The Act amended the Dingell-Johnson Sport Fish Restoration Act (16 U.S.C. 777). Subsequent reauthorizations of the Act allow expenditures from the Sport Fish Restoration and Boating Trust Fund and the continuation of the BIG Program. Boating infrastructure means the structures, equipment, accessories, and services that are necessary or desirable for a facility to accommodate eligible vessels. Transient vessels are those passing through or by a place, staying up to 15 days. Projects completed using BIG funds must provide public access, but may be publicly or privately owned. This package is the Notice of Funding Opportunity (NOFO) for Fiscal Year (FY) 2025 BIG Tier 2 applications.

The Bureau of Land Management (BLM) Alaska is inviting applications for its Good Neighbor Authority (GNA) grant program. This initiative aims to foster partnerships with state, county, and tribal governments to plan and execute projects for the restoration of forests, rangelands, and watersheds. The GNA program supports activities including the treatment of insect-and disease-infected trees, hazardous fuels reduction, and other efforts to enhance forest, rangeland, and watershed health, inclusive of fish and wildlife habitats. GNA is applicable to Federal and non-Federal lands, as well as lands owned by Indian tribes. Projects that directly benefit BLM-managed lands, even if executed on non-BLM lands, are eligible for funding. Examples of potential projects under this program in Alaska encompass noxious weeds and invasive species treatment, fuels management, community assistance, forest management, rangeland plant restoration, wildlife habitat connectivity, NEPA compliance support, riparian restoration, and targeted grazing. The program is designed to address a wide range of environmental quality and public benefit goals through collaborative, cross-boundary restoration services.

This notice of funding opportunity (NOFO) is the first in an anticipated series of Landowner Support for Forest Resilience NOFOs. Landowner Support for Forest Resilience is currently funded by four Inflation Reduction Act (IRA) provisions (Public Law No: 117-169. Subtitle D, Sec. 23002(a) (1 ), (2), (3), and (4)), which encompass cost share and payment incentives for forestry practices and support participation of underserved landowners and small-acreage landowners (owning less than 2,500 acres) in emerging private markets for climate mitigation or forest resilience. Landowner Support for Forest Resilience falls under the USDA Forest Service's existing Landscape Scale Restoration Program, as authorized under Section 13A of the Cooperative Forestry Assistance Act of 1978 (16 U.S.C. 2109a). Established by Executive Order 14008 on Tackling the Climate Crisis at Home and Abroad, the Justice40 Initiative has made it a goal that 40 percent of the overall benefits of certain federal investments, such as climate, clean energy, and other areas, flow to disadvantaged communities.
