Under Category 2, OJJDP seeks to provide operational support for the National AMBER Alert Program through its AMBER Alert Secondary Distribution (AASD) Program, Wireless Emergency Alerts (WEA) and Team Adam Deployment. Under Category 3, OJJDP seeks to provide support for the Childrens Justice Project, by providing resources to address the Unidentified Human Remains of Children.

With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

The grant aims to empower these artists to use their creative practices to foster social change. The impact goals include raising consciousness, altering perspectives on self, society, or culture, creating visions of a more just world, and serving as a strategy for organizing and movement building. The grant prioritizes art that addresses various forms of oppression, such as racism, classism, sexism, homophobia, transphobia, ageism, and ableism. It also focuses on art that questions mainstream culture and beliefs, shifts perceptions of power and privilege, and values healing justice practices. Expected outcomes include strengthening communities, preserving or reclaiming traditional cultural practices, building a sense of community, and creating spaces for expression. The grant also emphasizes a reciprocal process of teaching and learning, ensuring mutual benefit for both the artist and the community engaged. The Leeway Foundation's strategic priorities are centered on supporting project-based art for social change across any medium, including traditional, nontraditional, multimedia, and experimental forms. Their theory of change posits that by empowering individual artists to create socially engaged art, they can catalyze significant community-wide impact. The foundation aims for measurable results through projects that demonstrate a clear vision for social change and actively engage communities, fostering a more just and equitable world through artistic and cultural practice.

The Grants to Tribal Governments Victim Service Providers for Financial Assistance to Victims of Sexual Assault and Domestic Violence Special Initiative (Tribal Financial Assistance Initiative) (CFDA 16.029) supports flexible financial assistance to survivors of domestic violence, dating violence, sexual assault, stalking, and sex trafficking by established tribal victim service providers. This program is authorized by Consolidated Appropriations Act, 2022, Pub. L. No. 117-103, 505, 136 Stat. 49, 122, 144 (2022). At recent Annual Government-to-Government Violence Against Women Tribal Consultations, OVW consulted with Indian Tribes on piloting a program to provide grants to existing victim service providers which would be used specifically to provide victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking with financial assistance. This type of assistance allows victims the flexibility to meet self-identified needs quickly, helps avert crises such as homelessness rather than responding after the fact, and may be more efficient and cost-effective than current service models. Several Tribes described the vast unmet needs of survivors in their communities and strongly supported developing funding opportunities that afforded the greatest degree of flexibility to meet those needs. Tribal testimony supported OVW developing and piloting such a program.

With this solicitation, OJJDP seeks to support the development and implementation of a free, interactive, open-source mobile application (app) and website that will serve as a companion to youth and families navigating the juvenile legal system. These tools will be available to youth and guide them through every point of contact with the juvenile legal system. The information communicated by the mobile application will empower youth and their families to be active participants in their juvenile legal cases by equipping them with relevant legal knowledge that is easy to digest. It will also help public defenders effectively educate and inform their clients, and their clients families.

The SFY 2025 Community Grant Program Fund (CGPF), managed by the Governor’s Office of Crime Prevention and Policy (previously the Governor’s Office of Crime Prevention Youth and Victim Services), aims to support local law enforcement and local government agencies in Maryland in developing community outreach and violence intervention programs. This initiative is designed to enhance public safety by fostering improved relationships between law enforcement and community members, particularly the youth. The CGPF seeks proposals for programs that offer recreational or athletic opportunities, improve resident-law enforcement relations, or otherwise benefit the community. Eligible activities may include police/community events, programs for School Resource Officers, partnerships with community groups, mentorship programs, and established community programs provided by outside organizations. The grant anticipates awarding 15-25 grants ranging from $5,000 to $50,000, with the total funding up to $500,000.

The purpose of the FY 2023 Child Sex Trafficking Screening and Services Act Regional Navigator Program Grant (RNPG-ARPA) grant funding is to expand programming projects in up to 14 additional jurisdictions. The RNPG Notice of Funding Availability (NOFA) was developed to obtain needed services to comply with the Child Sex Trafficking Screening and Services Act of 2019. The Healing and Response Teams Special Initiative (Assistance Listing # 16.029) was created in response to recommendations made by the Not Invisible Act Commission (NIAC). This special initiative will support the creation, training, and sustainability of Healing and Response Teams (HRT) using a Tribal-based model of care to respond to Missing or Murdered Indigenous People (MMIP) cases related to domestic violence, dating violence, sexual assault, stalking, and sex trafficking. Within the first nine (9) months of the project, in coordination with OVW, the recipient will identify, make subawards to, and collaborate with three subrecipients acting as pilot sites.

Under the MUHR Program, BJA will provide funding to eligible entities to expand upon the reporting, transportation, processing, and identification of missing persons (MP) and unidentified human remains (UHR) cases in their jurisdictions, including migrants. This program increases public safety by providing resources to locate and identify MP and UHR in the United States.
