The FY 2024 Strategic Prevention Framework-Partnerships for Success (SPF-PFS) funding opportunity from the Substance Abuse and Mental Health Services Administration (SAMHSA) targets substance misuse prevention and mental health promotion across communities, universities, colleges, local governments, and tribal organizations. Projects should aim to reduce substance use issues, including underage drinking, opioid misuse, and tobacco use. Applications must include a project narrative (10-page maximum), budget justifications, letters of commitment from partners, and a data collection plan. Key personnel, such as a Project Director and Data Analyst, are required to devote at least 0.5 FTE each to the project. Successful applicants will also create a Disparity Impact Statement to outline plans for addressing behavioral health disparities in their target communities. Evaluation of applications will consider factors such as community need, clarity of the project plan, organizational experience, and cost-effectiveness. Applications that prioritize underserved communities are eligible for bonus points. Awardees must submit quarterly and annual performance reports detailing project outcomes, including data on individuals reached and changes in local substance misuse patterns.

Through Democracy Indicators Monitoring Survey 4 (DIMS4), the US Agency for International Development (USAID), Bureau of Latin America and the Caribbean (LAC), Office of Regional Sustainable Development (RSD), Democracy, Human Rights, and Governance (DRG) aims to support citizen-responsive governance and democratic development with rigorous public opinion research on democratic norms, attitudes, and experiences in the LAC region. This will be achieved through four primary objectives, which in summary: 1) Collect statistically rigorous, cutting edge public opinion data surveys that are inclusive, related to key democratic attitudes and behaviors, contribute to long-term trend analysis, and are relevant for all stakeholders in informing policy and regulation decisions around democratic issues ; 2) Disseminate data, analysis, and research about democratic norms and attitudes in LAC; 3) Innovate by supporting and developing topics and methodologies in public opinion research and analysis; and 4) Localize the local capacity of researchers and institutions on survey design, data collection, data analysis and reporting, and evidence based policy making. These objectives consider longitudinal, country, and comparative cross-national trend analysis on topics relevant to the democracy sector in LAC, such as democratic norms and values, perceptions of institutions, and experiences with corruption, crime victimization, and migration.

PROGRAM DESCRIPTION The Public Affairs Office of the U.S Embassy in Morocco is pleased to announce an open competition for Moroccan associations to submit applications to implement a series of Alumni capacity building and networking events under the brand Alumni Connect. The activities will take place over the Calendar Years 2024-2025. Please note: Only registered Moroccan Associations or NGOs either led by Alumni of U.S. Government exchange programs, or which demonstrate experience in implementing programs involving Alumni of U.S. Government exchange programs are qualified and eligible to compete for this funding opportunity. Priority Region: Morocco Program Objectives: Alumni Survey. A survey and alumni focus groups that establish a baseline regarding alumni interests and engagement with the embassy and each other. Alumni Capacity Building: A series of training sessions in project management or a topic of interest to alumni identified in the alumni survey, linked to a small grant;apos;s competition and mentorship by senior alumni. Youth Alumni Training. These proposals should outline how the applicant will provide the following: Logistical Support: Guarantee transportation arrangements or reimbursement to cover travel to and from the events, hotel accommodation for participants, conference space, meals, receptions, and supplies. Training. Design and implement a training program in project management or other topic appealing to alumni with a virtual and in-person component. Identify and deploy mentors. Content. Coordinate panels, workshops, speakers, and exhibits for the Alumni Summit and other events. Design and implement the alumni survey and focus groups. Design and produce multi media content. Monitoring and Evaluation: Develop a monitoring and evaluation plan (to be approved by the Public Affairs Office) to measure the impact of these activities using before and after surveys as well as qualitative feedback. HRSA-25-002, HRSA-25-003, and HRSA-25-004 announces the opportunity to apply for funding under Ryan White HIV/AIDS Program (RWHAP) Part C Early Intervention Services (EIS) Program: Existing Geographic Service Areas. The purpose of this program is to provide comprehensive primary health care and support services in an outpatient setting for low-income people with HIV. Under this announcement, successful applicants must provide: (1) counseling for individuals with respect to HIV; (2) targeted HIV testing; (3) periodic medical evaluations of individuals with HIV and clinical and diagnostic services for HIV care and treatment; (4) therapeutic measures for preventing and treating the deterioration of the immune system, and for preventing and treating conditions arising from HIV; and (5) referrals for people with HIV to appropriate providers of health care and support services. These services are to be provided directly or through referrals, contracts, or memoranda of understanding (MOUs). This competition is open to current RWHAP Part C EIS recipients and new organizations proposing to provide RWHAP Part C EIS funded services in the geographic service areas listed in Appendix C. Please note that there are 3 funding announcement numbers included in this document with 3 different periods of performance (See Appendix C). If you are applying for more than one service area, you must submit a separate application for each proposed service area. All allowable services must relate to HIV diagnosis, care, and support, and must adhere to established HIV clinical practice standards consistent with U.S. Department of Health and Human Services (HHS) Guidelines. Please refer to the HIV/AIDS Bureau (HAB) Policy Clarification Notice (PCN) 16-02 Ryan White HIV/AIDS Program Services for a list of RWHAP allowable core medical and support services and their descriptions. According to the RWHAP Part C statute: At least 50 percent of the amount received under the award must be expended on EIS costs (except counseling and referrals/linkage to care); At least 75 percent of the award (after reserving amounts for administrative costs, planning/evaluation, and clinical quality management (CQM)) must be expended on core medical services costs (Please note: EIS is a subset of this 75 percent of the award) and; Not more than 10 percent of the total RWHAP Part C award funds can be expended on administrative costs. Applicants seeking a waiver to the core medical services requirement must submit a waiver request with this application as Attachment 15.
