This notice announces the intention of the Maritime Administration to provide grants to small shipyards. Under the Small Shipyard Grant Program, there is currently $8,750,000 available for grants for capital and related improvements to qualified shipyard facilities that will be effective in fostering efficiency, competitive operations, and quality ship construction, repair, and reconfiguration. Potential applicants are advised that it is expected, based on experience, that the number of applications will far exceed the funds available and that only a small percentage of applicants will be funded. Working with Railroads comprise funding and project efforts that engage the Commision and staff in the business and support of an effective rail service as the key connection for Ohio companies to their suppliers and markets worldwide, Rail is often a requirement for business attraction and retention efforts. The Ohio Rail Development Commission (ORDC) promotes economic opportunities while supporting safety and quality of life concerns across Ohio's extensive rail infrastructure. At 5,187 miles, Ohio's network of active rail lines is the fourth most extensive in the nation. The high mileage of rail lines in Ohio reflects the close integration of rail with Ohio's economy. Ohio's businesses are committed to using Ohio's rail network. Ohio's largest railroads, CSX and Norfolk Southern, publish Public Projects Manuals to assist public entities in interacting with their organizations. Regional and short-line railroads often publish information on their websites to identify appropriate processes and contacts. If needed, ORDC is happy to assist Ohio communities with identifying the correct railroad contacts. The ORDC assists with railroad-roadway coordination by providing technical assistance to ODOT District project managers and area engineers, local municipalities, contractors, and others regarding railroad issues and requirements for public projects.

The 2024-25 Physical and Digital Infrastructure Security Grant Program for Health Care Practitioners, offered by the California Governor’s Office of Emergency Services (Cal OES), aims to enhance physical facility and digital security for healthcare practitioners. This initiative aligns with a broader mission to safeguard healthcare services, particularly those related to abortion and reproductive health, which may be vulnerable to violence and vandalism. The program's core purpose is to mitigate security risks, ensuring uninterrupted and safe access to essential healthcare services for communities across California. The primary beneficiaries of this grant are currently licensed healthcare practitioners located in California who provide abortion-related services (or referrals) and reproductive health care services. This includes medical doctors, osteopathic doctors, licensed midwives, certified nurse-midwives, nurse practitioners, registered nurses, licensed vocational nurses, and physician assistants. A key impact goal is to create a more secure environment for these practitioners and their patients, thereby preserving access to critical reproductive health services. The program prioritizes security enhancements to protect against physical and digital threats. Eligible applicants must demonstrate that they provide abortion-related and reproductive health care services and are located in California. Health Care Practitioners who received an award from the FY 2022-23 DP Program are also eligible to reapply. The focus is on proactive measures to prevent violence and vandalism, fostering a safe operational space for healthcare providers. Expected outcomes include a measurable increase in the security infrastructure of participating healthcare facilities, both physically and digitally. The program anticipates that enhanced security will reduce incidents of violence and vandalism, leading to improved access to and continuity of abortion-related and reproductive health care services. With a total of $3 million available and individual grants up to $150,000, the program intends to achieve a widespread impact across California. The grant performance period runs from September 1, 2024, through December 31, 2026, allowing for significant improvements in the security landscape for these vital healthcare providers.

The Transportation Alternatives Set-Aside program (TA), funded by the United States Department of Transportation’s Federal Highway Administration (FHWA) through the Surface Development Block Grant, is administered by the Florida Department of Transportation (FDOT). This program is dedicated to funding smaller-scale transportation projects that enhance nonmotorized travel options and safety. Eligible projects include on- and off-road bicycle and pedestrian facilities, recreational trails, safe routes for non-drivers, safe routes to schools, and ADA compliance improvements. Furthermore, TA supports projects that incorporate cultural, historical, and environmental elements into transportation infrastructure, such as historic preservation, vegetation management, archaeological activities related to transportation, and environmental mitigation related to stormwater and habitat connectivity. This program provides funding to public entities and nonprofit organizations in Arkansas for the construction and maintenance of recreational trails that are accessible to the general public.

The purpose of this NOFO is to solicit applications for Guardrail Safety Training program that will result in the award of one (1) cooperative agreement award and the distribution of up to $500,000.00 in Federal funding over the life of the project. The actual amount available to be awarded under this notice will be subject to the availability of funds. PROGRAM GOALS The goal of Guardrail Safety Training is three-fold:1. To provide technical assistance;2. To develop support materials for training activities; and3. To develop and conduct webinar trainings for roadway agency standards engineers/sections.Through the development of the products outlined in this cooperative agreement the desired outcome is improved guardrail design and installation.ADMINISTRATION GOALSThe FHWA seeks to fund tasks under this NOFO that advance the United States Department of Transportations National Roadway Safety Strategy (NRSS). The NRSS outlines the Departments comprehensive approach to significantly reducing serious injuries and deaths on our Nations highways, roads, and streets. This is the first step in working toward an ambitious long-term goal of reaching zero roadway fatalities.

