The purpose of this Notice is to alert the community that the National Institute of Neurological Disorders and Stroke (NINDS) plans to reissue initiativeRFA-NS-21-033 Materials to Enhance Training in Experimental Rigor (METER) with one receipt date. The program is designed to support the compilation and refinement of educational materials that will be incorporated into a new cutting-edge online resource that aims to promote awareness, understanding, and practice of fundamental principles of rigorous biomedical research for scientists in various career stages and learning environments. Awardees will collaborate with the established coordinating center, which is funded by the companionRFA-NS-21-009 Creating an Educational Nexus for Training in Experimental Rigor (CENTER). This coordinating center (CENTER) is responsible for organizing the initiative, building the final web-based platform, harmonizing the educational units, and producing digital elements (e.g., videos, graphics, interactive components) that are beyond the technical capabilities of METER awardees. This collaboration between CENTER and METER awardees will include activities to improve, finalize, evaluate, and disseminate the resulting educational units drafted by METER awardees. This Notice is being provided to allow potential applicants sufficient time to develop meaningful collaborations and responsive projects. The NOFO is expected to be published in Summer 2024 with an expected application due date in October 2024. This NOFO will utilize the UE5 activity code. NIOSH is mandated to provide an adequate supply of qualified personnel to carry out the purposes of the Occupational Safety and Health Act, and the ERCs are one of the principal means for meeting this mandate. ERCs are academic institutions that provide high-quality interdisciplinary graduate and post-graduate training, research training, continuing education, and outreach in the core occupational safety and health disciplines of industrial hygiene, occupational health nursing, occupational medicine, and occupational safety, as well as allied disciplines. Research and research training are integral components of ERCs, with ERC faculty and NIOSH trainees conducting research on issues related to the NIOSH National Occupational Research Agenda (NORA) and emerging issues to advance the field of occupational safety and health. NIOSH ERCs have regional presence to further diversify the occupational safety and health profession through their core values, mission statements and outputs. Health care financing reform in Ethiopia, initiated in 1998, aimed to improve the quality and equity of health services. The strategy focused on increasing resources for health care, promoting efficiency, and ensuring long-term sustainability through multiple financing mechanisms. Key interventions included revenue retention at health facilities, a fee-waiver system, standardized exemption services, and the introduction of health insurance schemes. These reforms have significantly improved health service delivery and financial protection for citizens. USAIDs investments in healthcare financing reform are largely focused on strengthening and institutionalizing health care financing (HCF) functions and systems to support universal health coverage of quality primary health care (PHC) services for Ethiopian citizens with reduced financial barriers. The HFA will build upon the lessons derived from previous USAID Ethiopia Health Care financing reform initiatives, including the recent five-year Health Financing Improvement Program (HFIP). The expected outcomes will be evidence-based and objectively measured through the progress made in the country's capacity to achieve sufficient, equitable, sustainable, and efficient financing for universal healthcare coverage.
