The U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office, https://cops.usdoj.gov) is pleased to announce that it is seeking applications for funding for the FY24 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement Expansion of Regional De-Escalation Training Centers program. The goal of this solicitation is to promote safe outcomes during police encounters with persons in crisis through the expansion of the COPS Office network of regional de-escalation training centers. These centers provide relevant de-escalation and crisis response training for law enforcement in a multistate region. Awards under this solicitation will be made to training centers administered by institutions of higher education and nonprofit organizations with experience providing training to law enforcement at the national or regional level. Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on a crisis intervention team as an employee of a law enforcement agency or under a legal agreement with a law enforcement agency.

Through this Notice of Funding Opportunity (NOFO), GCJ seeks applications to support accountability processes for alleged atrocity crimes committed globally by members of the Wagner Group and analogous Kremlin-backed paramilitaries, including tracking enablers of these entities, which include corporate actors and financial services firms. Accountability processes can include investigations being pursued by national authorities, including by Ukraines Office of the Prosecutor General (OPG), or other domestic authorities, including where national systems may exercise extraterritorial jurisdiction; cases before international and hybrid courts; efforts to achieve corporate accountability through corporate governance, civil, or administrative proceedings; and proceedings before human rights mechanisms.

With this solicitation, OJJDP seeks to support the development and implementation of a free, interactive, open-source mobile application (app) and website that will serve as a companion to youth and families navigating the juvenile legal system. These tools will be available to youth and guide them through every point of contact with the juvenile legal system. The information communicated by the mobile application will empower youth and their families to be active participants in their juvenile legal cases by equipping them with relevant legal knowledge that is easy to digest. It will also help public defenders effectively educate and inform their clients, and their clients families.

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to assess and quantify the environmental impacts of criminal organizations activities in Latin America and the Caribbean (LAC). This project will provide a wholistic picture of what crimes affect the environment, who perpetrates them, the resulting harms, and how they fit into the overall network of transnational organized crime and drug trafficking in the Western Hemisphere. United States’ climate and environment diplomacy aspires to realize economic growth, energy security, and a healthy planet. The well-being of the natural world affects millions of U.S. jobs and the health of our people, and so the Department of State works with partners to advance U.S. interests on issues such as addressing the climate crisis, combating wildlife trafficking, fostering resilience, conserving nature, ensuring water security, and reducing harmful pollutants. This project aligns to INL’s Bureau Objective 3.2 to ensure foreign partner civilian security institutions have the institutional capacity to manage borders and protect sovereign territory. Civilian security institutions often lead or are involved in the effective management of land and maritime borders, as well as contribute to a stable international security environment by deterring territorial incursions or the unlawful exploitation of natural resources that have the potential to escalate into regional conflict. This objective includes INL’s efforts to build institutional capacity related to certain specialized law enforcement functions, border management, maritime law enforcement, and efforts related to peacekeeping.

This funding opportunity provides financial support exclusively to the National Center for Missing & Exploited Children to enhance its programs aimed at preventing child abduction and sexual exploitation, locating missing children, and assisting victims and their families.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) seeks applications for funding. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJA seeks to make payments under the statutorily required State Criminal Alien Assistance Program (SCAAP) to eligible states and units of local government that incur certain types of costs due to incarceration of undocumented criminal aliens during the July 1, 2022, through June 30, 2023, reporting period. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

This funding opportunity provides financial support for a single organization to develop and implement scenario-based training programs that prepare first responders for active shooter and violent threat situations, enhancing public safety and emergency response collaboration.

With this solicitation, BJA seeks to support law enforcement agencies that have an intellectual property (IP) enforcement task force or plan to create one. The Intellectual Property Enforcement Program assists state, local, and tribal jurisdictions in preventing and reducing intellectual property theft and related crime as well as supporting law enforcement in investigating and prosecuting IP crimes and reducing violent crime associated with IP cases and investigations. Any awards under this solicitation would be made under statutory authority provided by the Consolidated Appropriations Act, 2024. As of the writing of this solicitation, the Department of Justice is operating under a short-term Continuing Resolution with no full-year appropriation for the Department being enacted for FY 2024 currently. Specific Information The Intellectual Property Enforcement Program: Protecting Public Health, Safety, and the Economy from Counterfeit Goods and Product Piracy is specifically designed to support jurisdictions in investigating and prosecuting intellectual property crimes. This will be accomplished by assisting state, local, and tribal jurisdictions to build partnerships with federal agencies and prosecutors through IP enforcement task forces. This program also works to prevent and reduce intellectual property theft and related crimes by improving community and buyer awareness. IPEP includes an educational component to assist buyers in determining the authenticity of seemingly legitimate websites that instead deceive consumers into purchasing counterfeit goods. Solicitation Goals and Objectives Goals The goal of this program is to improve the coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. This coordination will include IP task force members and federal agencies meeting to update, discuss, and collaborate on IP investigations, prosecutions, training, and public awareness activities. The information to be shared through these task forces must include information about targeting, investigating, analyzing, and prosecuting matters involving IP crimes as they relate to violations of state and local criminal statutes and federal prosecutions. Objectives • Improve coordination of IP enforcement efforts among federal, state, local, tribal, and territorial authorities. • Establish and/or enhance state, local, tribal, or territorial IP enforcement task forces, to include campus law enforcement agencies. The Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program (Campus Program) (CFDA# 16.525) provides funding for institutions of higher education to develop and strengthen effective security and investigation strategies to combat domestic violence, dating violence, sexual assault, and stalking on campus, develop and strengthen victim services in cases involving such crimes on campus, and develop and strengthen prevention education and awareness programs.

This grant provides funding to non-profit organizations to strengthen fair housing enforcement efforts and establish new fair housing organizations, particularly in underserved areas.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) invites applicants who received an official request from BJA to apply for funding to continue work on a specific prior grant award. The Healing and Response Teams Special Initiative (Assistance Listing # 16.029) was created in response to recommendations made by the Not Invisible Act Commission (NIAC). This special initiative will support the creation, training, and sustainability of Healing and Response Teams (HRT) using a Tribal-based model of care to respond to Missing or Murdered Indigenous People (MMIP) cases related to domestic violence, dating violence, sexual assault, stalking, and sex trafficking. Within the first nine (9) months of the project, in coordination with OVW, the recipient will identify, make subawards to, and collaborate with three subrecipients acting as pilot sites.

With this solicitation, BJA seeks applications for training and technical assistance funding to strengthen and improve the representation of indigent defendants in criminal and indigent respondents in civil cause of action under jurisdiction of Indian tribes.
