PD Ethiopia invites proposals for initiatives that will strengthen the capacity of Ethiopias ten leading universities to transition their governance structures to operate with greater independence from Ministry of Education (MOE) oversight, as defined in University Autonomy Proclamation No. 1294/2023. The program activities should be designed with the ultimate goal of helping these universities to improve the quality of education, enhance academic freedom, and strengthen relations with U.S. universities. All programs must include an American educational element or connection with U.S. experts, organizations, or institutions that will promote increased understanding of U.S. policies, values, and perspectives.Specifically, the proposed initiatives should build upon the success of PDs interventions to date, which have aided Ethiopias flagship research university Addis Ababa University (AAU) - to implement key framework policy documents necessary for its autonomous governance through consultations with U.S. and Ethiopian university experts. Through these prior interventions, AAU has developed its key framework policy documents for its strategic plan, senate legislation, student admissions, internationalization, endowment, and resource mobilization. PDs prior interventions have also included intensive engagements with the next nine leading universities on accreditation and internationalization.The proposed initiatives should provide technical assistance to AAU and the next nine leading public universities via consultations and partnerships with U.S. universities and technical experts.This technical assistance will help the ten Ethiopian universities develop their own key framework policy documents and build their institutional capacity to implement governance reform in key aspects of university administration including student admissions, research administration, faculty development, alumni engagement, internationalization, accreditation of key programs, and financial administration in advance of their 2025 deadline to successfully transition to autonomous governance.

A. PROGRAM DESCRIPTION The U.S. Embassy Kigali Public Diplomacy Section of the U.S. Department of State announces an open competition for organizations to submit applications to organize and implement the Academy for Women Entrepreneurs Program, which will include facilitating a course on Global Entrepreneurship Sustainable Business and planning and hosting a regional AWE conference. Please follow all instructions below. Program Objectives: The first program element is to facilitate the traditional DreamBuilder program, which brings together a cohort of 30 women who meet online and in-person to learn core business skills such as strategic planning, marketing, and finance, then discuss the material with local facilitators, business leaders, and U.S. exchange alumni mentors. The DreamBuilder program should run for a period of six months, one facilitation session per week for 13 weeks, followed by three months of mentoring. The content for the training is offered at no-cost through the DreamBuilder online platform. The second program element is facilitating a course that is part of the Najafi 100 Million Learners Global Initiative, which will seek 15 participants whos businesses are at more advanced level. The course should run for six months using the curriculum of the Global Entrepreneurship Sustainable Business course. The third program element is organizing and hosting an AWE conference in Rwanda, designed to be a full two-day program targeting 80 AWE alumnae. The program will have the following objectives: Objective 1 Ensure that more women have the skills, capabilities, and resources to fully participate in the economy. Objective 2 Promote women's social and economic empowerment. Objective 3 Continue to build on past AWE cohorts to strengthen the entrepreneurial eco-system in Rwanda for women. Participants and Audiences: For the DreamBuilder program, selection criteria will be based on having a small business or business idea. The target audience will be 30 women aged 25-45 who are starting businesses or have just started one and want to learn how to grow it. For the Global Entrepreneurship Sustainable Business course, participant selection criteria should be based on type of business, maturity of business, and education level of applicants. This course targets women aged 25 to 45 who have strong computer and internet skills. A bachelors degree is required. For the conference, selection criteria should be based on graduation from an AWE program, include a mix of participants from prior AWE cohorts, and have the availability to participant for two full days.

