PROGRAM DESCRIPTION The U.S. Embassy Niamey of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to increase womens participation in security decision-making in Maradi Region. Please follow all instructions below. Priority Region: Maradi Region Program Description and Objectives: Armed banditry and transnational organized crime have surged along the Niger-Nigeria border in Maradi Region since the coup detat in July 2023. Armed banditry and transnational organized crime thrive on the criminal groups close relational ties to individuals in targeted communities. Women in criminally targeted communities have both extensive information and unique influence over these relational ties, which facilitate the selection of banditry targets as well as the planning and implementation of illicit trafficking and other transnational criminal activity that sustains violent extremist organizations (VEOs) like the Islamic State West Africa Province (ISWAP). Prior to the coup detat, women civil society leaders in Maradi Region gained a hard-fought representative seat on the Maradi Regional Security Council due to the advocacy and training provided by the Trans-Sahara Counterterrorism Partnership- funded Women Preventing Violent Extremism Project. Unfortunately, the coup detat cost the women leaders their seat on the Council when the National Council for Safeguarding the Homeland (CNSP) replaced key advocates like the former Governor of Maradi Region and various local officials with new appointees who have not received gender mainstreaming training. The surge in armed banditry and transnational organized crime in Maradi Region necessitates renewed efforts to ensure that women civil society leaders secure formal representation in regional and departmental security councils and other deliberative bodies. The U.S. Embassy Niamey thus seeks applications to formalize womens representation in regional and departmental security councils in Maradi Region. Prospective projects should respond to the following objective: Women leaders in Maradi Region will increase and institutionalize their leadership in community policing and security decision-making by 2026. Prospective projects should reflect a strong strategic vision with clearly defined procedures for institutionalizing womens leadership in community policing and peace and security decision-making. Prospective projects should build on previous women-led peacebuilding interventions in Maradi Regionparticularly those led by the Martaba Networkand work with local women leaders who have been already trained on mediation skills and countering violent extremism (CVE). Applicants are strongly encouraged against holding new trainings for local women leaders and are instead advised to work with local women leaders who have previously received mediation and CVE training. Applicants are advised to focus on strategic activities that advance womens integration into local peace process mediation. The Pilot Program for TOD Planning helps support FTAs mission of improving public transportation for Americas communities by providing funding to local communities to integrate land use and transportation planning around a new fixed guideway or core capacity improvement project. Per statute, any comprehensive or site-specific planning funded through the program must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations.

The National Cancer Institute intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications forresearch on the confluence of cancer stigma and HIV stigma in HIV-positive individuals diagnosed with cancer. This NOFO will utilize the R01 grant mechanism (clinical trial optional). Up to six (6) R01 awards are expected to be funded as part of the initiative. Research projects search project will advance the current understanding of the confluence of cancer stigma and HIV stigma among people with HIV (PWH) diagnosed with cancer; assess the impact of these two converging stigmas on cancer outcomes among PWH with cancer; leverage stigma reduction interventions at multiple levels to intervene on modifiable mechanisms of stigma that contribute to negative cancer outcomes among PWH with cancer; and promote research in diverse domestic and international contexts, focusing on regions in which the HIV-cancer burden is elevated. The NOFO is expected to be published in late Summer 2024 with an expected application due date in late Fall 2024. Details of a pre-application webinar will be announced after the publication of the NOFO. Please follow all instructions below. Priority Region: Tillaberi Region Program Description and Objectives: In January 2023, community leaders in northern Tillaberi Regions Bani Bangou Department signed a landmark peace agreement between the Fulani and Zarma ethnic groups. The peace agreement ended three years of cyclical intercommunal massacres exacerbated by the Islamic State of the Greater Sahara (IS-GS)s vicious attacks and recruitment schemes in these localities. Six months later, Tuareg and Fulani leaders in neighboring Ouallam Department signed their own community peace accord to end similar intercommunal violence strategically spurred by IS-GS. Neither Bani Bangou nor Ouallam Department has experienced cyclical intercommunal massacres since the accords signature. The National Council for Safeguarding the Homeland (CNSP) has continued sponsoring the mediation of additional peace agreements in localities across northern Tillaberi Region since the coup detat in July 2023, targeting areas like Gourol Commune that have been devastated by intercommunal massacres, IS-GS warfare, and mass population displacement. Nigerien women did not serve as mediators in the negotiation of the Tillaberi Region peace accords. Instead, the men mediators held focus group discussions with women community members to incorporate their perspectives into their conflict analysis prior to the start of negotiations. This reflects a common trend in Nigerien peacebuilding and mediation: men lead and facilitate peace processes, involving women as passive informants and participants in the peace accord ceremonies. Peacebuilding interventions have had a transformative impact on the ability of women leaders in Tillaberi Region to mediate disputes and promote peace in their communities. Yet older men continue to dominate the mediation of community peace processes, ultimately leaving local patriarchal