PROGRAM DESCRIPTION The U.S. Embassy Vienna of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to increase understanding of the United States and strengthen support for the transatlantic relationship and our common goals among young, emerging voices in Austrians. Please follow all instructions below. Although Austrians especially the younger generations tend to be eager consumers of American technology and popular culture, and view Americas economic prowess and entrepreneurial spirit as world class, there is skepticism toward U.S. global leadership, including the impression that the United States acts unilaterally on the world stage, concern about the stability of democracy, societal divides, and polarization in the United States. U.S. Embassy Vienna invites proposals for a Youth and Education Exchange to be carried out between September 2024 and December 2025. In times of increasing discord and mis- and disinformation, this program promises to contribute to coming generations of Austrian leaders understanding of the United States. Priority Region: None Program Objectives: This exchange program will focus on U.S. culture, shared values, disinformation, DEIA, and the contemporary American political and media landscape. The goal is to reinforce the power of shared democratic values, provide a first-hand look at the U.S. political process and the role of civil society, and enhance people-to-people ties between young Austrians and Americans. The program will reduce stereotypes and produce informed young Austrians who can act as citizen ambassadors, thus benefiting the Austrian-American relationship in the years ahead. As this will be a cooperative agreement, U.S. Embassy Vienna will have substantial involvement in this effort including participant selection and approval of the program structure and content of the U.S. component. The Public Diplomacy Section of the U.S. Embassy is providing maximum flexibility for applicant organizations to offer program models that effectively meet the overall goals of the program. In addition to those listed above, required elements of the program are as follows: - Participants should learn about the essential elements of contemporary American life, in particular leadership, civil society, community engagement, and politics and how these elements inter-relate. Participants should have the opportunity to experience these elements in a local U.S. community through interactive, hands-on training, which might include, for example: formal presentations, meetings with stakeholders, discussions, and cultural or social events. - Participants should have interaction with policy experts, media professionals, civil society representatives, and academics and students in both countries. - The program should include elements for post-program engagement with the Austrian participants that include mentoring and supporting participants as alumni of this program. - The recipient will identify specific and measurable outputs and outcomes based on the project specifications provided in the solicitation. Additional program goals include: - Promote future Austrian leaders awareness of the American political process and the resilience of U.S. democracy. - Encourage identification of the United States as a destination for future academic, business, or other partnerships, and ongoing education. - Foster professional and personal ties with participants and U.S. citizens in the local community. - Promote mutual understanding between the people of the United States and the people of Austria. Participants and Audiences: Target audience and participants are 10-15 Austrian university students and young professionals, between age 21 and 28 and residing permanently in Austria, with demonstrated leadership capacity to participate in a tailored and compact hybrid (with a virtual pre-program phase) program in Austria and the United States, focusing on education and leadership. B. Cooperative agreements and some FAAs are different from grants in that bureau/embassy staff are more actively involved in the grant implementation (Substantial Involvement). Program Performance Period: Proposed programs should be completed in 24 months or less. Optional: The Department of State will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State. Cost Sharing or Matching U.S. Embassy Vienna encourages cost-sharing, which may be in the form of allowable direct or indirect costs. There is no minimum or maximum percentage required for this competition, but a very competitive application will include cost sharing that allows for more participants. The recipient of an assistance award must maintain written records to support all allowable costs which are claimed as its contribution to cost participation, as well as costs to be paid by the federal government. Such records are subject to audit. 3. The NISTs Accelerating Federal Technology Transfer (AFTT) Program is seeking applications from eligible applicants for activities to help promote, educate, and facilitate federal technology transfer. The Bureau of lnternational Labor Affairs (ILAB), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $4,000,000 total costs (subject to the availability of Federal funds) for one cooperative agreement to fund a technical assistance project in the United Republic of Tanzania to improve implementation of laws, policies, and action plans to combat child labor (CL) and promote Acceptable Conditions of Work (ACW) in artisanal and small-scale gold mining (ASGM). Grant Title: Request for Information (RFI) - Three-Dimensional Characterization of the Subsurface by Advanced Modeling and Sensing Techniques: This grant seeks innovative ideas and technologies to improve the exploration and 3-D mapping of critical mineral deposits in the subsurface, aiming to enhance the accuracy and efficiency of mineral exploration in order to reduce U.S. reliance on foreign sources.

This grant provides funding to various organizations, including governments and nonprofits, to preserve and study cultural and paleontological resources in Colorado while promoting community engagement and education.

Drawing on the science of prebunking, the growing danger from synthetic media, and the popularity and penetration of online games and social media, the implementer will develop media literacy and digital safety curricula and organize three public service announcement (PSA) campaigns targeting students, parents, and educators in Ukraine. Afterwards, the implementer will organize a conference in Eastern Europe on synthetic media literacy.