Our funding goals, strategic themes, and processes for submitting grant proposals are all outlined in this notice. Please read carefully and follow all instructions. This notice is subject to the availability of funding. PROGRAM DESCRIPTION PAS Philippines invites individuals, non-profit organizations, and non-government organizations to submit proposals to implement the 2024 American Spaces Philippines Conference. The event is a three-day conference with representatives from American Spaces partner institutions. The intent of this program is to bring together university leaders and American Corner staff members from across the country for a strategic planning session, networking, and capacity-building activities. The Grantee will support the Embassy by fulfilling the logistical, travel, and administrative needs of the conference, as well as providing constructive inputs on the program of the conference. The budget should not be more than $40,000 in total. The successful Grantee must have demonstrable experience in conference management (minimum size of 40 participants), events planning, and high-level customer relations. Grantee must also demonstrate their ability to responsibly manage funds, coordinate logistics, and execute the program plan within the expected timeline. Examples of activities include, but are not limited to: Programming Develop 3 learning sessions that will build the skills of the participants in the areas of project designing, partnership building, and program management. Organize a small exhibit in the venue featuring the projects of the participants Organize a team-building activity for the participants Events Planning Scout and book a conference venue within Luzon, Visayas, or the City of Davao that is accessible to the airport, and major transportation hubs. Coordinate with a hotel for the reservations of all participants, including the processing of required down payments. Prepare financial reports and liquidations of project expenses, including hotel, equipment, food and beverage suppliers, and any relevant subcontractors. Coordinate and arrange a full-board meal for organizers and participants including the accommodation of those with special diets (halal, vegetarian, etc). Arrange overall logistics and ensuring the availability of high-speed wifi, computers, high-resolution web cams, and microphones to accommodate hybrid sessions Organize the plenary hall, any breakout rooms and prepare necessary workshop materials Design, and produce conference kits, and marketing materials such as pull-up banners, event shirts, tokens, tote bags etc. Travel Arrangements Coordinate and book flight itineraries with varying origin destinations. Arrange and book all airport transfer services for participants. Issue plane tickets, room reservations and airport transfer service to each participant. Arrange land transportation for participants as necessary. Organize and pay the travel allowance of the participants. PRIORITY PROGRAM AREAS The program should empower American Spaces partners to increase knowledge on the following priority program areas: Girls/Women in Science, Technology, Engineering and Math (STEM) Entrepreneurship Innovation and Artificial Intelligence Peace Education Democracy and Human Rights Climate Change and Environmental Protection Participants and Audiences: Target audiences include university presidents from American Spaces-hosting institutions, and library directors and staff. Purpose of PAS Public Diplomacy Grants: The Public Affairs Sections of the U.S. Embassy and Consulates in Brazil invites proposals for programs that strengthen ties between the United States and Brazil through cultural, arts, educational, media, information, and exchange programming that highlights shared values and promotes bilateral cooperation. The bilateral nature of proposals is especially important during calendar year 2024, the 200th anniversary of the establishment of diplomatic relations between Brazil and the United States. All programs must include an American cultural element, or connection with American expert(s), organization(s), or institutions in a specific field that will promote increased understanding of U.S. policies, values, and perspectives as well as incorporate a cross-cutting approach to diversity, equity, inclusion, and accessibility (DEIA). Examples of PAS public diplomacy grants include, but are not limited to: Academic and professional lectures, seminars, and speaker programs that include U.S. speakers; Artistic and cultural workshops, joint performances, and exhibitions; Cultural heritage conservation and preservation programs; Programs that strengthen U.S. college and university relationships with local higher education institutions, businesses, and/or regional organizations; Media trainings PAS encourages applications from eligible civil society organizations, community representatives, think tanks, non-governmental organizations, academic institutions, government institutions, and international organizations. The U.S. Department of State through Embassy Bridgetown announces an open competition for a project to strengthen independent medias ability to increase access to objective and quality information in the Eastern Caribbean. Media outlets across the Caribbean face challenges including declining revenue sources and expensive operating environments. These challenges are compounded by the fact that many outlets have been traditionally under resourced. Media enterprises are suffering loss of advertising revenue and other funding streams. Many media houses also have gaps in adapting to the financial and editorial challenges of the current age and may lack fully developed business plans, leaving the outlets open to potential malign influence or interference efforts. Outlets also lack up-to-date equipment, computers, and software, hampering their ability to produce high-quality and timely content. Further, many operate under austere conditions and struggle to produce enough original, local content, exacerbating their vulnerability to disinformation, propaganda, and co-optation. Assistance is needed to ensure that journalists, outlets, and other media-related institutions have access to the training, networks, content, and equipment they need to resist false narratives and maintain a free and diverse media ecosystem. Embassy Bridgetown and partners seek to build the capacity of Eastern Caribbean media outlets using a third-party implementer. The implementer will scope its approach based on the following lines of efforts: Training and capacity building: training to include but not limited to: methods to increase content production on a wide range of stories, how to expand reach and advertising revenue, how to develop sustainable business models and plans, fact checking and other core journalistic skills, identifying and countering disinformation, and better educating the general public on how to spot disinformation. A training centered around World Press Freedom Day and multimedia training will be built into the program deliverables. Mentorship and network building: mentorship on journalism and media production skills building and financial/business practices. Network building to support joint reporting and fact-checking, and to create a sustainable community of practice that can share best practices beyond the life of this project. Content provision: providing Caribbean media outlets with access to wire service licenses to enable them to run high-quality, independent, third-party content (Associated Press in English, for instance). Content provision may draw on collaboration with other international wire services to offer an aggregated package to local media partners that they could pull from to disseminate themselves. Supplies: providing up-to-date media equipment, computers, and software on an objectively assessed needs basis to support independent, locally developed news content. Embassy Bridgetown seeks proposals that will provide financial and technical assistance to small and medium-sized media outlets to strengthen their ability to safely produce and disseminate accurate information to audiences in the Eastern Caribbean. The goal of this project is to support the independence of regional journalists and media outlets to increase access to information within the domestic and regional media ecosystems.

The Office of Citizen Exchanges, Sports Diplomacy Division (ECA/PE/C/SU), in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the implementation of the FY 2024 Global Sports Mentoring Program (GSMP). U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to conduct two separate month-long professional development mentorship programs and a reciprocal overseas exchange involving approximately 70-80 international and American participants in total (30 emerging leader participants from other countries and 40-50 American mentors). By empowering women and people with disabilities, the GSMP directly supports U.S. foreign policy goals, promotes social inclusion, and elevates the status of marginalized populations. Through the mentorship experience, the GSMP encourages mutually beneficial relationships between American sports executives and leaders in the sports sector overseas. Furthermore, the GSMP engages alumni from previous years through sustained U.S. Embassy relationships, follow-on individual grants to alumni, and monitoring and evaluation. Sport for Community focuses on increasing the inclusion and full participation of marginalized youth and people with disabilities through sports opportunities worldwide. In fall of 2025, the espnW GSMP on womens empowermenta public-private partnership with espnW (ESPNs sports brand dedicated to women in sports)will connect approximately 15 female change agents with approximately 15 to 20 American mentors, all of whom are dedicated to promoting the rights and empowerment of women and girls around the world through sports. From start to finish, the Americans with Disabilities Act (ADA) and Title IX serve as core themes. By demonstrating how landmark U.S. legislation promotes democratic values and equality, the GSMP underscores American competitiveness and leadership on an international scale. To keep pace with the burgeoning sport for social change and business trend, the GSMP will also incorporate programmatic elements on how sports philanthropy, marketing, and entrepreneurship play into action plan development and implementation.
