The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that increase protections against gender-based violence for marginalized communities in Kosovo. Gender-based violence (GBV) is a global issue that affects one in three women in their lifetime. According to the 2022 U.S. Department of State’s Human Rights Report for Kosovo, a significant human rights issue in Kosovo included the lack of investigation of and accountability for GBV, including domestic or intimate partner violence, sexual violence, and other forms of such violence. Another issue of concern was crimes involving violence or threats of violence targeting ethnic minorities or other marginalized communities. There are also critical gaps in the systematic documentation and monitoring of the prevalence of GBV in the country. Furthermore, GBV survivors often lack awareness of their rights and access to support services. There are also social stigmas in reporting GBV coupled with cultural norms that try to keep partners together. To respond to these challenges, DRL is seeking proposals that work towards the Bureau’s goal of providing access to justice for individuals experiencing GBV, abuse, and exploitation in 2 Kosovo. The program should take an intersectional approach by considering particular issues facing LGBTQI+ women, women with disabilities, low-income women, women in public-facing positions, women from racial, religious, and ethnic minority communities, and other intersections are differently impacted by GBV. The program objectives are: 1) increasing public awareness of the various forms of GBV (i.e. psychological, physical, emotional, economic, etc.) as well as relevant laws and available protections; 2) strengthening collaboration among diverse stakeholders in all communities on rights-based, trauma-informed, and survivor-centered approaches to prevent and address GBV; and 3) providing survivor-centered support, including the provision of direct service assistance. Program activities may include but are not limited to: • Developing and implementing targeted awareness campaigns and community engagement initiatives regarding the different forms of GBV and available protections under current laws; • Strengthening the financial, technical and/or organizational capacity of local organizations in providing effective and survivor-centered support services, including, but not limited to, legal, psycho-social, and/or medical assistance; • Enhancing coordination among relevant stakeholders, including law enforcement, healthcare providers, and social services to improve GBV response mechanisms, including training direct service providers on how to engage with survivors; and • Conducting research and assessments to better understand the prevalence and dynamics of GBV in the country and inform evidence-based interventions.

The Sexual Violence Prevention Grant Program in Minnesota, funded by the Centers for Disease Control and Prevention's Rape Prevention and Education program, aims to prevent sexual violence by enhancing health equity and addressing social determinants of health. The program supports activities in three priority areas: strengthening economic supports for families, creating protective environments, and promoting social norms that protect against violence. The program emphasizes interventions that prevent violence through community and societal level changes and prioritizes projects that address systemic inequalities and promote health equity.

The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. The SFY 2025 Sex Offender Compliance and Enforcement in Maryland (SOCM) Grant Program, under the Governor's Office of Crime Prevention and Policy, aims to ensure compliance with Maryland law by individuals required to register or re-register with the Maryland Sex Offender Registry. This initiative supports 24 designated law enforcement agencies in Maryland tasked with registration and compliance enforcement of sexual offenders. With an anticipated fund of $728,916, the program allocates grants to these agencies based on the number of registered offenders in their jurisdiction as of December 31, 2023. The funding is meant to assist with compliance verification and enforcement efforts, enhancing public safety and law enforcement capabilities. The program's performance period is from July 1, 2024, to June 30, 2025, with all applications required to be submitted online via the Grants Management System (GMS) by May 24, 2024.

The SFY 2025 Local Warrant Apprehension & Absconding Grant Program (WAAG), funded by the State of Maryland's Governor's Office of Crime Prevention and Policy, aims to support local law enforcement agencies in reducing the number of open warrants, particularly those for violent crimes, and in apprehending individuals who have absconded from court-ordered drug and/or alcohol treatment facilities. The program is designed to improve the quality of life and create safer communities by reducing violent crime through the effective apprehension of wanted individuals. This initiative supports coordinated criminal justice strategies and enhances data availability for informed decision-making. The program anticipates a minimum of $2,000,000 in grant funding and plans to make up to 35 awards ranging from $10,000 to $150,000. Applications that do not meet the minimum or exceed the maximum award allocation may be removed during the initial technical review. The funding is contingent upon final approval of the budget by Maryland’s General Assembly.

