The NSF Research Traineeship (NRT) Program seeks proposals that explore ways for graduate students in research-based masters and doctoral degree programs to develop the skills, knowledge, and competencies needed to pursue a range of science, technology, engineering, and mathematics (STEM) careers. This solicitation describes a pilot for a potential new track for the existingNRT Programthat will support research and education projects that will result in a new masters degree, certificate, or a track within an existing masters or Ph.D. program with high industry relevance in at least one focus area identified in this pilot. This will be accomplished through an effective partnership among: (a) a non-R1 Institution of Higher Education (IHE) (lead institution), (b) an non-lead IHE (an R1 or non-R1) that has either an ongoing or completed NRT program in at least one of the focus areas defined for this pilot (see below), and (c) two to three industry partners in the same focus area(s). The overall purpose is to train the STEM workforce in focus areas specified in this solicitation by stimulating collaborations among non-R1 institutions, institutions with existing or completed NRT projects, and industry partners.

PROGRAM DESCRIPTION The VAU of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Grants Program that strengthen people-to-people ties between the United States and the people of Venezuela through programs that highlight shared values and promote a peaceful, democratic transition. This is an Annual Program Statement, outlining our funding priorities, the strategic themes we focus on, and the procedures for submitting requests for funding. Purpose of Public Diplomacy Grants: VAU Public Diplomacy Section (PDS) invites proposals that support democratic initiatives, higher education cooperation and an active citizenry in Venezuela, highlighting shared values, bilateral cooperation, and support for diversity, equality, accessibility, and inclusion. Priority Program Areas: VAU PDS will prioritize grant proposals that address the following themes: Strengthening independent media through capacity-building programs and other professional engagement; Promoting democratic values and citizen participation through education and outreach, particularly for marginalized groups, including youth, women, LGBTQI+, persons with disabilities, indigenous, and Afro-Venezuelans; and Building university partnerships and other higher-education exchanges that focus on curricula development, research capacity building, and tech transfer/intellectual property policies. The Public Diplomacy Section (PD) of the U.S. Embassy in Luxembourg, U.S. Department of State, announces an open competition for organizations to submit applications to carry out programs strengthening bilateral ties between the United States and Luxembourg on Accelerating STEM and Climate Ambitions. The U.S. Embassy Luxembourg invites proposals from non-governmental organizations, think tanks, government institutions, academic institutions, and individuals for programs strengthening the bilateral ties between the United States and Luxembourg and Accelerating STEM and Climate Ambitions, including, but not limited to: Programs that raise awareness about space and satellite technology, space exploration, biotechnology, green technology, clean energy, climate change, the climate crisis, or sustainable finance. The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office, https://cops.usdoj.gov) is pleased to announce that it is seeking applications for funding for the FY24 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Expansion of Regional De-Escalation Training Centers program. The goal of this solicitation is to promote safe outcomes during police encounters with persons in crisis through the expansion of the COPS Office network of regional de-escalation training centers. These centers provide relevant de-escalation and crisis response training for law enforcement in a multistate region. Awards under this solicitation will be made to training centers administered by institutions of higher education and nonprofit organizations with experience providing training to law enforcement at the national or regional level. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on a crisis intervention team as an employee of a law enforcement agency or under a legal agreement with a law enforcement agency.

The U.S. Embassy to Angola and Sao Tome e Principe in Luanda is pleased to announce the availability of an open competition funding opportunity to carry out a project to empower lawyers, legal professionals, and human rights defenders to advocate for access to justice for vulnerable populations and provide adequate defense in cases of human rights violations, particularly in cases related to freedom of speech and assembly and arbitrary detention of human rights defenders. The project aims to create a unified vision for the legal defense of human rights in Angola. While the law states that all detainees have a right to legal counsel, either chosen by them or appointed by the government on a pro bono basis, legal professionals report that there are an insufficient number of lawyers to handle the volume of criminal cases. This situation is exacerbated for vulnerable populations (women, youth, underrepresented ethnic groups), detainees outside of Luanda, and cases involving sensitive human rights issues. This project should complement and build upon prior and ongoing work in these areas by international organizations, or non-governmental organizations (NGOs), but ideally would seek to meet challenges not currently being addressed by other projects.

This project will provide a wholistic picture of what crimes affect the environment, who perpetrates them, the resulting harms, and how they fit into the overall network of transnational organized crime and drug trafficking in the Western Hemisphere. United States’ climate and environment diplomacy aspires to realize economic growth, energy security, and a healthy planet. The well-being of the natural world affects millions of U.S. jobs and the health of our people, and so the Department of State works with partners to advance U.S. interests on issues such as addressing the climate crisis, combating wildlife trafficking, fostering resilience, conserving nature, ensuring water security, and reducing harmful pollutants. This project aligns to INL’s Bureau Objective 3.2 to ensure foreign partner civilian security institutions have the institutional capacity to manage borders and protect sovereign territory. Civilian security institutions often lead or are involved in the effective management of land and maritime borders, as well as contribute to a stable international security environment by deterring territorial incursions or the unlawful exploitation of natural resources that have the potential to escalate into regional conflict. This objective includes INL’s efforts to build institutional capacity related to certain specialized law enforcement functions, border management, maritime law enforcement, and efforts related to peacekeeping.

The Second Chance Act (SCA) of 2007 (Public Law 110- 199), reauthorized by the First Step Act of 2018, provides a comprehensive response to assist in the transition individuals make from adult confinement facilities (e.g., jails, prisons, detention centers) to their communities so that the transition is successful and promotes public safety. With this solicitation, BJA seeks to fund up to one award to deliver training and technical assistance (TTA) to correctional institutions to improve justice and health outcomes for reentering individuals by leveraging financing mechanisms, including new and existing Medicaid and CHIP opportunities.
