The U.S. Embassy in Ashgabats Public Diplomacy Section (PDS) of the U.S. Department of State is pleased to announce the availability of funding through the Alumni Small Grants Program. This opportunity is tailored to alumni of U.S. government-funded and U.S. government-sponsored (USG) exchanged programs and seeks projects aimed at enhancing the connections between the United States and Turkmenistan through innovative cultural and professional initiatives that emphasize shared values and promote bilateral cooperation. Projects are expected to: - Take place in Turkmenistan including in the American Corners in Dashoguz, Mary and Turkmenabat and American Center in Ashgabat. - Incorporate cultural elements or draw from the applicants U.S. exchange experience in a specific field. - Foster increased understanding of U.S. policy and perspectives. Project Goal: Strengthen the capacity of USG alumni, particularly youth from underserved communities in Turkmenistan to participate in economic, educational, and community service activities that emphasize shared values and bilateral cooperation by leveraging USG exchange alumni experience. Project Audience(s): Audiences may include students (at secondary and university levels), women and girls, journalists, media professionals, entrepreneurs, artists, musicians, and various underserved or vulnerable populations. Grantees are also encouraged to host programming and take advantage of existing resources at American Center in Ashgabat and American Corners in Dashoguz, Mary and Turkmenabat. Project Objectives: (Project proposals may address one or more of these objectives, or other objectives within the above policy priorities. NOTE: These are example objectives PDS will also consider projects with different objectives targets that support the above project expectations.) Objective 1: Increase alumni engagement through tailored capacity building trainings to support and strengthen the U.S.-Turkmenistan Alumni Association (USTAA). Objective 2: Equip youth from rural and underserved communities with knowledge and skills related to Science, Technology, Engineering, Art, and Mathematics (STEAM). Objective 3: Increase English language proficiency skills of youth and young adults from (at secondary and university levels) from Ahal, Balkan, Dashoguz, Mary and Lebap regions or young professionals of specific fields (for example tourism, sports, medicine, STEM) through training and interactive activities (grammar lessons, conversation practice, etc.). Sub-objective 3.1. Increase English language instruction capacity (professional development for English language teachers through teacher trainings activities. Objective 4. Build organizational capacity of civil society organizations to improve institutional accountability, transparency, and support for local communities across Turkmenistan. Objective 5: Equip young adults with media literacy skills to recognize, analyze, and counteract mis/disinformation across various digital media platforms. Objective 6: Increase awareness and willingness of participants to adopt sustainable practices in their daily lives through community dialogues or workshops on climate change and environmental sustainability. Objective 7: Equip women, youth and/or residents of remote regions with business and entrepreneurship skills, such as financial literacy, risk management, marketing, and sales, through practical and hands-on training, mentorship, and internship opportunities. Objective 8: Increase the number of advocacy initiatives aimed at advancing the rights for people with disabilities by raising awareness, promoting inclusive policies, and engaging government stakeholders. Objective 9: Increase participation of women and youth from vulnerable and marginalized groups, including persons with disabilities, in economic empowerment and civic engagement activities. Applicants are encouraged to choose one or more project objectives listed above, or suggest their own project objectives, identify indicators that track success towards progress made towards objectives, and develop their own Monitoring and Evaluation (M) plans. Alumni grant proposals must support projects that address a tangible need in a community and have measurable outcomes. Applicants should be encouraged to develop partnerships with the public/private sector as well as local organizations, where applicable. The purpose of this program is to strengthen the role of U.S. Government (USG) program alumni in supporting their communities and growing in their professional careers, while also deepening ties between alumni and across programs, regions and generations. This cooperative agreement will support one organization to oversee administration of small grants, organize events and facilitate better networking among alumni. Audience: past participants of USG programs, including: - Exchange programs: Artist Exchange, BFTF, Community Solutions, CAMEX, FLEX, Fulbright TEA, Fulbright Students, Fulbright Scholars, Humphrey Fellowship, Muskie Fellowship, Open World, IVLP, SUSI for Educators, Scholars, and Students, UGRAD, TechWomen, TechGirls, Alumni Ties. - Embassy-funded non-exchange programs: Prep4Success (P4S), Undergraduate Cohort Advising (UCA), American English Program (AEP), C5+ONE, OPEN. Increase communication and collaboration between U.S. government exchange program alumni through networking opportunities. 2. Increase the number of alumni-led initiatives leveraging skills and knowledge acquired during exchange programs to address community needs and challenges. 