The purpose of this document is to advise the public that the NOAA RESTORE Science Program is soliciting proposals for projects of five years in duration with the option for a five year, non-competitive renewal award for high-performing projects. This announcement invites proposals that request funding for partnerships that include researchers, resource managers, and other interested parties to conduct a collaborative research project that will identify, track, understand, or predict trends and variability in the Gulf of Mexicos natural resources and the abiotic and biotic factors driving those trends. Funding is contingent upon the availability of funds in the Gulf Coast Restoration Trust Fund. It is anticipated that final recommendations for funding under this Announcement will be made in June 2025, and that projects funded under this Announcement will have a October 1, 2025 start date. Total funding for this competition will be approximately $17.5 million over five years and approximately six projects may be funded. The minimum individual award amount is approximately $1 million over five years (an average of $200,000 per year) and the maximum individual award amount is approximately $4 million over five years (an average of $800,000 per year). An additional $21 million may be available for five year, non-competitive renewals for high performing projects. This grant provides funding for conservation projects aimed at protecting and recovering threatened and endangered species in Idaho, targeting state and local governments, tribal organizations, educational institutions, and non-profits.

The purpose of CIG is to stimulate the development and adoption of innovative conservation approaches and technologies in conjunction with agricultural production in the United States and its territories. CIG projects are expected to lead to the transfer of conservation technologies, management systems, and innovative approaches (such as market-based systems) to agricultural producers, into government technical manuals and guides, or to the private sector. CIG generally funds pilot projects, field demonstrations, and on-farm conservation research. On-farm conservation research is defined as an investigation conducted to answer a specific applied conservation question using a statistically valid design while employing farm-scale equipment on farms, ranches or private forest lands. The CIG program is not a NRCS producer financial assistance program. Project outcomes should benefit a region of a state or the entire state and not just benefit one farm. NRCS will prioritize projects that will implement climate-smart agriculture conservation activities which are targeted to assist agricultural producers and nonindustrial private forestland owners in directly improving soil carbon, reducing nitrogen losses, or reducing, capturing, avoiding, or sequestering carbon dioxide, methane, or nitrous oxide emissions, associated with agricultural production. All CIG projects must involve EQIP-eligible producers that meet EQIPs eligibility requirements listed in 7 CFR 1466.6(b)(1) through (3).

The overarching goal of the Risk MAP Program is to enhance flood-resilient communities, including underserved communities. Additionally, CTP supports Risk MAPs goal of ensuring the long-term flood resiliency of communities, including underserved communities. Stakeholders in CTP projects typically include community and tribal leaders; business and property owners; regional, tribal, and state partners; and local elected officials. Enhance communities ability to make informed decisions on development using updated information by ensuring it is delivered to communities in a timely manner and on budget. Improve acceptance and use of the flood hazard data and risk information, through delivery of high-quality products to communities. This funding opportunity provides financial support for wildlife habitat conservation and restoration projects on public lands, targeting state and local governments, tribal organizations, educational institutions, and nonprofits, particularly those engaging underserved communities.

The Washington State Recreation and Conservation Office administers the Washington Wildlife and Recreation Program to acquire recreation and habitat lands and to develop recreation areas for the state’s growing population. The program supports local and state parks, trails, water access, and restoration on state lands to enhance public outdoor recreation. Funding is available across categories such as Local Parks acquisition and development, State Lands development and renovation, and Water Access and Trails in accordance with program rules. Typical projects include buying land for parks, developing athletic complexes, renovating community parks, building regional trails and waterfront facilities, and developing state lands. Local Parks awards may reach 1,000,000 dollars for acquisition or combination projects, with up to 500,000 dollars for development costs, and 500,000 dollars for development only. State Lands development and renovation awards range from 25,000 to 325,000 dollars. Eligible applicants vary by category and include cities, counties, towns, federally recognized tribes, special purpose and port districts, and state agencies as specified in the program guidance. Eligible costs include land acquisition through perpetual or long term interests and a wide range of development features such as buildings, campgrounds, play areas, restrooms, roads and paths, and interpretive elements, subject to category rules. Applications are submitted through the state’s process by May 1, 2024. Grant duration is not stated. Proposals are assessed for alignment with category requirements and public benefit. The "WaterSMART: Desalination Construction Projects Under the WIIN Act for Fiscal Years 2023 and 2024" grant aims to provide cost-shared funding for the planning, design, and construction of seawater and brackish water desalination projects, in order to secure future water supplies, support economic growth, and promote environmental justice by providing clean water sources to underserved communities.

This grant provides up to $750,000 in matching funds to public entities for the cleanup and restoration of local landfill sites, with the aim of protecting public health, safety, and the environment.

EBIP is intended to encourage adoption for low-income individuals of electric bicycles as a replacement for motor vehicle trips. Consistent with the goals of SB 375, EBIP would increase access to clean transportation options while offsetting vehicle miles traveled (VMT) by way of incentivizing electric bicycles (e-bikes). A portion of project funds would support the development and administration of a virtual bike safety class, so that consumers understand bicycle road safety. EBIP will provide incentives for eligible e-bikes to income-qualified consumers at the time of purchase, on a first-come, first-serve basis. Furthermore, EBIP will pilot an approach that aims to 1) help people replace car trips with e-bike trips, 2) increase access to electric bicycles, and 3) reduce GHG emissions. EBIP will be administered and implemented through a partnership between CARB and a Grantee, selected via this completive solicitation. The Land and Water Conservation Fund (LWCF) Program is a federal program authorized by Congress for the purpose of acquiring federal lands and assisting states and local governments with funds to acquire lands and develop and renovate outdoor recreation facilities. LWCF funds are appropriated by Congress to the U. S. Department of the Interior, National Parks Service (NPS), and NPS allocates the funds through state agencies as a grant program to state and local governments.
