Building a clean and equitable energy economy and addressing the climate crisis is a top priority of the Biden Administration. This FOA will advance the Biden Administrations goals to deliver an equitable, clean energy future, and put the United States on a path to achieve net-zero emissions, economy-wide, by no later than 2050 to the benefit of all Americans. This FOA is funded by two Department of Energy (DOE) offices: the Office of Energy Efficiency and Renewable Energys (EERE) Bioenergy Technologies Office (BETO) and the Office of Fossil Energy and Carbon Managements (FECM) Carbon Conversion Program. BETOs primary focus is on developing technologies that convert domestic biomass and/or waste resources to affordable biofuels and bioproducts that significantly reduce carbon emissions on a life-cycle basis as compared to equivalent petroleum-based products. These bioenergy technologies can enable a transition to a clean energy economy, create high-quality jobs, support rural economies, and spur innovation in renewable energy and chemicals production. The activities funded by BETO through this funding opportunity will mobilize public clean energy investment by addressing research and development (R) challenges in the conversion of various seaweeds and blends of seaweeds (with wet waste feedstocks such as waste microalgae) to low-carbon fuels and chemicals. These activities can also help develop solutions for communities that are affected by harmful algal blooms to reduce the costs associated with managing these wastes. The priority of FECMs Carbon Conversion Program is to develop multiple pathways by which captured and concentrated carbon dioxide (CO2) is converted into economically viable and environmentally sustainable products. The near-term objective of this programs R is to accelerate deployment of carbon management technologies through the conversion of CO2 into value-added products. Under this FOA, applications are sought that use anthropogenic carbon dioxide emissions in the cultivation process and then convert macro and/or micro algae into low carbon products. Conversion for agricultural products such as animal feed are of particular interest. Algae is a promising type of renewable biomass-based feedstock with the potential to contribute to BETOs and FECMs missions and help meet the aggressive clean energy goals being pursued by DOE. For purposes of this FOA, algae includes microalgae, cyanobacteria, and macroalgae (also referred to as seaweed). All types of algae may be of interest to this FOA, subject to the topic-specific requirements described in each Topic Area. Topic Area 1: Conversion of Seaweeds to Low-Carbon Fuels and Bioproducts Topic Area 2: Conversion of Algal Biomass for Low-Carbon Agricultural Bioproducts Questions regarding the FOA must be submitted to MacroFOA@ee.doe.gov. The U.S. Department of Energy (DOE) Solar Energy Technologies Office (SETO) announced the Fiscal Year 2024 Solar Energy Supply Chain Incubator funding opportunity (FOA), which will provide up to $50.5 million for research, development, and demonstration (RD) projects that de-risk solar hardware, manufacturing processes, and software products across a wide range of solar technology areas. The research and development (R) and demonstration (RD) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will support the DOE decarbonization goals by advancing innovative solar hardware, software, and manufacturing processes across a broad range of technology readiness levels, from laboratory-scale to pilot-scale testing and prototype demonstration. Technologies of interest include photovoltaics (PV), systems integration, and concentrating solar-thermal power (CSP) technologies, as well as those that connect solar with storage or electric vehicles and dual-use PV applications like agrivoltaics and vehicle-integrated PV. SETO encourages for-profit applicants to team with diverse institutions including academic institutions, non-profits, state and local governments, and Tribal governments. The FOA also seeks projects that provide outreach, education, or technology development for software that delivers an automated permit review and approval process for rooftop solar PV with or without energy storage. Both for-profit and non-profit entities are eligible to apply under this topic. SETO expects to make between 11 and 23 awards ranging from $1 million to $6 million under this FOA. The research and development (R) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will fund innovative solar photovoltaics (PV) R that reduces the cost of PV modules, reduces carbon and energy intensity of PV manufacturing processes, and optimizes PV technology for new, specialized markets. SETOs PVRD program works to accelerate the deployment of solar energy technologies by funding innovative R in PV cell and module technologies, balance-of-system components, reliability tracing and tracking, metrology, and other key research questions in PV. To accelerate toward these deployment targets and augment SETOs ongoing PV research portfolio,12 this FOA will fund R on innovative cell- and minimodule-level technologies focused on three major goals: Enable cost reduction on an LCOE basis through development of durable, high-efficiency cell and module PV technology Identify pathways to reduce the carbon intensity and energy intensity of industrial processes required to fabricate PV cells and modules Increase technical viability of PV cells and modules tailored for emerging integrated PV sectors, such as building-integrated PV (BIPV) and vehicle-integrated PV. This FOA will fund innovative R projects that aim to advance the state of the art in various cell and module technologies to accomplish these goals of cost reduction, lower carbon intensity, and viability of dual-use markets. This FOA is separated into two topic areas: Photovoltaic Advances in Cell Efficiency, Reliability, and Supply Chain (PACERS): Applications in four PV supply chain, cell, and module technology spaces are of particular interest: low-carbon synthesis of metallurgical-grade silicon (MGS, here defined as silicon that is 98% pure as defined by the 5/5/3 standard)13 production, crystalline silicon (c-Si) PV, III-V PV, and organic PV (OPV). However, proposals for any industrial process, cell, or minimodule-level research that enables the goals of this FOA will be considered, excluding areas specified as not of interest in Section I.C., such as perovskite technology, which is addressed in other funding programs, and CdTe technology, which is addressed in Topic Area 2. Building Academic Capabilities in Cadmium Telluride: Applications describing advanced R projects requiring the procurement or upgrade of CdTe equipment are of interest. Proposals should detail work that will enhance fabrication, characterization, or analytical capabilities while also benefiting the larger CdTe PV research community.

