Existing energy technologies generally progress on established learning curves where refinements to a technology and the economies of scale that accrue as manufacturing and distribution develop drive improvements to the cost/performance metric in a gradual fashion. This continual improvement of a technology is important to its increased commercial deployment and is appropriately the focus of the private sector or the applied technology offices within DOE. In contrast, ARPA-E supports transformative research that has the potential to create fundamentally new learning curves. ARPA-E technology projects typically start with cost/performance estimates well above the level of an incumbent technology. Given the high risk inherent in these projects, many will fail to progress, but some may succeed in generating a new learning curve with a projected cost/performance metric that is significantly better than that of the incumbent technology. ARPA-E funds technology with the potential to be disruptive in the marketplace. The mere creation of a new learning curve does not ensure market penetration. Rather, the ultimate value of a technology is determined by the marketplace, and impactful technologies ultimately become disruptive that is, they are widely adopted and displace existing technologies from the marketplace or create entirely new markets. ARPA-E understands that definitive proof of market disruption takes time, particularly for energy technologies. Therefore, ARPA-E funds the development of technologies that, if technically successful, have clear disruptive potential, e.g., by demonstrating capability for manufacturing at competitive cost and deployment at scale. ARPA-E funds applied research and development. The Office of Management and Budget defines applied research as an original investigation undertaken in order to acquire new knowledgedirected primarily towards a specific practical aim or objective and defines experimental development as creative and systematic work, drawing on knowledge gained from research and practical experience, which is directed at producing new products or processes or improving existing products or processes. These facilities provide advanced tools of modern science including accelerators, colliders, supercomputers, light sources and neutron sources, as well as facilities for studying the nanoworld, the environment, and the atmosphere. Projects focused on early-stage R for the improvement of technology along defined roadmaps may be more appropriate for support through the DOE applied energy offices including: the Office of Energy Efficiency and Renewable Energy (http://www.eere.energy.gov/), the Office of Fossil Energy and Carbon Management (https://www.energy.gov/fecm/office-fossil-energy-and-carbon-management), the Office of Nuclear Energy (http://www.energy.gov/ne/office-nuclear-energy), and the Office of Electricity (https://www.energy.gov/oe/office-electricity). Program Overview: The Nuclear Energy Waste Transmutation Optimized Now (NEWTON) program will support the research and development of technologies that enable the transmutation of used nuclear fuel (UNF) to alleviate the impact of storage in permanent disposal facilities. This program seeks to fund the development of novel technologies that increase the overall capacity factor, power output, and efficiency of particle generation systems (including but not limited to proton, neutron, and/or photon), by reducing beam trip magnitude and duration (referred to as loss of beam). Additional technologies will focus on increasing the throughput of transmutation by developing target materials that maximize transmutation rates and are easily processible to remove the transmuted material. The United States does not currently have an active facility for the permanent disposal of used nuclear fuel derived from the civilian nuclear sector. Used nuclear fuel comprises several classes of isotopes that could be processed in different ways due to their economic value. Firstly, uranium (U), which comprises greater than 95% of the mass of UNF, can be reprocessed and converted back into fuel for light-water reactors through the addition of small amounts of uranium-235 (U-235). Secondly, plutonium (Pu) and minor actinides (MAs), such as neptunium (Np), americium (Am), and curium (Cm), which together comprise roughly 1.5% of UNF by mass, are produced from nuclear fission. Many of these isotopes are fissionable and could be incorporated into fuels designed for advanced reactor concepts. Intermediate-lived fission products (ILFPs) including strontium-90 (Sr-90) and caesium-137 (Cs-137) have relatively short half-lives of roughly 30 years and have applications in radioisotope thermoelectric generators for space applications. However, ILFPs are largely destined for permanent disposal in a deep geological repository. The major long-lived fission products (LLFPs) have half-lives exceeding 200,000 years and have few commercial applications. LLFPS include selenium-79 (Se-79), technetium-99 (Tc-99), tin-126 (Sn-126), iodine-129 (I-129), and caesium-135 (Cs-135). The last class of isotopes are the stable isotopes produced from nuclear fission and resulting decay. These isotopes could be extracted from UNF, but no commercial processing of these have been undertaken. A deep geological disposal facility for the disposition of UNF in the U.S. has been estimated to cost $96.18 billion over the 150-year lifetime, after which the facility would cease to accept new waste. This facility would be able to store 70,000 metric tons (MT) of unprocessed UNF, which is insufficient for the existing volume of civilian waste. Densification of the waste can be accomplished through removal of the plutonium, minor actinides, and ILFP components of the UNF. Removal of 99.9% of these components would allow a densification factor of 225, based on current disposal requirements, thus allowing a single repository to store upwards of approximately 16 million MT of UNF. The LLFPs are responsible for many of the engineered barriers that are required to be built in the repository due to their long half-lives and environmental mobility. Removal of these LLFPs could decrease the capital expenditure of a permanent geological repository while also improving safety. Eligible Projects: Digital Literacy Projects- Digital inclusion projects may include digital literacy training programs and public education to communities with limited broadband adoption, including low-income communities, senior citizen communities, and communities facing socioeconomic barriers to broadband adoption. Broadband Access Projects- may include those that provide free broadband access in community training rooms or other public spaces, such as local government centers, senior citizen centers, schools, public libraries, nonprofit organizations, and community-based organizations. It can also include funding community outreach, such as analysis, comparison of Internet plans with the community, and call centers that will increase broadband access and adoption.