The SFY 2025 Violence Intervention and Prevention Program (VIPP) Grant, managed by the State of Maryland's Governor's Office of Crime Prevention and Policy, is dedicated to preventing and reducing gun violence through the support of competitive grants funding evidence-based or evidence-informed health programs. This initiative aligns with the Office’s objectives to develop coordinated criminal justice strategies and enhance data availability to support data-driven decisions. Grantees are required to report on collaborative efforts and data collected throughout the award period, with this information publicly shared on the Office’s website. The VIPP aims to implement effective violence reduction strategies by investing in programs that demonstrate measurable positive outcomes in preventing gun violence, utilizing public health principles and scientific research. The grant prioritizes funding for programs that have been operational for 1 or 2 years, with new applicants considered based on available funding. The anticipated funding pool is $2,768,000, intending to award up to 15 grants ranging from $50,000 to $400,000 each.

The FY 2025-2026 MPDG program, under the Department of Transportation’s Office of the Secretary, offers three separate grant programs: the National Infrastructure Project Assistance grants program (Mega), the Nationally Significant Multimodal Freight and Highway Projects grants program (INFRA), and the Rural Surface Transportation Grant program (Rural). This opportunity collectively allocates approximately $5.1 billion in funding to support significant surface transportation infrastructure projects, such as highway and bridge improvements, railway-highway grade crossing enhancements, wildlife crossings, public transportation advancements, and more. The MPDG aims to fund projects that demonstrate substantial national or regional impacts or address critical needs in rural transportation infrastructure. The application deadline is set for May 6, 2024.

The California Energy Commission (CEC) is offering a grant to evaluate the feasibility of using existing underground gas storage facilities to store clean renewable hydrogen in California. This project aligns with the CEC's mission to advance California's clean energy goals by exploring innovative solutions for energy storage. The overarching goal is to assess the technical and economic viability of converting these facilities for hydrogen storage, contributing to the state's renewable energy infrastructure. The grant specifically targets projects that will benefit California Gas Investor Owned Utility (IOU) ratepayers. The project focuses on developing comprehensive technical and economic assessments of storing and retrieving hydrogen blends and/or pure hydrogen. Key priorities include engaging with local communities and Community Based Organizations (CBOs) around selected sites to assess awareness and support for underground hydrogen storage, and leveraging this feedback to inform experimental design. The project also emphasizes studying the characteristics of at least two existing underground gas storage facilities, conducting experiments to assess the impacts of hydrogen introduction on well integrity and reservoir dynamics, and proposing necessary mitigation measures for safety and reliability. Expected outcomes include quantitative risk assessments and techno-economic analyses for converting selected facilities, comparing costs and risks of various use cases, and estimating levelized costs of hydrogen storage, capital costs, and operations and maintenance costs. The project will also develop recommendations for Gas IOUs, CBOs, policymakers, and relevant stakeholders to guide decision-making on the future role of underground hydrogen storage in California. Optional but desired elements include comparing the levelized cost of hydrogen storage and life-cycle emissions with alternative storage options and examining the potential of storing hydrogen in saline aquifers. The CEC's strategic priority in offering this grant is to support the integration of clean renewable hydrogen into California's energy mix. The theory of change is that by thoroughly assessing the feasibility, risks, and economic implications of underground hydrogen storage, the state can make informed decisions about deploying this technology, thereby accelerating the transition to a cleaner, more resilient energy system. The grant, with a funding range of $2.5 million to $3 million and a duration of three years (November 1, 2024 – September 30, 2027), aims to produce actionable insights that can directly influence future policy and infrastructure development in California's hydrogen economy.

