Notice of Funding Opportunity SummaryThe Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA) is announcing potential availability of cooperative agreements for the purpose of leveraging NRCS resources to assist our agency with conducting important integrated pest management (IPM) evaluations on multiple private landowner properties throughout Massachusetts. NRCS recognizes the importance of increasing the use of IPM practices on cropland including orchards and on areas privately managed for shellfish aquaculture production. IPM has been an underutilized practice in Massachusetts This agreement will be used to provide training on IPM for NRCS staff and affiliates while also providing needed technical assistance for NRCS customers with IPM site visits.NRCS-Massachusetts is making a funding opportunity available for applicants to submit proposals with an award ceiling of $400,000 and a minimum project award of $200,000. NRCS will be awarding a cooperative agreement for up to a five-year period. If, in coordination with NRCS, additional resources are needed at a rate that exceeds this schedule, NRCS may add funds to this agreement to support continued partnership over the performance period.The primary goal is to expand IPM to NRCS customers throughout Massachusetts. The project list ranges in size from 1-acre farms to several hundred-acre farms. Applicants will identify the average number of IPM site visits and written IPM plans that they could complete in any contract year with a minimum of ten per year being acceptable for this agreement. NRCS will work with the selected applicant to make the choice of priority IPM site visits each year of the agreement based on interest and need. Applicants will be required to hold 1-2 IPM trainings per year for NRCS staff and partners to expand their knowledge on the subject. Applicants should provide a list of training ideas to NRCS for the length of the agreement. Applicants will be awarded based on the specified scoring criteria in Section E of this announcement. Eligible applicants include: all domestic applicants. Community Compass is centrally managed by HUD Headquarters with the involvement of our Regional, Field, and Area Offices.HUD's TCTA program helps local governments address pressing housing needs by identifying land for housing development near transportation projects; developing preservation and anti-displacement strategies; identifying and implementing reforms to reduce barriers to location-efficient housing; and improving coordination and supporting a holistic approach to housing and transportation.We recognize that our customers often interact with a variety of HUD programs, and other federal programs servicing common customers, as they deliver housing or community development services. Community Compass brings together TA investments from across HUD program offices, including the offices of Community Planning and Development, Fair Housing and Equal Opportunity, Housing, and Public and Indian Housing. This cross-funding approach allows TA to address the needs of grantees and subgrantees, often within the same engagement, and promotes intra- and inter-agency issue resolution. You are encouraged to procure contractors and consultants that demonstrate experience across a wide variety of HUD programs, as well as in specific skill and policy areas related to HUD programs. Through this NOFO, HUD will also address the TA needs of some emerging priorities that include: community violence intervention, implementation of and compliance with the Violence Against Women Act's (VAWA) 2022 Reauthorization, climate resilience, housing needs of youth, and environmental reviews. It is highly encouraged that applicants assemble a diverse team of professionals and people with lived experience from the communities HUD serves. Their perspectives can add immeasurable value in the development and delivery of technical assistance.

The purpose of this funding opportunity is to support the research and development necessary to advance non-invasive (e.g., quantitative tomography-based) technologies, including the development of apparatus, methods, study designs, and methods of data analysis, to characterize and compare the rate and extent to which a topically applied drug becomes available at or near a site of action within the skin in vivo. The expectation is that the funded work will produce an accurate, sensitive and reproducible approach that rapidly measures the (relative) amount of drug present in the skin at a series of depths below the skin surface, which can be utilized to monitor the cutaneous pharmacokinetics (PK) of the drug at selected depths (e.g., in the epidermis) by repeated, serial measurements over time. The intent is to support the eventual development of an alternative, scientifically valid, in vivo cutaneous PK-based approach that can be used to efficiently demonstrate the bioequivalence (BE) of topical products.