3. Strengthen career and leadership skills of alumni through targeted professional development initiatives, including mentorship and coaching programs. Expected Themes Project Activities to be managed by the implementing partner: 1. Small Grants - Expanding the impact of USG programs in communities across Turkmenistan. The awardee will administer a small grants program for USG alumni and support alumni in developing and implementing projects that share American values, address community needs and/or educate public audiences. Priority will be given to projects that reach underserved communities, enhance the profile of alumni as community leaders and/or target thematic areas (to be agreed during the implementation period). Projects should have measurable outcomes and leverage other community resources when possible, including in-kind donations, public-private partnerships, alumni expertise, and cooperation with public sector institutions. Activities may include but not limited to: Develop a Grants Manual and award criteria. This document is expected to be a comprehensive guide or handbook (internal document for the grantee not for grant applicants) that outlines the process, procedures and best practices related to applying for, managing, and reporting on small grants. It may include but not limited to introduction (overview of purpose), detailed application process (when, how, where announced), eligibility, prioritization, reporting and compliance, budget instructions, monitoring and evaluation, and Q section. Engage with the alumni community in finalizing annual priority themes for the small grants. Publicize the grants program and conduct outreach in all regions of Turkmenistan. Conduct capacity-building seminars on topics such as project management and development, community engagement and monitoring and evaluation, reaching all regions of Turkmenistan. Award at least 20 grants through a competitive and transparent process. Track grant implementation, ensure visibility of grants, publicize success stories within the alumni community and engage grantees in sharing lessons learned. 2. Networking - Supporting a vibrant alumni community and increasing alumni ownership of activities: The awardee will conduct activities to support a vibrant alumni community and increase alumni ownership of all activities by planning events across the country and strengthening the capacity of the U.S.-Turkmenistan Alumni Association (USTAA). Activities: Conduct an alumni needs assessment and update the alumni contacts database. Recruit one Regional Alumni Representative (RAR) in each region, including Balkan, Dashoguz, Lebap and Mary. Attend USTAA meetings as needed and assist in administering USTAA activities and identifying resources for strengthening USTAA administration and pursuing legal registration. Promote opportunities for alumni and share alumni success stories through a quarterly Alumni Newsletter and engage alumni in content creation. Plan and conduct the Annual Alumni Gala for at least 130 alumni from across the country, in partnership with the USTAA. In collaboration with the U.S. Embassy, ensure alumni participation in Pre-Departure Orientations (PDOs) and Re-Entry Seminars for USG exchange programs. Organize at least one networking event in each region per calendar quarter. 3. Professional Development - Improving the leadership capacity of USG alumni. The awardee will support the professional development of USG alumni by providing travel and professional development grants, organizing professional networking events and/or providing other professional development opportunities for alumni. Activities: Develop criteria for issuing individual grants for professional development, such as conferences or short-term training, and publicize these opportunities widely within the alumni community. Hold regular professional development events, such as presentations, networking events, mentorship programs, soft skills workshops, peer-to-peer coaching, discussion clubs, etc., based on need.

The Grants to Tribal Governments Victim Service Providers for Financial Assistance to Victims of Sexual Assault and Domestic Violence Special Initiative (Tribal Financial Assistance Initiative) (CFDA 16.029) supports flexible financial assistance to survivors of domestic violence, dating violence, sexual assault, stalking, and sex trafficking by established tribal victim service providers. This program is authorized by Consolidated Appropriations Act, 2022, Pub. L. No. 117-103, 505, 136 Stat. 49, 122, 144 (2022). At recent Annual Government-to-Government Violence Against Women Tribal Consultations, OVW consulted with Indian Tribes on piloting a program to provide grants to existing victim service providers which would be used specifically to provide victims of domestic violence, dating violence, sexual assault, stalking, and sex trafficking with financial assistance. This type of assistance allows victims the flexibility to meet self-identified needs quickly, helps avert crises such as homelessness rather than responding after the fact, and may be more efficient and cost-effective than current service models. Several Tribes described the vast unmet needs of survivors in their communities and strongly supported developing funding opportunities that afforded the greatest degree of flexibility to meet those needs. Tribal testimony supported OVW developing and piloting such a program.

The Department of Energy (DOE) Office of Nuclear Energy’s (NE) mission is to advance nuclear energy science and technology to meet United States (U.S.) energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, to help realize the potential of advanced technology, and to leverage the unique role of the Government in spurring innovation: 1. Enable continued operation of existing U.S. nuclear reactors. 2. Enable deployment of advanced nuclear reactors. 3. Develop advanced nuclear fuel cycles and spent nuclear fuel management options. NE strives to promote integrated and collaborative research conducted by national laboratory, university, industry, and international partners under the direction of NE’s programs, and to deploy innovative nuclear energy technologies to the market and to optimize the benefits of nuclear energy. The explanatory statement accompanying Division D of the Consolidated Appropriations Act, 2024 reads as follows: “Section 311 of the agreement provides up to $100,000,000 to implement a new nuclear safety training program. The Department is directed to make one or more cost-shared awards not later than 180 days after enactment of this Act. The program shall require cost share of at least 50 percent of the total program costs. The cost share must come from nonfederal sources unless otherwise allowed by law. In implementing the program, the Department shall give priority to universities located within 50 miles of reactors that were constructed prior to 1980 and have had significant safety issues in the last five decades. A successful applicant shall have clearly defined goals and objectives; identify and address the gap between available skilled workers and the demand for the training program; and lead to an industry recognized nuclear reactor safety credential to meet demand.” This Request for Information (RFI)/Notice of Intent (NOI) is used solely for information capture and planning purposes and does not constitute a DOE solicitation, nor does it relate to any current solicitation.