The OneOhio Recovery Foundation administers regional grants to support substance misuse prevention, treatment, recovery, and related abatement efforts across Ohio. The foundation distributes a portion of the states opioid settlement funds to address community needs today and invest in future public health outcomes. Funding priorities include treatment and healthcare services, intervention and crisis support, criminal legal system needs, recovery supports, prevention strategies, harm reduction, services for impacted children and families, public safety and first responder collaboration, workforce development, and infrastructure such as facility renovation, technology upgrades, and vehicles. Awards in this cycle will total no more than 51,194,220.72 dollars and may support projects of 12, 24, or up to 36 months. Eligible applicants include tax exempt organizations, private for profit organizations providing charitable purpose services, and state or local government entities. Projects should demonstrate measurable impact on opioid abatement and align with regional priorities. Applications are due May 3, 2024. The Indiana Department of Health (IDOH) is offering a grant opportunity to provide intranasal naloxone kits to first responders in rural counties of Indiana. The grant, funded in part by the Substance Abuse Mental Health Services Administration (SAMHSA) under the First Responder Comprehensive Addiction and Recovery Act, aims to enhance the capacity of first responders to address opioid-related incidents. Eligible first responders include professional and volunteer firefighters, law enforcement officers, paramedics, emergency medical technicians, and other recognized volunteer organizations. Grant recipients are required to administer naloxone as needed, report usage via an online survey, and refrain from selling or distributing the naloxone doses. This program provides financial assistance to rural and volunteer fire departments in Indiana to help them improve fire prevention and suppression efforts through training and equipment.

BWC uses the Trench Safety Grant (TSG) Program to partner with Ohio employers to substantially reduce or eliminate injuries associated with trenching operations. The TSG does not fund equipment purchases for technical rescue operations. The program is available to eligible Ohio employers who wish to purchase the following qualified/allowed items: Shoring: aluminum, hydraulic, or other types of supports to prevent soil movement and cave-ins. Shielding: trench boxes or other types of supports to protect against soil cave-ins. As part of our Safety Grant programming, the TSG Program is available only to Ohio employers that perform trenching and excavating. Eligible employers may receive up to $12,000 for the duration of the TSG Program. This is a 4-to-1 matching grant, which means BWC will provide $4 for every $1 an employer invests in the intervention. The Virginia Emergency Shelter Upgrade Assistance Fund was established by Senate Bill 350, introduced by Senator Lucas, effective from July 1, 2020. This fund is dedicated to providing matching funds to local governments for installing, maintaining, or repairing emergency shelter infrastructure to enhance resilience against natural disasters. This includes infrastructure for backup energy generation, such as solar energy generators, and wind retrofitting to improve structural integrity. The fund prioritizes projects that protect vulnerable populations, offer long-term risk solutions, and support primary shelter enhancements as verified by Local Capabilities Assessment Reports (LCAR). Eligible applicants are local governments with a current and locally-adopted emergency operations plan compliant with Virginia’s Emergency Services and Disaster Laws. Local governments are restricted to one application per year and must have completed any prior funded projects before applying.

The School Safety and Security Grant (SSSG) has been expanded to also help cover the costs of inspections, assessments, maintenance, and improvements to indoor heating, ventilation, and air conditioning (HVAC) systems as well as the purchase of other secondary devices to control the spread of airborne contaminants, including viruses, for eligible applicants. This additional funding of $15,000 is available to any qualifying entity under the SSSG program policy and is available specifically for the purchase of HVAC improvements only. An exact list of qualifying expenses can be found here or on page four of the application. This offering is available to employers with no matching amount required. Eligible applicants may apply even if they have exhausted all previously available SSSG funds. The Arizona Department of Health Services (ADHS) Bureau of  Nutrition and Physical Activity (BNPA) administers funds provided by the United States Department of Agriculture (USDA) for the operation of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and Breastfeeding Peer Counseling Program (BFPC) for the State of Arizona. The USDA nutrition programs are discretionary, and each provides a specific service to women, infants, and children who are low-income and at nutritional risk. The overall goal of all the USDA Nutrition Programs is to increase food security and reduce hunger by providing eligible participants access to nourishing food and supportive nutrition education. ADHS is working with the counties to provide WIC services, and this opportunity is to provide additional community support as needed.  Financial Notes: N/A

