The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA) is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to assist our agency with conducting and implementing important energy efficient agricultural operation evaluations on multiple private landowner properties throughout Massachusetts. NRCS recognizes the importance of incorporating on-site energy evaluations on agricultural operations including greenhouses and the beneficial outcomes it can have on the environment. Energy Efficient Agricultural Operations (conservation standard 374) has been an underutilized practice in Massachusetts. This agreement will be used to provide training on energy efficiency for NRCS staff and affiliates while also providing needed technical assistance for NRCS customers with energy focused site visits. NRCS Massachusetts is making a funding opportunity available for applicants to submit proposals with an award ceiling of $400,000 and a minimum project award of $200,000. NRCS will be awarding a cooperative agreement for up to a five-year period. If, in coordination with NRCS, additional resources are needed at a rate that exceeds this schedule, NRCS may add funds to this agreement to support continued partnership over the performance period. The primary goal is to expand energy efficiency to NRCS customers throughout Massachusetts. The project list ranges in size from 1-acre farms to several hundred-acre farms. Applicants will identify the average number of energy efficiency site visits and written on-site energy improvement plans that they could complete in any year with a minimum of ten per year being acceptable for this agreement. NRCS will work with the selected applicant to make the choice of priority energy site visits each year of the agreement based on interest and need. The Grants to Tribal Governments Victim Service Providers for Financial Assistance to Victims of Sexual Assault and Domestic Violence Special Initiative (Tribal Financial Assistance Initiative) (CFDA 16.029) supports flexible financial assistance to survivors of domestic violence, dating violence, sexual assault, stalking, and sex trafficking by established tribal victim service providers. This program is authorized by Consolidated Appropriations Act, 2022, Pub. L. No. 117-103, 505, 136 Stat. 49, 122, 144 (2022). At recent Annual Government-to-Government Violence Against Women Tribal Consultations, OVW consulted with Indian Tribes on piloting a program to provide grants to existing victim service providers which would be used specifically to provide victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking with financial assistance. This type of assistance allows victims the flexibility to meet self-identified needs quickly, helps avert crises such as homelessness rather than responding after the fact, and may be more efficient and cost-effective than current service models. Several Tribes described the vast unmet needs of survivors in their communities and strongly supported developing funding opportunities that afforded the greatest degree of flexibility to meet those needs. Tribal testimony supported OVW developing and piloting such a program.

The Department of Energy (DOE) Office of Nuclear Energy’s (NE) mission is to advance nuclear energy science and technology to meet United States (U.S.) energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, to help realize the potential of advanced technology, and to leverage the unique role of the Government in spurring innovation: 1. Enable continued operation of existing U.S. nuclear reactors. 2. Enable deployment of advanced nuclear reactors. 3. Develop advanced nuclear fuel cycles and spent nuclear fuel management options. NE strives to promote integrated and collaborative research conducted by national laboratory, university, industry, and international partners under the direction of NE’s programs, and to deploy innovative nuclear energy technologies to the market and to optimize the benefits of nuclear energy. The explanatory statement accompanying Division D of the Consolidated Appropriations Act, 2024 reads as follows: “Section 311 of the agreement provides up to $100,000,000 to implement a new nuclear safety training program. The Department is directed to make one or more cost-shared awards not later than 180 days after enactment of this Act. The program shall require cost share of at least 50 percent of the total program costs. The cost share must come from nonfederal sources unless otherwise allowed by law. In implementing the program, the Department shall give priority to universities located within 50 miles of reactors that were constructed prior to 1980 and have had significant safety issues in the last five decades.