power structures untouched. Prospective projects should respond to the following goal: Women leaders will increase their participation in northern Tillaberi Region peace processes as mediators and institutionalize their leadership in partnership with national and local authorities by 2026. Prospective projects should reflect a strong strategic vision with clearly defined procedures for overcoming gender inclusion barriers in northern Tillaberi peace processes. Prospective projects should build on previous women peacebuilding interventions in northern Tillaberi and work with local women leaders who have been already trained on mediation skills and conflict resolution. PROGRAM DESCRIPTIONThe U.S. Embassy Algiers / Bureau of Educational and Cultural Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a STEM program for Algerian high school and university students at each of the U.S. Embassy American Spaces, based in Oran, Constantine, Ouergla, Bechar and Algiers. The purpose of this grant is to build on established programming that effectively combines high-impact Science, Technology, Engineering, Arts and Mathematics (STEM) training with market-tested employment orientation support. The Recipient will offer Algerian youth the chance to discover and increase interest in the STEM Fields. The Recipient will partner with American Corners in 4 Algerian universities, in addition to the American Cultural Center in Algiers to enrich cultural and educational programming at the American spaces through interactive, participant-led STEM activities. The program should allow about 500 middle school through university-age youth in the five project sites to develop the technology skills in high demand in the Algerian and international economy. Concurrent to technical training, participants will develop the soft-skills and job-seeking strategies necessary to identify personal pathways to launch careers in STEM related fields. Combining effective teaching approaches and interactive meeting platforms, grantee will assure seamless programming, both online and in-person, while adding dynamic activities and customized resources to the repertoire of programming available in American Spaces at Algerian universities.Priority Region: Algeria.Program Objectives: Over the course of six to 12 months, 500 youth will increase their technical skills and career readiness. The National Cancer Institute (NCI) intends to issue a notice of funding opportunity (NOFO) for the Research Specialist Award (R50) specifically for clinician scientists supporting NCI-funded clinical trials research. The Research Specialists Award is designed to encourage the development of stable research career opportunities for exceptional clinician scientists who want to continue to participate in the NCI clinical trials networks through leadership in the 1) development of clinical trials, 2) implementation of NCI clinical trials in their institutions, and 3) national service to the NCI clinical trials networks through participation in the scientific review committees, monitoring committees and other activities, but not serve as principal investigator of research project grants. This Notice of Intent to Publish is being provided to allow sufficient time for applicants to develop strong applications. Applications are limited to four per institution per receipt date including new (A0) and resubmissions (A1). NCI-designated cancer center consortia are considered one institution. NCI seeks a broad representation of institutions for this award mechanism and may take this into account when making funding decisions. The purpose of the Lead Hazard Reduction Capacity Building Grant Program is to assist states; Federally recognized Native American Tribes that have an U.S. Environmental Protection Agency-authorized lead abatement certification program; cities, and counties/parishes, or other units of local government which have either not received a direct HUD lead hazard control grant or were a previous grantee that has a demonstrated need to rebuild capacity within their jurisdiction. Rebuilding capacity may be necessary for jurisdictions that have diminished infrastructure and capacity due to extenuating circumstances such as COVID, loss of experienced staff, or other factors that have negatively impacted the capacity necessary to undertake comprehensive programs to identify and control lead-based paint hazards. Current grantees that have an active period of performance are not eligible to apply.The program will help applicants with developing and expanding the infrastructure necessary to undertake comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing. The capacity objectives to ensure the successful implementation of a lead hazard control grant program relies on the following implementation of several key program components listed below.Build local capacity to determine the prevalence of childhood lead poisoning among children under six years in the targeted community(ies);Build local capacity to safely and effectively address lead hazards during lead hazard control and renovation, remodeling, and maintenance activities by integrating lead-safe work practices;Developing and implementing procedures/guidelines for program activities that include program intake of potential program participants and establishing a system, or process that will facilitate lead-safe units to be affirmatively marketed to families with young children, such as advertising available units to such families where lead-based paint hazards have been controlled;Hire qualified staff with experienced organizational management and financial capacity to immediately execute the program upon receipt of a grant award;Promote collaboration, data sharing, and targeting between health and housing departments;Developing key partnerships/subgrantees such as: faith-based, health departments, coalitions, or other community-based organizations;Integrating strategies to incorporate lead hazard control into existing housing repair programs; (e.g., housing rehabilitation, local housing ordinance, property maintenance, weatherization, housing-related health hazard interventions, and energy conservation activities);Obtaining high quality data to target resources where need is greatest; andDeveloping systems for sustaining a lead hazard control program after successful completion of a capacity building grant program.