The Department of Energy (DOE) Office of Nuclear Energyโ€™s (NE) mission is to advance nuclear energy science and technology to meet United States (U.S.) energy, environmental, and economic needs. NE has identified the following goals to address challenges in the nuclear energy sector, to help realize the potential of advanced technology, and to leverage the unique role of the Government in spurring innovation: 1. Enable continued operation of existing U.S. nuclear reactors. 2. Enable deployment of advanced nuclear reactors. 3. Develop advanced nuclear fuel cycles and spent nuclear fuel management options. NE strives to promote integrated and collaborative research conducted by national laboratory, university, industry, and international partners under the direction of NEโ€™s programs, and to deploy innovative nuclear energy technologies to the market and to optimize the benefits of nuclear energy. The explanatory statement accompanying Division D of the Consolidated Appropriations Act, 2024 reads as follows: โ€œSection 311 of the agreement provides up to $100,000,000 to implement a new nuclear safety training program. The Department is directed to make one or more cost-shared awards not later than 180 days after enactment of this Act. The program shall require cost share of at least 50 percent of the total program costs. The cost share must come from nonfederal sources unless otherwise allowed by law. In implementing the program, the Department shall give priority to universities located within 50 miles of reactors that were constructed prior to 1980 and have had significant safety issues in the last five decades. A successful applicant shall have clearly defined goals and objectives; identify and address the gap between available skilled workers and the demand for the training program; and lead to an industry recognized nuclear reactor safety credential to meet demand.โ€ This Request for Information (RFI)/Notice of Intent (NOI) is used solely for information capture and planning purposes and does not constitute a DOE solicitation, nor does it relate to any current solicitation. This RFI/NOI is issued with the intent of obtaining information and informing the community of NEโ€™s anticipation to issue a future solicitation. The American-Made Electronics Scrap Recycling Advancement Prize (E-SCRAP) is a $3.95 million challenge sponsored by the U.S. Department of Energyโ€™s (DOE) Advanced Materials and Manufacturing Technologies Office (AMMTO). This three-phase prize aims to stimulate innovative approaches that reduce the costs and environmental impact of critical material recovery from electronic scrap (e-scrap). The program aligns with the DOE's mission to advance energy technology and reduce environmental impact, specifically targeting the challenges within the e-scrap recycling value chain. The target beneficiaries of the E-SCRAP prize are individuals, private entities (for-profits and nonprofits), nonfederal government entities (states, counties, tribes, and municipalities), and academic institutions working in waste collection and management, dismantling and sorting, separation, refining, validation, and material supply. The impact goals are to increase the domestic supply of critical materials from e-scrap, enhance material circularity, and reduce the environmental footprint associated with current recycling processes. The program prioritizes innovative approaches, processes, or technologies that optimize and implement critical material separation and recovery from e-scrap. This includes building partnerships across the recycling value chain, developing and demonstrating innovations, addressing technical, supply chain, or logistical hurdles, and enhancing supply chains to accelerate connectivity between various stages of recycling. Areas of interest include innovations for electronic scrap (communication devices, home appliances, medical/office equipment) and the recovery of critical materials such as aluminum, cobalt, copper, lithium, nickel, and rare earth elements. Expected outcomes include the development and demonstration of new technologies that lead to more efficient and environmentally friendly e-scrap recycling processes. Measurable results will be seen in increased rates of critical material recovery, reduced costs, and a decrease in environmental impact. Competitor teams can win up to $800,000 in cash prizes and $150,000 in national laboratory analysis support. The prizeโ€™s strategic priorities are to act as a catalyst for change, fostering innovation and collaboration to strengthen the domestic supply chain of critical materials, thereby contributing to clean energy initiatives and a more circular economy.