The Volunteer Fire Capacity (VFC) Program is a federally funded grant program that allows California to provide local and rural fire departments with minor firefighting, training, communications and safety equipment for their volunteer firefighters. The VFC Program is not intended for major equipment (fire engines, vehicles, etc.) or Capital repairs. The VFC Program has a 50/50 match requirement which means that the applying department must be able to meet the intended grant award, dollar for dollar. Awards for departments are set at a minimum of $500 with a maximum of $20,000. Amounts may be adjusted based on the grant funding available. The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal. The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services. The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches. The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023. The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

Further, a circular economy reduces material use, redesigns materials, products, and services to be less resource intensive, and recaptures waste as a resource to manufacture new materials and products. Successfully achieving a circular economy requires implementing the above principles to the supply chains of numerous products. Specifically, creating a circular EV battery supply chain focuses on optimizing the full vehicle life cycle. Thus, the emphasis must shift from production and sales within an ownership model to a model focusing on customers mobility needs and access in the form of leasing, as it exists today, vehicle-on-demand (e.g., Zipcar), and mobility-on-demand (e.g., robotaxis). These different business models may coexist but will require increasing collaboration and transparency among different actors, while costs and revenues will be distributed across the supply chain. A circular supply chain offers new revenue streams and business opportunities by providing services to maximize EVs lifetime performance through: Enhancing regular predictive maintenance; Repairing and remanufacturing of battery modules and packs; Improving the reuse and recovery of EOL parts and materials; and Minimizing carbon footprint and maximizing resource efficiency. A circular supply chain also offers opportunities to reduce production and operating costs by: Improving the quality and stability of critical minerals supply chains through cell regeneration, reuse, and recycling; Facilitating rework, reuse, repair, and remanufacture of batteries through modular designs, reversible manufacturing materials and methods; and Reducing asset costs per unit amount of energy delivered owing to the retention of the embedded manufacturing value of batteries, their prolonged lifetime, and the extended use of EVs. The overarching goal of the CIRCULAR program is to successfully translate the above definition of a circular economy to the domestic EV battery supply chain by supporting the development of innovative solutions that can overcome both the technological and economic barriers to broad commercial adoption. CIRCULAR acknowledges that simultaneous advancements in multiple technological domains may be required to accomplish this ambitious objective. Therefore, the program is intentionally structured into four technology development categories designed to converge towards the creation of a domestic circular supply chain for EV batteries. The CIRCULAR program recognizes that conventional recycling is not the only, nor primary, pathway to closing the supply chain loop. Therefore, the primary objective of this program is to catalyze the creation of a circular EV battery supply chain in North America. The program will support the development and deployment of foundational technologies capable of maintaining materials and products in circulation at their highest level of performance and safety for as long as possible. Achieving this goal will directly impact ARPA-E mission areas as follows: Decrease Energy-Related Imports: The CIRCULAR program aims to reduce the import of critical battery materials, cells, packs, and EVs by establishing new supply chain loops within the U.S. Currently, individual steps in the battery supply chain (mining, material processing, cell component assembly, battery cell manufacturing, and recycling) are concentrated mostly outside of the U.S. Reduce Emissions: The CIRCULAR program aims to decrease the domestic energy burden and carbon footprint of the EV battery supply chain by extending the service life of battery cells and packs and by maintaining manufacturing value to the greatest extent possible through regeneration, repair, reuse, and remanufacture. The program will also reduce emissions associated with battery recycling by minimizing the amount of waste and by recycling only pack components that have reached their EOL. CalRecycle is seeking projects that implement new programs or enhance existing programs to provide convenient beverage container recycling opportunities in various locations statewide. Eligible projects include:• Multi-family residential dwellings (five units or more).• Public colleges/universities, non-profit colleges/universities, and public K-12 school districts.• Curbside Residential Program locations (excluding single stream).