The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to build the capacity of Somali Police Force (SPF) CT units, including the Joint Investigative Team (JIT) and the Forensic Science Laboratory (FSL) to more fully coordinate on counterterrorism-related police investigations with the National Intelligence and Security Agency (NISA) for the purpose of increased information collection, analysis, and sharing between the units and international partners.

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) released its annual omnibus Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) 2024 (OMB Approval Number 2700-0092, CFDA Number 43.001) on February 14, 2024. In this case "omnibus" means that this NRA has many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD. Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. However, most extramural research awards deriving from ROSES will be grants, and many program elements of ROSES specifically exclude contracts, because contracts would not be appropriate for the nature of the work solicited. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. In most cases, organizations of every type, Government and private, for profit and not-for-profit, domestic and foreign (with some caveats), may submit proposals without restriction on teaming arrangements. The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals to develop systemic drug delivery platforms for medical countermeasures (MCMs). The Hermes program is explicitly seeking transformative approaches enabling the development of delivery platforms with systemic biodistribution, exceptional endosomal escape efficiency, and minimal toxicity. Successful proposals will include a detailed description of the proposed delivery platform including 1) screening pipeline, 2) reporter systems for monitoring biodistribution and expression in animal models, 3) methods to monitor immunogenicity/toxicity, and 4) chosen therapeutic cargo and justification. It is well documented that many investments in Africa, including in Liberia, fail to meet internationally accepted standards. This trend continues in part because of host countries lack of awareness, capacity, and governance. This project aims to address these weaknesses by bringing together government, civil society, journalists, academics, and other key stakeholders to build Liberias internal capacity to ensure further investments and projects have improved standards and mechanisms in place to monitor and penalize non-compliance. The project will include components that offer stakeholders: investment best global practices; case studies involving how to advance transparency in negotiating large investment deals in Africa; training/advising government officials on developing legal and regulatory investment frameworks; mentoring on public awareness campaigns around investment standards; and seminars in investigating investment-related challenges and successes in the African context. Projects should target: Countering lending and investment projects that fail to adhere to internationally accepted investment practices and as a result put at risk Liberias sovereignty, socio-economic well-being, and biodiversity.
