs that promote understanding of emerging technologies, enhance English teacher training, strengthen U.S. alumni networks, and celebrate 30 years of U.S.-Vietnam relations.

To implement a project aimed at advancing U.S. foreign policy and national security priorities by supporting initiatives that ensure partner states strategic trade control systems meet international standards and by engaging on bilateral, regional and multilateral levels with foreign governments to aid in the establishment of independent capabilities to regulate transfers of weapons of mass destruction, WMD-related items, conventional arms, and related dual-use items, and to detect, interdict, investigate, and prosecute illicit transfers of such items.

The United States Embassy in Bosnia and Herzegovina (BiH), through the Public Diplomacy Section (PDS), is pleased to announce a Notice of Funding Opportunity for the BOLD (Balkanski Omladinski Lideri, Young Balkan Leaders) Network Small Grants Competition for BiH BOLD network members. The BOLD network is a project of PDS that seeks to empower young people across BiH, ages 18-35, through leadership opportunities and training, to implement projects for positive change in their communities. The goal of these small grants, up to $15,000 each, is to empower BOLD network members to implement projects in their communities that will contribute to economic development or encourage increased civic engagement. Project proposals must be submitted in the name of one BOLD member who will be responsible for receiving funds and maintaining oversight of those funds. However, that applicant may apply with one or more additional BOLD members and the project may be implemented in partnership with other BOLD network members, organizations, government authorities, or educational institutions.

This fellowship provides early-career journalists in California with a paid opportunity to strengthen local reporting, particularly in underserved communities, over a two-year period.

Middle East Regional Cooperation (MERC): This grant program, managed by USAID, aims to fund collaborative research projects between Israeli and MENA region partners to address shared challenges, particularly in food security, and promote lasting peace through applied scientific research and technological development.

The "Reducing Barriers that Impede Access to Education and Decent Work for LGBTQI+ Youth in Brazil and the Latin American and Caribbean Region" grant is a $4 million funding opportunity from the U.S. Department of Labor to support a project that enhances understanding of, coordination for, and capacity to provide safe environments for LGBTQI+ youth, thereby improving their access to education and decent work in Brazil and the Latin American and Caribbean region.

All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.Directly support U.S. treaty or bilateral agreement obligations.Directly support U.S. policies, strategies, and objectives in a country as stated in the Integrated Country Strategy (ICS) (ICS is the four-year strategy that articulates the U.S. priorities in a given country and is led by the Chief of Mission.) These priorities are Empowering an Inclusive, Rules-Based Democracy, Catalyzing a Resilient, Sustainable Economy and Cultivating Equitable Access to Service to help Unleash Namibias Human Resources.Support disaster risk reduction for cultural heritage in disaster-prone areas, or post-disaster cultural heritage recovery.Complement the Cultural Heritage Center in the Bureau of Educational and Cultural Affairs (ECA) or Public Diplomacy programs.

This funding opportunity provides financial support to organizations working in Namibia to improve health information systems and enhance public health programs related to HIV, tuberculosis, and other health threats.

As directed by Congress, SSP makes federal funds available to enable non-federal entities to off-set allowable costs incurred for services associated with noncitizen migrants recently encountered and released by DHS. As stated in the FY 2024 appropriation, the primary purpose of SSP is to reliev[e] overcrowding in short-term holding facilities of [CBP]. Recipients of SSP may also seek grant funds for renovations or costs associated with modifications to existing facilities in support of individuals who have recently been released from the custody of CBP. The "Advanced Development and Validation of Emerging Molecular and Cellular Analysis Technologies for Basic and Clinical Cancer Research" grant aims to fund exploratory research projects that further develop and validate innovative technologies for analyzing molecular and cellular aspects of cancer, with the goal of improving cancer research, detection, diagnosis, treatment, and understanding of health disparities.