• Community events including, but not limited to, those sponsored by local jurisdictions.• Parks/recreational areas.• Purchase of water refill stations, including installation, replacement of current infrastructure, plumbing, maintenance, additional attachments or modifications, or related educational and outreach activities/materials promoting water refill stations.• Litter reduction and cleanup along the United States-Mexico border where the waste stream includes beverage containers that will be recycled. o Out of State beverage containers collected as part of the litter abatement and cleanup projects cannot be funded under this grant program. Ongoing collection programs may include the following activities as a component of the grant project:• Temporary Community events (i.e., recycling or collection events sponsored by local jurisdictions, Earth Day events).• Drop-off, Collection Program, or Community Service Program.• Education and Outreach related to beverage container recycling. Note: Education activities and/or materials (signage, flyers, curriculum, etc.) related to the beverage container recycling project are capped at 25 percent of the total grant award. • Funding must have a direct connection to the California Redemption Value (CRV) of beverage containers and the overall program. If non-CRV items are included in the grant, they are subject to proportional cost. For example: a three-bin system with composting, paper and CRV recycling, can only be funded at one third of the cost. A mixed recycling bin will be funded proportionately based on the CRV content of materials collected. Priority funding will be given to Tribal Entities and applicants with litter abatement projects along the United States-Mexico border. Program Overview: The Creating Hardened And Durable fusion first Wall Incorporating Centralized Knowledge (CHADWICK) program will pursue discovery and testing of novel, first-wall materials that will maintain design performance over the target 40-year design lifetime of a fusion power plant. In most fusion power systems, the fusion reactions are physically contained by the first wall. The first wall bears the mechanical load and protects the components from the extreme heat and highly energetic charged and neutral particles. The safety and structural performance of the first wall are compromised over time by significant exposure to high-energy (;gt;1 million electron volts (MeV)) neutrons and heat flux as much as 10 megawatts per square meter (MW/m2)). As fusion energy advances towards commercial deployment, the lifetime and maintainability of first-wall materials will become a major challenge for the commercial viability of fusion power plants with high neutron flux. Thermal effects on materials are relatively well understood. However, the combination of heat plus an intense neutron environment can generate many nonlinear effects that are difficult to predict. Radiation most commonly damages a material by driving atomic displacements and the transmuting of isotopes within the material structure. Some transmutation events encourage the development of activation product gasses, such as hydrogen and helium, which encourage wall swelling. The combination of stresses caused by atomic dislocations, swelling, and thermal contraction and expansion drive material hardening and embrittlement, ultimately promoting premature cracking and failure. The most common descriptor for radiation damage is displacements per atom (dpa). These displacements can cause irradiation embrittlement leading to the loss of ductility in a material after exposure to radiation. Fusion power plant first-wall materials are anticipated to experience ;gt;50 dpa over the desired 40-year operational period. Radiation damage has been observed to harden and embrittle first-wall materials at levels as low as 5 dpa. The goal of the CHADWICK program is the discovery, development, and production of new materials that can maintain the following metrics in a fusion first-wall environment: Room temperature ductility after 50 dpa of irradiation damage and helium generation; Sufficiently high thermal conductivity to remove up to 10 MW/m2 of heat; Activation below 10,000 Sieverts per hour (Sv/hr) to enable remote handling; Swelling below 1% to maintain dimensional stability; and Tritium retention and plasma erosion lower than current state-of-the-art (SoA) materials. SoA materials under consideration for fusion first-wall applications are currently limited to reduced activation ferritic martensitic (RAFM) steels and tungsten.7 Both materials suffer from irradiation and helium embrittlement issues that make fusion power plants prohibitively expensive to qualify and operate. New materials that are highly resistant or functionally immune to irradiation embrittlement up to 50 dpa can increase the lifetime of the first wall by a factor of 10. Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

DPR's Research Grants Program supports projects that seek to advance integrated pest management (IPM) knowledge in agricultural, urban, or wildland settings. Projects should focus on reducing impacts to public health or the environment from pesticides of high regulatory interest.
