The Public Affairs Section (PAS) of U.S. Embassy Doha announces the opening of a new Notice of Funding Opportunity (NOFO) for non-profit organizations and individuals to submit projects that strengthen ties between the United States and Qatar. Proposals should advance shared U.S.-Qatar values and bilateral cooperation, in alignment with strategic themes and priorities as detailed below. Please follow all instructions carefully. All application materials must be submitted by email to DohaGrants@state.gov. This notice is subject to availability of funding. Priority Region: Doha and neighboring municipalities. Program Objectives: All program proposals must: strengthen U.S.-Qatar cooperation on global issues of shared interest; aim to increase understanding of U.S. values and perspectives; build relationships between Americans and Qataris; and include an American element or connection with American organization, institutions, or expert (separate and beyond any involvement with the U.S. Mission, its American Corners, or its USG exchange program alumni). Priority consideration will be given to proposals focused on at least one of these priority program areas: 1. Increase political and economic opportunities for women in Qatar. 2. Promote higher education and emerging technology linkages between the United States and Qatar. 3. Support environmental stewardship, mitigate climate change, and promote green technology. Applicants should have considerable, practical, and relevant experience in the implementation of the proposed activities to be seriously considered for this project. With this solicitation, BJA seeks to fund three training and technical assistance (TTA) providers to support grantees selected through a companion solicitation titled BJA FY 2024 Byrne State Crisis Intervention Program (SCIP) Formula Solicitation. The companion solicitation provides funding to states and subrecipients for the creation and/or implementation of state crisis intervention court proceedings, extreme risk protection order (ERPO) programs, and related gun violence reduction programs/initiatives. These programs can include efforts to leverage the capacity and expand the scope of existing problem-solving courts, such as drug courts, mental health courts, and veterans treatment courts, to assess the risks and needs of persons with gun offenses and provide research-driven approaches to address their underlying needs to prevent further violence. In addition, this TTA program will also support recipients of the Edward Byrne Memorial Justice Assistance Grant (JAG) program, as the Bipartisan Safer Communities Act of 2022 modified the JAG program statute to include a program area for the implementation of state crisis intervention court proceedings and related programs or initiatives including, but not limited to, mental health courts, drug courts, veterans courts, and extreme risk protection order programs, and it added a reporting and evaluation component for grants awarded for crisis intervention programs or initiatives.

The purpose of this notice of funding opportunity (NOFO) is to announce the availability of supplemental funding for the organizations that were previously awarded funding under Funding Strategy 1 of CDC-RFA-PW-24-0080: Strengthening Public Health Systems and Services through National Partnerships to Improve and Protect the Nation;apos;s Health. This supplemental opportunity is the Funding Strategy 2: Project Plans highlighted on page 12 of 51 in the initial Notice of Funding Opportunity, CDC-RFA-PW24-0080. Per the initial NOFO, organizations will submit Work Plans in Response to Project Plans and budgets that align with the population of focus category and selected population of focus ONLY for which they were awarded funding under Funding Strategy 1. Applications received that do not align with the population of focus of initial award will be deemed non-responsive and will not be considered.The CDC-RFA-PW-24-0080 recipients are eligible to submit applications for new FY24 CIO Project Plans that match the Population of Focus Category (A, B, or C) and Population of Focus Description for which they received initial funding in FY24. This supplemental funding opportunity enables recipients to engage in capacity-building assistance (CBA) priorities as identified in the CIO Project Plans attached to this publication. Recipients may refer to their Funding Strategy 1 Notice of Award to determine the Category and Population of Focus theyre approved to build capacity for under this supplemental opportunity.CBA is defined as activities that strengthen and maintain the infrastructure and resources necessary to sustain or improve system, organizational, community, or individual processes and competencies. CBA is delivered through technical assistance, training, information sharing, technology transfer, or materials development that enables organizations to operate in a comprehensive, responsive, and effective manner. The goal is to fund organizations that have the capability, expertise, resources, and national reach to support public health infrastructure and workforce needs. Recipients will be expected to implement CBA activities in one or more of the strategic areas prioritized under this cooperative agreement: organizational capacity and performance improvement; workforce; data modernization, informatics and information technology; partnership development and engagement; and policy and programs. And all funded activities must build capacity of the approved population of focus outlined in the recipients Funding Strategy 1 Notice of Award.
