The CFLL Historic Preservation Fund, established by the Community Foundation for the Land of Lincoln, is dedicated to supporting the physical improvement of structures and promoting historic preservation within Springfield, IL. This grant program aligns directly with the foundation's mission by investing in the cultural and economic vitality of the community through the preservation of its historical assets. By focusing on historic properties, the fund aims to maintain the unique character and heritage of Springfield, contributing to a sense of place and community pride. The primary beneficiaries of this grant program are 501(c)(3) charitable organizations, faith-based organizations (provided proposals benefit all regardless of religion and are non-religious in nature), public or private schools with projects exceeding their budget funding, and certain government entities or municipalities. The impact goals include the successful rehabilitation, renovation, and upkeep of historic properties, as well as those with significant historic, economic development, or community value. The fund seeks to empower these organizations to undertake projects that might otherwise be financially unfeasible, thereby ensuring the long-term preservation of important community structures. The grant prioritizes historic preservation projects specifically within Springfield, IL. The focus is on tangible improvements to structures and initiatives that raise awareness and support for historic preservation efforts. While not explicitly detailed as a "theory of change," the foundation's strategic priority is evident in its commitment to local community development through preserving its historical infrastructure. This implicitly assumes that by investing in historic preservation, they contribute to economic development, tourism, and community well-being. Expected outcomes include improved conditions of historic buildings, increased public engagement with historic preservation issues, and enhanced community value derived from well-maintained historical sites. The grant awards, typically ranging from $1,000 to $10,000, with one or more grants up to $6,000, serve as measurable results of the fund's direct financial impact on these projects. The success of the program can be measured by the number of properties restored, the scope of the improvements, and the broader community benefits realized through these preservation efforts.

The Rural and Municipal Utility Cybersecurity (RMUC) Program is offering a grant opportunity for electric cooperative, municipal, and small investor-owned utilities with limited cybersecurity resources. The Advanced Cybersecurity Technology (ACT) 1 Prize is a three-phase competition that challenges eligible utilities to identify risks and implement solutions to improve their overall cybersecurity posture. Utilities that progress through the competition will receive cash prizes and technical assistance to invest in staff training, governance processes, and cybersecurity tools and technologies. To apply, interested applicants should review the official rules for the complete application process and requirements. Eligible utilities can then create a HeroX account, accept the ACT 1 Prize Competitor Agreement, and choose whether to compete as a team. Application templates are available to aid in completing the application. Additionally, Phase 1 applicants must participate in two mandatory virtual webinars. The ACT 1 Prize offers a total prize pool of up to $8.96 million in cash and technical assistance across three phases: Commitment, Planning, and Implementation. Each phase concludes with a prize award. In the Commitment Phase, utilities prepare submission packages describing their resources, need for improving cybersecurity, and commitment to participating. In the Planning Phase, utilities work with technical assistance providers to assess systems, identify training needs, understand risks and solutions, and draft an implementation roadmap. Finally, in the Implementation Phase, utilities make progress towards completing their roadmap with the help of technical assistance providers. Administered by DOE's National Renewable Energy Laboratory (NREL) and managed by DOE's Office of Cybersecurity, Energy Security, and Emergency Response (CESER), the RMUC Program's ACT 1 Prize is part of a larger initiative to enhance the cybersecurity posture of electric utilities. The program will provide $250 million over five years to support critical investments, deliver technical assistance, and provide cybersecurity training to utility workers. This will result in a more secure and resilient energy grid. Interested parties can visit the RMUC Program webpage for more information and to sign up for updates.

The WVDEPโs Office of Abandoned Mine Lands and Reclamation (AML) administers the AMLER Program, a federal funding initiative designed to support economic development projects on abandoned mine lands. This program aligns with the foundational mission of protecting public health, safety, and property, and restoring land and water resources degraded by past coal mining practices. It specifically targets projects located on or adjacent to mine sites that ceased operations before the Surface Mine Control and Reclamation Act was signed, addressing environmental liabilities and fostering economic revitalization in affected communities. The target beneficiaries of the AMLER Program are communities and environments impacted by abandoned mine lands. The primary impact goals include mitigating extreme dangers posed by coal mining practices, enhancing public health and safety, and rehabilitating natural resources. This involves the conservation and development of soil, water, woodland, fish and wildlife, recreation resources, and agricultural productivity. The program aims to transform former mine sites into productive assets, thereby improving the overall well-being and economic prospects of the regions. The program's priorities are directly established by SMCRA, focusing on three key areas. Firstly, it prioritizes the protection of public health, safety, and property from the extreme dangers and adverse effects of coal mining. Secondly, it emphasizes the broader protection of public health and safety from all adverse effects of such practices. Thirdly, a significant focus is on the restoration of land and water resources and the environment that has been previously degraded by these mining activities. This holistic approach ensures that both immediate dangers and long-term environmental damage are addressed. Eligibility criteria for the AMLER Program extend to noncoal lands and water if they were mined or affected by mining processes, abandoned in an unreclaimed or inadequately reclaimed condition prior to August 3rd, 1977, and lack ongoing reclamation responsibility from an operator or the state. The reclamation must be requested by the Governor or equivalent tribal head and be necessary to protect public health, safety, general welfare, and property from extreme dangers of adverse effects of noncoal mining practices. These stringent criteria ensure that funding is directed to areas with the most critical needs and clear justification for intervention. Expected outcomes of the AMLER Program include enhanced public safety through the removal of hazards, improved environmental quality through land and water restoration, and stimulated economic development in historically affected areas. Measurable results would include the number of acres reclaimed, the reduction in reported hazards, improvements in water and soil quality, and the creation of new recreational or agricultural opportunities. The program's strategic priorities are rooted in a theory of change where targeted investment in abandoned mine land reclamation directly leads to environmental recovery, public safety improvements, and sustainable economic growth for communities that have historically borne the brunt of mining's adverse effects.