Priority Region: Diffa Region Program Description and Objectives: In 2021, the Trans-Saharan Counterterrorism Partnership-funded Nallewaro Project created both women-only and mixed-gender civilian-law enforcement networks that successfully integrated women into local conflict management processes. Following the Nallewaro Project closure in 2021, these networks continued to apply rapid-response mediation to intercommunal conflicts that threatened to destabilize violent extremist organization (VEO)-impacted localities in Diffa. As VEO attacks escalate in Diffa Region following the coup detat in July 2023, the Nallewaro women and mixed-gender security networks have continued to facilitate strong collaboration between communities and security forces. The post-coup detat change in regional government leadership, however, has stalled womens integration into government security decision-making structures that would further institutionalize the Nallewaro women and mixed-gender security networks. Prospective projects should respond to the following goal: Women leaders in Diffa Region will increase their participation and institutionalize their leadership in regional and departmental peace and security decision-making by 2026. Prospective projects should reflect a strong strategic vision tailored to new security and political challenges in Diffa Region following the coup detat in July 2023. Prospective projects should build on previous Nallewaro Network activities and work to establish the networks sustainability. Applicants are strongly encouraged against holding new trainings or duplicate activities from previous projects unless there is a newly identified need. Applicants are advised to focus on strategic activities that institutionalize the womens and mixed gender Nallewaro Networks. The Council is charged by law (P.L. 95-313 Section 9 as amended through PL 110-246, [16 U.S.C. 2105](g)(1)(A)) with developing a ten-year action plan; providing annual accomplishments for the action plan and assisting the U.S. Forest Service in establishing categories and recommendations for award to the agencys competitive National Urban and Community Forestry Challenge Cost-Share Grant Program . The current National Urban and Community Forestry Ten-year Action plan (Action Plan) will expire at the end of 2026. To prepare for the next ten-year action plan, the Forest Service is requesting proposals from qualified organizations/entities to coordinate, facilitate and manage a collaborative and comprehensive process for the development of the next ten-year Action Plan. PROPOSAL REQUEST: Coordinate, facilitate, and manage a collaborative and comprehensive process for the development of the next National Urban and Community Forestry Ten Year Action Plan (2027-2037). This includes publishing and rollout assistance. The National Urban and Community Forestry Advisory Councils authorizing legislation requires the Council to prepare a National Urban and Community Forestry Action Plan every ten years. The current Action Plan, 2016-2026, is to be updated by January 30, 2026, for the Council to meet its mandate. The Forest Service is seeking proposals from qualified organizations/entities to conduct a current assessment, and review and identify emerging issues of the nations urban forest resources and the urban and community forestry programs and activities conducted by Federal and State agencies, nonprofit organizations, community and civic organizations and other interested parties across the country. Funds are to support the development of a National Urban and Community Forestry Advisory Councils Ten-Year Action Plan, 2027-2037 as mandated by Congress. The award will be based on the availability of funding, which may be subject to change. The maximum award amount may not to exceed $300,000. Proposals will be expected to address the following key elements, through implementation of the scope and criteria below. This will also include incorporating the Councils comments and recommendations. This is to include the human dimension of urban forestry as well as the urban natural resources. 4) A review of urban and community forestry related programs and activities in the United States, including education and technical assistance activities conducted by: - the Department of Agriculture, and other Federal agencies, - the State forestry organizations, - private industry, - nonprofit organizations, community and civic organizations - Indian Nation and Indigenous communities, and - interested others. 5) Facilitate and integrate applicable public engagement recommendations for improving the status of the Nations urban and community forest resources, including education and technical assistance and modifications required in existing programs and policies of relevant Federal agencies. 6) A review of the urban and community forestry research, documents including-- a) a review of all past five years of research and ongoing research associated with urban and community forests, arboricultural practices, urban forest management, work with disadvantaged communities, and the economic, social, and psychological benefits of trees and forest cover in urban and community environments being conducted by the Forest Service, other Federal agencies, and associated land grant colleges and universities. b) recommendations for new and expanded research efforts directed to and by the Forest Service Research, other Federal agencies, and associated land grant colleges and universities; around urban and community forestry concerns identified by this Action Plan; and c) a summary of research priorities and an estimate of the funds needed to implement such research, on an annual basis, by the Forest Service Research, other Federal agencies, and associated land grant colleges and universities; for the next ten years. 7) An estimate of the financial and technical resources needed to implement the National Urban and Community Forestry Action Plan and the Urban and Community Forestry Program for the succeeding 10 fiscal years.

The National Cancer Institute intends to promote a new initiative by publishing a Notice of Funding Opportunity (NOFO) to solicit applications for pilot/exploratory research on the confluence of cancer stigma and HIV stigma in HIV-positive individuals diagnosed with cancer. This NOFO will utilize the R21 grant mechanism (clinical trial optional), which is intended to encourage exploratory/developmental research by providing support for the early and conceptual stages of project development. Up to three (3) R21 awards are expected to be funded as part of the initiative. Research projects will advance the current understanding of the confluence of cancer stigma and HIV stigma in people with HIV (PWH) diagnosed with cancer; investigate the resultant impact of these dual stigmas on cancer outcomes among PWH with cancer; and promote research in diverse domestic and international contexts, focusing on regions in which the HIV-cancer burden is elevated. Pilot interventional research, which addresses modifiable mechanisms of stigma that contribute to negative cancer outcomes among PWH with cancer, is also suitable for this funding mechanism. The NOFO is expected to be published in late Summer 2024 with an expected application due date in late Fall 2024.
