With this solicitation, BJA will fund five training and technical assistance (TTA) providers to support grantees in the Office of Justice Programs (OJP) Community Violence Intervention and Prevention Initiative (CVIPI) and to provide supplemental funding to one site based grantee selected through this program in FY2024. OJPs CVIPI seeks to prevent and reduce violent crime in communities by supporting comprehensive, evidence-based violence intervention and prevention programs, including efforts to address gang and gun violence based on partnerships among community residents, local government agencies, victim service providers, community-based organizations (CBOs), law enforcement, hospitals, researchers, and other community stakeholders. CVIPI is an OJP initiative, and BJA and its partners reviewed and recommended applications for funding in FY2022 and FY2023. In FY2022, the OJP awarded three national TTA providers under two national training and technical assistance-oriented categories: 6 and 7; and awarded three intermediary awards who will support training and technical assistance as well as provide funding to community-based organizations to enhance local or capacity of CVI organizations in category 5. In FY2023, BJA made additional awards including partially funding a state level award to the State of Illinois. OJP did not have sufficient funding to fully fund this recommended award and noted its plan in the approved FY23 CVIPI funding recommendations memo to provide the remaining funding with FY2024 funding.

This project seeks to further refine and geographically expand a methodology for obtaining drug early warning indicators through broader testing of urine samples that were previously collected and tested as part of an existing drug test protocol. This method was initially developed using local criminal justice populations including persons in pre-trial or lock-up, parolees or probationers, and drug court participants. A similar methodology is promising for use in other venues, such as in trauma units and emergency departments, where biological samples are often collected from patients. Before the specimens are discarded, the project will re-test them for an expanded panel of drugs, including xylazine, fentanyl, methamphetamine, and other new psychoactive substances (NPS); to determine what old and new illicit drugs are detected or missed by conventional testing protocols, and how the drug patterns might vary by subpopulation and geography. Bypassing the expense of collecting the original specimens and re-using those that have already been tested with known results yields a relatively inexpensive and timely picture of emerging drugs in a given subpopulation and locality. Hospital and de-identified nationally representative patient electronic health records (EHRs) should be collected and analyzed to put re-tested urine positivity results into a larger regional and national context of drug exposure and consequences. ONDCP is seeking to apply this testing methodology and insight from supplemental EHR investigations to emergency department and other hospital-system populations in locations throughout the United States to reinforce best practice guidelines, testing standardization, and build local and national surveillance capacity.

The Innovation in Behavioral Health (IBH) Model (the Model) is an eight-year, voluntary service delivery and payment model promoting integrated care in behavioral health (BH) settings. The IBH Model will test the impact of a value-based payment (VBP) model aligned across Medicaid and Medicare that supports an integrated care delivery framework in specialty BH organizations and settings for adult Medicaid, Medicare, and dually eligible beneficiaries with moderate to severe mental health conditions and/or substance use disorders (SUDs).The Centers for Medicare Medicaid Services (CMS), through its Center for Medicare Medicaid Innovation (Innovation Center), will select up to eight state Medicaid agencies (SMAs) to participate in the Model. Implementation will begin in January 2025 and end in December 2032. The Model will have an eight-year performance period, which will be comprised of a three-year Pre-Implementation Period along with a five-year Implementation Period. Up to $7.5 million dollars in cooperative agreement award funding will be available to each selected Recipient over the course of the eight years.