GEC seeks to understand through quantified and qualified research the scope and scale of foreign propaganda and disinformation occurring in games and game-adjacent platforms in Eastern Europe. After completing the research, the implementer will organize a convening of governments, industry, and civil society to share the report and to discuss the findings and other related research.Eligible Applicants: Others (see text field entitled "Additional Information on Eligibility" for clarification) Additional Information on Eligibility: The GEC may make awards through this solicitation to U.S. and foreign non-profit organizations, institutions of higher education, and commercial entities. Individuals, state and local governments, foreign public entities, and public international organizations are not eligible to apply. Before submitting, potential applicants should ensure that they are eligible to receive a grant or cooperative agreement and prepared to adhere to the terms of 2 CFR 200 and 2 CFR 600.

Section 2391(d) of Title 10, United States Code (10 U.S.C. 2391(d)), authorizes the Secretary of Defense to make grants, conclude cooperative agreements, and supplement funds available under Federal programs administered by agencies other than the Department of Defense to assist State and local governments to address deficiencies in community infrastructure supportive of a military installation. Community infrastructure projects are transportation projects, community support facilities (e.g., schools, hospitals, police, fire, and emergency response), and utility infrastructure projects (e.g., water, wastewater, telecommunications, electric, gas, etc.) that are located off of a military installation or on property under the jurisdiction of a Secretary of a military department that is subject to a real estate agreement (including a lease or easement), and are owned by a state or local government or a not-for-profit, member-owned utility service. This Notice identifies the criteria established for the selection of community infrastructure projects. Proposals will be competitively scored across these criteria, identified in Section E., paragraph 1. of this Notice. Program funding at $100 million is available and will expire if not obligated prior to the close of business on September 30, 2024. Project proposals must include a letter of support from the local installation commander representing the installation benefitting from the proposed project. Letters of support must, at a minimum, indicate the benefitting installations need for the project, willingness to support the civilian execution of the project to the extent practicable, including assisting the Office of Local Defense Community Cooperation with technical review and execution of any required National Environmental Policy Act documentation for the proposed project, and, where applicable, indicate if the proposed project is defense-related critical infrastructure. For proposals for projects that will contribute to the training of cadets enrolled in an independent program at a covered educational institution, the letter of support must include the support of an installation commander for an installation benefitting from the proposed project, regardless of the distance between the covered educational institution and the installation benefitting from the project.

The National Fish and Wildlife Foundation (NFWF) is inviting proposals for its Cumberland Plateau Stewardship Fund, aiming to restore and enhance critical forest, grassland, and freshwater habitats within the Cumberland Plateau region. This initiative aligns with NFWF's broader mission to sustain, restore, and enhance the nation’s fish, wildlife, plants, and their habitats. The program's core strategy involves increasing the voluntary adoption of conservation practices on working agricultural lands, which contributes to NFWF’s strategic priority of supporting wildlife and improving ecological health through sustainable land management. The target beneficiaries of this grant program are the diverse habitats and species within the Cumberland Plateau, as well as landowners and communities in the region who will adopt conservation practices. The impact goals are multifaceted, seeking to improve soil health, water quantity and quality, and carbon sequestration. Ultimately, the program aims to foster resilient ecosystems that support both wildlife and sustainable human activities. The foundation's theory of change is predicated on the idea that by providing financial and technical assistance, they can incentivize conservation practices that lead to measurable environmental improvements and long-term ecological benefits. The program's priorities and focuses are clearly outlined through its program strategies. These include restoring previously mined lands, increasing the adoption of conservation practices on grazing and croplands, establishing, enhancing, and maintaining forest habitats, and restoring instream habitats to support aquatic species. A significant focus is also placed on expanding and coordinating technical assistance and outreach to landowners, recognizing the importance of local engagement and support for successful implementation of conservation efforts. Expected outcomes and measurable results include an increase in acres of restored habitats, improved water quality metrics, enhanced soil health, and greater carbon sequestration. The program anticipates awarding approximately $2.8 million in grants in 2024, with individual grant awards ranging from $250,000 to $750,000. Projects are expected to have a completion time of 24-48 months. Eligibility extends to non-profit organizations, state and local governments, Tribal Governments, and educational institutions, with a preference for projects within identified focal areas of Kentucky, Tennessee, Alabama, and Georgia. The program’s success will be measured by the extent to which these conservation practices are adopted and the subsequent environmental benefits realized across the Cumberland Plateau.
