The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.This NOFO will result in the distribution of up to $34 million of Federal funds for combined FYs 2022 and 2023 and up to $17 million of Federal funds each for FY 2024, 2025, and 2026. The actual amount available to be awarded under this notice will be subject to the availability of funds.The ADCMS Program is one aspect of the FHWAs multifaceted Technology and Innovation Deployment Program (TIDP) and provides funding as an incentive for State departments of transportation (State DOT). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.

Grant funds can be used for various purposes, including purchasing certified equipment or technology, paying employee payroll, renewing local permits, covering business debts incurred due to COVID-19, and managing outstanding expenses like rent. Funds may also address costs resulting from health and safety adaptations or interruptions caused by the pandemic. The application requires detailed information about the business, including ownership, type, revenue, location, and impact of COVID-19. Applicants must certify that their submissions are accurate and that their business was affected by the pandemic. Incomplete or falsified applications may result in disqualification. Entities meeting eligibility criteria will be contacted to submit supporting documentation for verification. Entities must be registered in the state’s GATA grantee portal with valid identifiers, good standing, and absence from exclusion lists. Awards will range from 50,000 to 5,000,000 dollars from a total expected pool of 15,000,000 dollars. The period of performance is expected to run from January 25, 2024 through January 31, 2029. Applications are due May 1, 2024 through the department’s process. Proposals should document public benefit and compliance with eligibility and performance measures. Applications for FY 2022 2023 and FY 2024 funds will have two separate submission deadlines in 2024. The specific deadlines for each award cycle will be posted as an attachment to this multi-year NOFO via Grants.gov. Based on the amounts authorized under the BIL, the anticipated funding available for discretionary grants each fiscal year between FY 2022 and 2024 will be $15,000,000 ($30 million for FY 2022 2023 and $15 million for FY 2024), subject to the availability of funds and obligation limitation. This is the first announcement of this funding opportunity and is not a follow-on notice. However, FHWA implemented a similar predecessor program, the Surface Transportation System Funding Alternatives (STSFA) Program authorized by section 6020 of the Fixing Americas Surface Transportation (FAST) Act (Pub. The STSFA was repealed by Section 13001(f) of BIL. Federal grant funds for the SIRC Program are to be awarded on a competitive basis to eligible entities to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to help maintain the long-term solvency of the Highway Trust Fund. This notice describes the eligibility criteria, application requirements, selection and evaluation criteria, applicable program and Federal requirements, and available technical assistance during the pilot program.