The LRP seeks to improve quality of life of persons with lupus using an intervention at the individual and/or health care system level. This effort is supported through two related, but separate, award mechanisms, the LRP TVDA and the LRP Transformative Vision Award (TVA).The TVDA is intended to provide support to conduct pilot studies that will generate preliminary data and demonstrate feasibility for achieving the aims of a future TVA project.The TVA supports applications that will fulfill an extraordinary vision for dramatically improving the quality of life of persons with lupus in the near term using an intervention at the individual and/or health care system level.Applicants are not required to be awarded a TVDA to submit a TVA application.Examples of suitable LRP TVDA preliminary studies would include development and optimization of an intervention, intervention safety studies, or refinement of trial design.The CDMRP encourages research on health areas and conditions that affect women uniquely, disproportionately, or differently from men, including studies analyzing sex as a biological variable. Such research should relate anticipated project findings to improvements in women's health outcomes and/or advancing knowledge for women's health.

NEH’s Public Impact Projects encourage you to think critically about the humanities programming your organization currently offers and to assess your organization’s relationship to your community and surrounding neighborhoods. You will develop or implement strategies to strengthen the interpretive goals of your organization and ensure your public programing meets audience needs. Funded projects may focus on evaluating current interpretive programing, collections, and other available resources to identify new story opportunities or interpretive methods. Additionally, you may choose to propose the implementation of new programs you have already developed. The "FY25 Ocean Acidification Coastal Research: Uniting Investigations and Shipboard Experiments (OA CRUISE)" grant aims to fund projects that enhance coastal research on ocean acidification, particularly in relation to the upcoming East Coast Ocean Acidification Cruise (ECOA-4) in summer 2026, focusing on the impacts of ocean chemistry changes on marine ecosystems and coastal communities.

USDA/FAS will accept applications for projects in the following priority countries: Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda. Of these, Angola and El Salvador are countries that do not currently have active McGovern-Dole projects. Applicants are advised to refer to Appendix B: Country Specific Guidance for country-specific information on program emphasis and agency priorities. USDA/FAS will also accept applications for non-priority countries; however, it will prioritize funding applications for the identified priority countries. McGovern-Dole projects are implemented in low-income, food-deficit countries globally.

A. PROGRAM DESCRIPTION The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized counter improvised explosive device (C-IED) and explosive ordnance disposal (EOD) trainings and equipment to the Ivorian Force Recherche et d’Assistance de la Police (FRAP) and the United Intervention Gendarmerie Nationale (UIGN). The central Sahel is a global epicenter of terrorism. Countries in the region face an acute threat from violent extremist organizations (VEOs) affiliated with al-Qaida and ISIS operating in the central Sahel. Over the past three years, these VEOs have expanded from the central Sahel into the northern border regions of Coastal West Africa (CWA) littoral state (predominately Benin, Togo, Côte d'Ivoire, and Ghana). The VEO threat in CWA is increasing. According to Armed Conflict Location and Event Data Project (ACLED) data, 2023 recorded the highest number of VEO events in CWA ever (219), peaking in Q4 (65) with the highest quarterly sum ever experienced in the region. VEOs are increasingly utilizing improvised explosive devices (IEDs) to conduct attacks across the region. In Côte d'Ivoire, they have seen a rise in the number of IED events and sophistication of materials used in attacks. This increase is a result of an uptick in illegal and artisanal gold mining which has resulted in heavier explosive materials being trafficked into CDI’s northern border region. With FY23 funding, CT will provide C-IED/EOD training to the CDI national police and the national gendarmerie to increase their capacity to effectively disrupt, degrade, and respond to terrorist activity stemming from the Sahel. Specifically, this program will train law enforcement agents to render safe and disrupt IEDs. Police and Gendarmes slated for this training program will be assigned to EOD cells within each service’s respective intervention unit.

This program provides funding for researchers to analyze publicly available data about Mars to improve our understanding of its surface, climate, and potential for supporting life.

The purpose of this NOFO is to solicit applications for the Exploratory Advanced Research (EAR) Program to award cooperative agreements. The NOFO will result in the distribution of up to $2,000,000.The EAR program addresses the need for longer-term, higher risk breakthrough research with the potential for transformational improvements to plan, build, renew, and operate safe, congestion free, and environmentally sound transportation systems. The overall goal of this NOFO is to collect diverse pedestrian data, provide researchers access to this data, and encourage novel approaches for analysis of diverse data in support of increasing the safety and mobility of all people. The authority to enter into a cooperative agreement for this effort is found under 23 U.S.C. 502(b)(3)(C ). And funding for this effort is provided in in BIL (P. L. 117-58) Sec. 11101(c)(1)(A).
