Opportunity Zone Benefits Grants

The Conservancy may fund activities within or benefitting the Delta and Suisun Marsh as defined in Public Resources Code section 85058 (a map can be found at this link: https://www.deltacouncil.ca.gov/pdf/delta-plan/figure-1-1-delta-boundaries.pdf). The Conservancy may fund an action outside the Delta and Suisun Marsh if the Board makes all the findings described in the Sacramento-San Joaquin Delta Reform Act of 2009 (CWC, div. 35, §§ 85000 – 85350). The Conservancy will fund planning projects, which include pilot projects. Allowable activities for planning projects include, but are not limited to, project scoping (partnership development, outreach to impacted parties, stakeholder coordination, negotiation of site access or land tenure); planning and design (engineering design, identifying appropriate best management practices); and environmental compliance (permitting, California Environmental Quality Act (CEQA) activities, Delta Plan consistency). The Conservancy will fund implementation projects, which include acquisition projects. Implementation projects are specific, on-the-ground projects that result in the construction, improvement, or acquisition of a capital asset that will be maintained for a minimum of 15 years. Implementation projects are "shovel-ready" projects. Applicants must submit a concept proposal, as found on the Conservancy’s website, before submitting a full proposal. Partnerships are encouraged but not required. There are no limitations on number of submissions by organizations. Applications are received via email for concept proposals and by uploading files to a designated site for full proposals. Awards are announced at a Board Meeting and applicants are informed with a letter.

WCSP provides scholarships to students in associate or bachelor’s degree programs that qualify them for WellnessCoach Certification through the education pathway in exchange for a 12-month service obligation providing CWC services in California. Eligible applicants may receive up to $35,000. The purpose of this program is to increase the number of CWCs providing direct services in California. The Wellness Coach profession is a new, certified position to increase our state’s overall capacity to support the growing behavioral health needs of our youth. It is designed to help build a larger and more diverse and representative behavioral health workforce in California that hasthe training and supervision needed to engage directly with young people where they live, study and work. Wellness Coaches will offer non-clinical services that support children and youth behavioral health and well-being. Services include wellness promotion and education, screening, care coordination, individual and group support, and crisis referral. The model will supplement and support existing behavioral health roles, fill gaps in the current behavioral health workforce, and create a larger and more diverse workforce with whom youth can connect.

This funding opportunity is designed to support projects that improve water quality and supply, restore aquatic habitats, and enhance ecosystem functions, particularly benefiting native fish populations and promoting public-private partnerships.

This funding program provides financial support to counties and their partners to develop proactive solutions for drinking water issues affecting households served by small and domestic wells, particularly in response to drought and contamination challenges.

The purpose of the Program is to fund CASA Programs in California to provide more children in foster care with a CASA volunteer who will advocate for the services and support needed by children who have experienced abuse and neglect.

This funding program provides financial assistance to address urgent drinking water needs and to clean up pollution when no responsible parties are available to manage the situation.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023.  The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

This grant provides financial support to organizations that participate in California Public Utilities Commission activities, helping to remove barriers to their involvement in policy decision-making processes.

This program provides financial assistance to small disadvantaged communities in California to improve their drinking water infrastructure and ensure access to safe and reliable drinking water.

This grant provides funding to improve and create affordable coastal accommodations for Californians, especially those from low and middle-income households and underserved communities, to enhance their access to the coast.

Assembly Bill (AB) 716 established the California Cultural and Historical Endowment (CCHE) in 2002. Funds for the CCHE came from Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. $122 million in grants were distributed competitively for the acquisition, restoration, preservation, and interpretation of historical and cultural resources. In 2013, AB 482 (Atkins) authorized the creation of a specified competitive grant program administered by CCHE to support small capital projects in museums. On September 23, 2018, Senate Bill (SB) 1493 was approved and expanded the museum grant program’s project focus to include exhibits, educational programs, outreach programs, public programs, curriculum, marketing, and collections care in museums. The Budget Act of 2020 (SB 74) states that the California Natural Resources Agency shall prioritize the funds for museums severely affected by COVID-19 and that serve historically underserved communities and/or students subject to Title 1 of the Federal Elementary and Secondary Education Act. The Budget Act of 2021(AB 128) appropriated $50 million for museum grants and directed the California Natural Resources Agency to continue prioritizing the funding for museums severely affected by COVID-19 and that serve historically underserved communities or students subject to Title 1 of the Federal Elementary and SecondaryEducation Act. On September 13, 2022, SB 963 amended the Museum Grant Program’s 20-year-old statutes to reflect the state’s evolving priorities.

This funding program provides financial assistance to small community water systems and public water systems serving disadvantaged communities to help them improve their drinking water infrastructure and ensure safe, clean water access.

Grants will be awarded for specific eligible activities, such as speaking on a panel, participating in a working group, or participation in other decision-making processes. The PP Grant Account cap per organization of $15,000 will ensure a proportional distribution of funds over time and across various organizations. Submissions for grant awards will be accepted on a rolling basis throughout the grant period and payment for these discrete engagements will be prompt.

This funding furthers the purposes of the Conservancy’s mission, enabling legislation Public Resources Code, Division 22.9, Sections 32630 et al. (“the San Diego River Conservancy Act”), the Conservancy’s Strategic Plan Update 2018-2023, and other state approved priorities and plans.

This funding program provides financial assistance to community water systems in California for constructing and improving water infrastructure to ensure safe and clean drinking water for residents, particularly those in need.

The purpose of this RFI is solely to solicit input for ARPA-E consideration to inform the possible formulation of future programs. The purpose of this Request for Information (RFI) is to solicit input for a potential ARPA-E program focused on the development of highly insulating R-10-rated glass for windows and R-50-rated walls for residential and commercial building retrofit and new construction.1 This RFI aims to identify potential participants and gather insights to inform the development of a potential funding opportunity focused on these transformative technologies. Heating and cooling of residential and commercial buildings in the United States accounted for about 12% of total national energy consumption (amounting to 12 quadrillion British thermal units) in 2022.2 Approximately 45% of this heating, ventilation, and air conditioning (HVAC) energy was used to compensate for heat transfer through the building envelope (e.g., windows, walls, doors, attic, and air leaks).2 Reducing the energy a building uses has multiple benefits beyond lower utility costs and carbon dioxide emissions. Smaller, less expensive HVAC equipment and ducting systems would increase useful interior space and reduce demands on the electrical grid. The purpose of this RFI is solely to solicit input for ARPA-E consideration to inform the possible formulation of future programs. The purpose of this Request for Information (RFI) is to solicit input for a potential ARPA-E program focused on the development of technologies to recover high energy-value materials from wastewater to reduce energy demands and greenhouse gas (GHG) emissions associated with conventional sourcing and waste stream treatment. Wastewater in this RFI is broadly defined, and includes municipal, livestock, industrial, and mining sources. High energy-value materials under consideration are nutrients (i.e., ammonia and phosphorus) and critical minerals, where the latter are a group of 50 elements in the periodic table including lithium and rare earth elements (REEs).
