Notice of Funding Opportunity Summary The Natural Resources Conservation Service (NRCS) is seeking proposals to assist with due diligence for acquiring Agricultural Conservation Easement Program (ACEP) Wetland Reserve Easements (WRE), including contracting for title exams, updates, and closing services; boundary surveys; appraisals and cultural resource investigations. ACEP WRE provides funding for the purchase of conservation easements held by NRCS, and to restore, protect, and enhance wetlands on eligible land. Proposals are requested for consideration of cooperative agreements with a period of performance not to exceed five years. This funding opportunity is designed for research institutions within the Pacific Northwest Cooperative Ecosystem Studies Unit to investigate deep-sea volcanic systems and hydrothermal environments in the Aleutian Island Arc, enhancing understanding of submarine volcanism and its environmental impacts.

This grant provides funding for research institutions affiliated with the Gulf Coast Cooperative Ecosystem Studies Unit to develop innovative genomic methods for controlling invasive plant species in both terrestrial and aquatic ecosystems.

The objective of this NOFO is to invite states, Indian Tribes, irrigation districts, water districts, local governmental entities, non-profit organizations, Existing Watershed Groups, and local and special districts (e.g., irrigation and water districts, conservation districts, natural resource districts) to submit proposals for Phase I activities to develop a watershed group, complete watershed restoration planning activities, and design watershed management projects. Eligible Projects for a more comprehensive description of eligible activities.A watershed group, as defined in Section 6001(6) of the Cooperative Watershed Management Act (see Section A.1. Authority for full citation) is a grassroots, non-regulatory entity that addresses water availability and quality issues within the relevant watershed, is capable of promoting the sustainable use of water resources in the watershed, makes decisions on a consensus basis, and represents a diverse group of stakeholders, including hydroelectric producers, livestock grazing, timber production, land development, recreation or tourism, irrigated agriculture, the environment, municipal water supplies, private property owners, Federal, state and local governments, Tribes, and disadvantaged communities.

A full study proposal and proposed budget is NOT requested at this time. Brief Description of Anticipated Work: This work requires on-site support for a large field project at Vandenberg Space Fore Base California to implement the Integrated Natural Resources Management Plan (INRMP). Support includes invasive species removal and monitoring, wetlands support, bat surveys, migratory bird monitoring, reptiles and amphibians, vernal pool surveys, marine mammal surveys, and post-wildfire restoration. Anticipated Period of Performance: Base Period: 18 months from award date (12 months for technical and 6 months administrative for onboarding/preparation plus analysis and reporting. Follow-on periods: Six 18-month follow-on periods subject to funding availability. Any overlap between base and follow-on periods is to accommodate administrative and reporting activities as field work is required during all 12 months of the technical period of performance. The NAWCA Canada program promotes partnerships between public agencies and groups interested in: a) protecting, improving, restoring, and managing an appropriate distribution and diversity of wetland ecosystems and other habitats for wetlands-associated migratory birds and other fish and wildlife in North America; b) maintaining and improving the current distributions of wetlands-associated migratory bird populations; and c) maintaining an abundance of waterfowl (ducks, geese, and swans) and other populations of wetlands-associated migratory birds consistent with the objectives of the North American Waterfowl Management Plan, U.S. Shorebird Conservation Plan, Waterbird Conservation Plan for the Americas, Partners in Flight Bird Conservation Plan, and other international obligations contained in the treaties and migratory bird conventions and other agreements with Canada, Mexico, and other countries. Proposals to the NAWCA Canada program should demonstrate how the activities of partners would encourage sustainable and effective programs for the long-term conservation of wetlands-associated migratory birds. NAWCA funds wetlands conservation projects that include: a) the acquisition of property containing wetlands ecosystems and associated habitats, including water rights, where the acquired land will be administered for its long-term conservation and for the benefit of migratory birds, fish, and other wildlife that depend on it; and/or b) restoration, enhancement, or management of wetlands ecosystems and associated habitats, where these activities will be conducted on lands and waters that will be administered for their long-term conservation and for the benefit of migratory birds, fish, and other wildlife that depend on them. NAWCA Canada proposals contribute to efforts to reduce climate pollution, support climate resilience, support land conservation and biodiversity efforts and leverage partnerships.

The RCPP promotes the coordination of NRCS conservation activities with partners that offer value-added contributions to expand our ability to address on-farm, watershed, and regional natural resource concerns. Through the RCPP, NRCS seeks to co-invest with partners to implement projects that provide solutions to conservation challenges thereby measurably improving the resource concerns they seek to address. RCPP promotes collaboration with partners, stakeholders, and various communities, which is paramount to achieving equity in NRCS programs and services. Using guidance contained in this notice, partners propose projects that generate conservation benefits by addressing specific natural resource concerns in a state or multistate area by addressing one or more priority resource concerns within an NRCS-designated critical conservation area (CCA). NRCS and partners collaborate to design, promote, and implement RCPP projects on agricultural and nonindustrial private forest land. Through RCPP, NRCS may provide both financial assistance (FA) and technical assistance (TA) funds to project partners and agricultural producers for implementing projects. RCPP proposals are evaluated through a competitive proposal process based on three criteria: impact, partner contributions, and partnership and management. Up to $1.5 billion is available for RCPP projects through this announcement and the FY 2024 AFA announcement, which includes $300 million of the Agriculture Improvement Act of 2018 (2018 Farm Bill) funding and $1.2 billion of Inflation Reduction Act (IRA) funding.
