The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) 2024 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2024. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. Tables listing the program elements and due dates (Tables 2 and 3), a table that provides a very top level summary of proposal contents (Table 1), and the full text of the ROSES-2024 "Summary of Solicitation", may all be found NSPIRES at http://solicitation.nasaprs.com/ROSES2024. This program supports research that examines technology and its relationship to society through the lens of the humanities, with a focus on the dangers and/or opportunities presented by technology, broadly defined. NEH is particularly interested in projects that examine the role of technology in shaping current social and cultural issues.

The purpose of the Disability and Rehabilitation Research Projects (DRRP) is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with disabilities who have the greatest support needs, and to improve the effectiveness of services authorized under the Rehabilitation Act of 1973, as amended (Rehabilitation Act). Under this particular DRRP priority, the grantee must conduct research toward maternal health services or interventions to improve pregnancy outcomes among women with long-term disabilities. NIDILRR plans to make one award under this opportunity in FY 2024. The grant will have a 60-month project period, with five 12-month budget periods.

Bipartisan Infrastructure Law (BIL) Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity AnnouncementThis Funding Opportunity Announcement aims to help everyone ride and drive electric, foster public and private relationships, build interdisciplinary teams, advance the American blueprint for transportation decarbonization, and promote managed charging. The Joint Office of Energy and Transportation (Joint Office), through the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE), is issuing a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law (BIL) – Joint Office of Energy and Transportation: Communities Taking Charge Accelerator, Fiscal Year 2024 Funding Opportunity Announcement”. Awards made under this FOA will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act1, more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in modernizing and upgrading American infrastructure to enhance U.S. competitiveness, driving the creation of good-paying union jobs, tackling the climate crisis, and securing environmental justice and economic opportunity for disadvantaged communities2. The BIL appropriates more than $62 billion to the Department of Energy (DOE)3 to invest in American manufacturing and workers; expand access to energy efficiency and clean energy; deliver reliable, clean, and affordable power to more Americans; and demonstrate and deploy the clean-energy technologies of tomorrow through clean energy demonstrations. DOE’s BIL investments will support efforts to build a clean and equitable energy economy that achieves a zero-carbon electricity system by 2035, and to put the United States on a path to achieve net-zero emissions economy-wide by no later than 20504 to benefit all Americans. The BIL includes a historic $7.5 billion dedicated investment to build out a national network of Electric Vehicle (EV) chargers. As part of this investment, the BIL includes $300 million to establish a Joint Office of Energy and Transportation to study, plan, coordinate, and implement issues of joint concern between the U.S. Department of Energy and the U.S. Department of Transportation (DOT). The Communities Taking Charge Accelerator FOA and related activities align with the Joint Office mission to provide a modernized and interagency approach to support the deployment of zeroemission, convenient, accessible, and equitable transportation infrastructure. The activities to be funded under this FOA support BIL section Title VIII, Division J, Federal Highway Administration - Highway Infrastructure Program.

Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) have announced the opening of applications for the Department of Energy's (DOE) grant program aimed at enhancing the resilience of electric grids against disruptive events. The program is designed to allocate competitive grants to improve infrastructure and reduce the likelihood and impact of such events on the electrical grid. The grant supports weatherization, fire-resistant technologies, monitoring and control systems, vegetation management, adaptive protections, and advanced modeling technologies. The Effectiveness Monitoring Committee (EMC), serving as an advisory body to the Board of Forestry and Fire Protection, aims to fund scientific research that tests the effectiveness of the California Forest Practice Rules and associated regulations. Inflation Reduction Act Funding for Advanced Biofuels Bioenergy Technologies Offices 2024 Systems Development and Integration (SDI) FOA is funded by the Inflation Reduction Act (IRA) of 2022. IRA Section 60108(b) authorized $10 million to the Environmental Protection Agency (EPA) for new grants to industry in advanced biofuels. EPA and DOE entered an Interagency Agreement to transfer the funds to DOE and allow DOE to manage a FOA with substantial involvement from EPA. The FOAs topic areas are of mutual interest for both the EPAs priority in the Renewable Fuel Standard (RFS) program and DOE BETOs priority in the Sustainable Aviation Fuel (SAF) Grand Challenge as well as SDIs priority in supporting four demonstration-scale integrated biorefineries by 2030. For both topic areas, the application must discuss how the proposed technology would meet the RFS definition of advanced biofuel, which means using allowable feedstocks, producing allowable fuel types, and with lifecycle greenhouse gas emissions reductions of at least 50% compared to petroleum base baseline.

With this solicitation, NIJ seeks rigorous, applied evaluative research on: (1) police training; (2) police accountability policies and practices; (3) investigative practices to enhance clearance rates; and (4) police officer health and wellness programs. Successful applicants should propose the most rigorous design to answer their proposed research questions. NIJ will consider research designs that include qualitative, quantitative, and mixed methods designs. Randomized controlled trials (RCTs) and strong quasi-experimental designs are required for proposals to conduct outcome evaluations. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people closest to the subject of study, including practitioners as well as community members representing crime victims, people under criminal justice supervision, and members of high-crime communities. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with juvenile justice, criminal justice or other agencies should include a strong letter of support, signed by an appropriate decisionmaking authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgment that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2025. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the “Budget Worksheet and Budget Narrative.” In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any Page 8 O-NIJ-2024-172011 others must be proposed as subrecipients. The applicant is expected to conduct the preponderance of the work proposed.

The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, technical assistance, and related activities to contribute to improved employment outcomes of adults with Serious Mental Illness. NIDILRR plans to make one grant under this opportunity. The grant will have a 60-month project period, with five 12-month budget periods.
