The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made. EB administers a portion of the ITSI Fund, the ITSI Promote line of effort, to help expand international semiconductor assembly, testing, and packaging (ATP or downstream) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. EBs objectives under the ITSI Fund are to: 1) Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth; and 2) Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities. This solicitation is specific to Vietnam and includes two (2) categories under which applicants may submit SOIs: 1) Workforce Development, and 2) Policy and Regulatory Reform. The U.S. Embassy is pleased to announce a call for proposals from individuals and organizations for its English-Language Program for Disadvantaged Communities. The program is focused on English-language training for youth aged 12-17 from underserved communities, especially those located outside of the capital city. In addition to in-person programs, instruction may be offered partly virtually. The program objectives are: To offer free-of-charge English-language instruction to Azerbaijani students from underserved communities. To create highly effective English-language instruction using current, student-centered methodologies to improve the students ability to comprehend and communicate in real-world contexts. To instill knowledge of and appreciation for American culture and values, to promote community service, and to enhance critical-thinking skills among program participants. Participants and Audiences: The intended audiences for potential projects are individuals from disadvantaged communities (rural areas, low-income, IDPs etc.). Secondary school students and young people living in rural and vulnerable communities are the targeted beneficiaries and special consideration will be given to programs working in regions outside of Baku. Proposed programs should include contingency plans to accommodate potential prohibitions on in-person gatherings.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), and the National Institute of Neurological Disorders and Stroke (NINDS), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), and National Heart, Lung and Blood Institute (NHLBI), intend to publish a Notice of Funding Opportunity (NOFO) to solicit applications for Senator Paul D. Wellstone Muscular Dystrophy Specialized Research Centers (MDSRCs). These Centers promote collaborative basic, translational, and clinical research and provide important resources that can be used by the national muscular dystrophy research communities. The Centers also provide outstanding environments for the training of new researchers capable of addressing high priority objectives in muscular dystrophy research. Center investigators are expected to participate in important community outreach efforts to increase awareness of their research activities among people with lived experience and the related advocacy communities and to incorporate community perspectives into the conduct of patient-centered research. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. The NOFO is expected to be published in Spring 2024 with an expected application due date in Summer 2024. Only New and Renewal applications will be eligible. This NOFO will utilize the P50 activity code. Details of the planned NOFO are provided below.