The SFY 2025 Protecting Against Hate Crimes Grant, issued by the State of Maryland's Governor's Office of Crime Prevention and Policy, aims to enhance the security and support for non-profit organizations, including faith-based entities that are at risk of being targeted for hate crimes. This grant is designed to provide financial assistance to eligible organizations for implementing measures that improve their security infrastructure and safeguard their facilities and members against hate crimes. The grant is open for applications from non-profit organizations holding 501(c)(3) or (4) status within Maryland, and the funding will prioritize projects that demonstrate a critical need for security enhancements based on the local incidence and severity of hate crimes. The application process is entirely online, and hard copy submissions are not accepted. The grant period runs from July 1, 2024, through June 30, 2025, with a total funding pool of $5,000,000. Individual applications may request up to $150,000, but funds are not to be used for capital improvements or large IT projects. All funding is contingent upon the approval of the Governor’s Office of Crime Prevention and Policy’s budget by Maryland's General Assembly. Grant renewed every year.

The SFY 2025 Domestic Violence Unit Pilot Program (DVUP), funded by the State of Maryland through the Governor's Office of Crime Prevention and Policy, aims to significantly reduce or minimize the time between the issuance of interim and temporary protective orders and their entry into the Maryland Electronic Telecommunications Enforcement Resource System/National Crime Information Center (METERS/NCIC). This initiative supports the office's objective of enhancing the availability and speed of information to support data-driven approaches to criminal justice issues in Maryland. The program has been institutionalized by the Governor's Office of Crime Prevention and Policy and continues to offer grants to local law enforcement agencies to enhance service efforts and ensure compliance with Family Law Article sections. The program anticipates making no more than 10 awards ranging from $5,000 to $50,000 for the fiscal year 2025.

The Agricultural Food Safety Improvement Program (AFSIP) is a reimbursement grant program aimed at supporting produce and aquaculture operations to enhance their food safety practices. The program's primary goal is to minimize microbial contamination and food-borne illnesses risks, thereby expanding market access for the operations. To be eligible, applicants must be produce or aquaculture operations as defined, own or lease the property for the project, be legally recognized within the Commonwealth, and have been managed as a commercial enterprise for at least three years prior to application. Applications are due by May 24, 2024, at 4:00 PM. The grant encompasses a comprehensive review process, including a Request for Response (RFR) outlining grant criteria, timelines, and expectations. Award decisions will be based on these criteria, and successful applicants will enter into a grant agreement with the Massachusetts Department of Agricultural Resources (MDAR), with reimbursements made upon project completion and submission of required documentation.

The SFY 2025 Gun Violence Reduction Grant Program (GVRG), funded by the State of Maryland and administered by the Governor's Office of Crime Prevention and Policy, aims to support law enforcement agencies and prosecutors in developing and implementing strategies to reduce firearm-related violence. The program seeks to address the statewide issues of gun violence, illegal firearm distribution, manufacturing, and seizures, with a goal to make communities safer. The GVRG encourages the development of coordinated criminal justice strategies and data-driven approaches to criminal justice in Maryland. Eligible applicants include local and state law enforcement agencies as well as local state's attorney's offices, with priority given to those not currently receiving Maryland Criminal Intelligence Network (MCIN) funds.

The Maryland Criminal Intelligence Network (MCIN) Grant Program, as part of the SFY 2025 initiative by the Governor's Office of Crime Prevention and Policy, focuses on developing comprehensive information-sharing infrastructures to enable cross-jurisdictional intelligence sharing. The goal is to dismantle criminal networks involved in various illegal activities, including drug trafficking, human trafficking, gun violence, and gang activities. This initiative supports the enhancement of public safety by facilitating the formation of partnerships across criminal justice agencies for improved data sharing, investigations, and prosecutions.