The Massachusetts Food Ventures Program (MFVP) is a grant program designed to enhance access to healthy, affordable food options and generate economic opportunities within low to moderate income communities. It aligns with a broader mission to implement the goals of the Massachusetts Local Food Action Plan and contribute to the financial needs of local Massachusetts food enterprises. The program’s strategic approach emphasizes expanding investment to improve access to Massachusetts grown, harvested, or caught food products through the development of collaborations between local agricultural enterprises and private/public entities. The primary target beneficiaries of the MFVP are low to moderate income communities, including Gateway Cities and rural communities within Massachusetts. The program aims to improve commercial food access and distribution in these areas. The expected outcomes include increased availability of Massachusetts-produced foods, creation of new permanent jobs, greater access to affordable fresh food, and year-round access to diverse food production and distribution. The overall impact goal is to strengthen the local food system and foster equitable access to healthy food options. Key areas of investment for the MFVP include food processing infrastructure to meet the needs of the expanding local food system, improved distribution systems to support equitable access to fresh local food, and retail outlet strategies that enhance access to healthy food. Specific project types considered eligible reflect these priorities, such as the creation of commercial food processing infrastructure benefiting low and moderate income households, innovative proposals by commercial food commissaries that connect local farms, proposals for construction or renovation of food co-ops, development of greenhouses and farmers’ markets, and capital for food hubs. Additionally, the program focuses on innovative projects for commercial markets that connect local food producers and partners to develop or renovate large-scale retail markets for healthy, locally produced food. Mobile markets and other innovative market initiatives are also supported to purchase, design, and upgrade vehicles that provide healthy Massachusetts food. Each of these focus areas is intended to directly contribute to the program's theory of change, which posits that strategic investments in food infrastructure, distribution, and retail will lead to improved food access and economic opportunities for underserved communities. Applicants eligible for the MFVP include Massachusetts Municipalities, Massachusetts Non-Profit or For-Profit Organizations, and Individual Residents of Massachusetts. The program specifically excludes funding for audits, feasibility studies, design work, operation or maintenance costs, and reimbursement for already completed projects or staff/consultant time on proposals for completed projects. This ensures that the grants are directed towards new investments and initiatives that directly support the program’s objectives.

This program provides financial assistance to businesses and organizations in Pennsylvania for developing and implementing alternative and clean energy projects, helping to create jobs and promote sustainable energy solutions.

The Illinois Department of Commerce and Economic Opportunity issues a Notice of Funding Opportunity to establish an incentive grant program to attract new out of state events to Illinois when competing with other destinations. The program supports local development of competitive packages to secure events that generate hotel room nights and economic impact. Allowable costs may include venue rental and staging, event rentals, food and non alcoholic beverages and service labor, audio visual support and service labor, entertainment as part of an otherwise planned event, registration and event management software and services, transportation shuttles tied to master accounts, bid fees, and room night credits that exceed stated thresholds. Disallowed costs include venue owned items when the applicant controls the facility and assets. Performance goals include hotel room nights booked, economic impact, and attraction or retention of events that would not otherwise occur in Illinois. Eligible applicants include units of local government, local promotion groups, not for profit organizations, for profit organizations, and convention center authorities. Entities must be registered in the state’s GATA grantee portal with valid identifiers, good standing, and absence from exclusion lists. Awards will range from 50,000 to 5,000,000 dollars from a total expected pool of 15,000,000 dollars. The period of performance is expected to run from January 25, 2024 through January 31, 2029. Applications are due May 1, 2024 through the department’s process. Proposals should document public benefit and compliance with eligibility and performance measures. This program provides funding to local and state entities for environmentally friendly road maintenance projects that reduce pollution from dirt, gravel, and low volume roads.

The purpose of this notice is to solicit applications for the Innovative Finance and Asset Concession Grant Program (IFACGP or the Program). Up to $57.72 million will be awarded on a competitive basis to assist eligible public entities in facilitating and evaluating public-private partnerships and exploring opportunities for innovative financing and delivery for eligible transportation infrastructure projects, including highway, transit, passenger rail, certain freight facilities, certain port projects, rural infrastructure projects, airports, and transit-oriented development projects. This notice will award funding from Fiscal Years 2022, 2023, and 2024. Eligible applicants for this Program are public entities that own, control, or maintain assets that could be developed into enhanced assets. Eligible assets are those activities that would reasonably be deemed eligible to receive a Transportation Infrastructure Finance and Innovation Act (TIFIA) loan through the Bureau.

The Indiana Office of Energy Development seeks proposals for Empowering Energy Partnerships in Indiana Communities to address energy needs at a community or regional scale. The program supports comprehensive solutions aligned with the state’s pillars of reliability, resiliency, stability, affordability, and environmental sustainability, and encourages partnerships with measurable public benefits. Eligible project topics include energy efficiency such as building upgrades and energy management technologies, alternative fueling and charging infrastructure that is publicly accessible, energy security and reliability including backup generation, microgrids, and cybersecurity, and clean energy resources such as solar, storage, geothermal, wind, and biomass. Vehicle purchases and certain high speed charging are not allowable under program rules. Projects should also demonstrate connections to state priorities such as economic development, workforce development, education, and public safety. Eligible entities include local units of government, nonprofit organizations, for profit entities, and institutions of higher education that are Indiana based and registered federally and with the state. Approximately 2,500,000 dollars is available, with anticipated awards averaging 300,000 to 500,000 dollars for project periods of up to three years. One proposal per eligible entity is allowed; applicants may coordinate regional submissions but cannot make tiered subawards. Applications are due May 1, 2024 through the state’s process. This program provides funding to schools, municipalities, and nonprofits in Connecticut to promote safe and accessible walking, biking, and rolling through the purchase of safety equipment and educational materials.

The Transit Ridership Incentive Program (TRIP) aims to create more accessible, safe, and regionally significant transit networks by funding projects across four categories: zero and reduced fare, regional connectivity, public safety, and passenger amenities and facilities. The program encourages applications for both capital and planning projects related to these categories, with requirements and match rates generally mirroring those of the MERIT Capital and Technical Assistance Programs. Regional Connectivity focuses on improving regional transit services and accessibility, especially in urban areas with populations exceeding 100,000. Zero and Reduced Fare projects support the deployment of fare reduction programs to enhance system accessibility and ridership. Public Safety initiatives fund equipment, infrastructure, and programs to ensure the safety of transit riders and workers. Passenger Amenities and Facilities projects invest in infrastructure improvements to enhance the rider experience and system accessibility. Grant renewed every year.
