The Department of States Office to Monitor and Combat Trafficking in Persons (TIP Office) is pleased to invite organizations to submit Statements of Interest (SOIs) to combat human trafficking outside of the United States. The TIP Office will allocate funding for anti-trafficking projects through an open, two-stage competitive process. In stage one of competition, also known as the SOI stage, applicants are invited to submit four-page SOIs for projects designed to address the TIP Offices 2024 programming priorities in Africa (AF), East Asia and the Pacific (EAP), the Near East and North Africa (NEA), South and Central Asia (SCA), and the Western Hemisphere (WHA). All SOIs selected following a technical and programmatic review will be invited to participate in stage two of the competitive process and submit full proposals. Following a technical and programmatic interagency review, stage two proposals are recommended for funding to the TIP Offices Ambassador-at-Large for final approval. All funding for approved proposals is pending the availability of FY 2024 appropriated funds. The TIP Office anticipates issuing awards for the majority of the priorities identified below in the spring of 2025.

The Foreign Agricultural Service (FAS) is a trade agency within the U.S. Department of Agriculture (USDA) with the mission to promote U.S. agricultural exports. FAS seeks to liberalize global agricultural trade by supporting the global development of a strong rules-based trading system. Building on years of collaboration, USDA partners with the African Union (AU) to help develop and operationalize continental Sanitary and Phytosanitary (SPS) systems, to include collaboration with the Regional Plant Protection Organization (RPPO), the African Union Inter-African Phytosanitary Council (AU-IAPSC).

The US Geological Survey is offering a funding opportunity to a CESU partner for research on applications of isotopic and elemental geochemistry to ecologic as well as surface and groundwater hydrologic problems. Essential components of the funding opportunity are: 1) student, faculty, and laboratory support for application, refinement, and development of geochemical methods, that 2) address solute and water sources and transport pathways, through 3) application of a wide range of stable and radioisotopic systems (ranging from hydrogen, helium, and lithium through uranium and lead), by 4) analysis of the isotopic and elemental composition of diverse sample media (including plant and animal tissue, sediment, rock, and aqueous phases, especially high salinity brine).

The U.S. Geological Survey (USGS) is offering a funding opportunity to a CESU partner to support a study of grassland bird communities under a changing climate. Over the last half-century, populations of grassland birds declined by more than any other bird group in North America. This is because native grasslands have largely been converted to agricultural row crops, and the remaining prairies have become degraded through altered fire regimes, woody encroachment, the spread of invasive plants, and human development. Land managers and conservation organizations are racing to preserve and restore these ecosystems to stem further loss of grassland birds. Given limited resources, bird habitat models are needed to help managers prioritize where conservation efforts will be most effective. In addition to habitat loss and degradation of native grasslands, increasing greenhouse gas emissions will likely change temperatures and rainfall patterns across the Great Plains. This changing climate is expected to alter vegetation communities and the bird species that depend on them. To date, predictions of bird response to a changing climate have focused on changes in temperature and precipitation, but vegetation productivity also depends on factors such as vegetation type and soils. By studying how vegetation influences grassland birds across the western Great Plains, are creating maps of projected bird distribution, given vegetation and land-use change under multiple future climate scenarios. Predictive bird distribution maps will help land managers and other decision-makers understand how the site-level projects fit within regional and climatic contexts. A web-based application and raining modules accompanying these maps will increase capacity among Federal, State, Tribal, and private partners in their conservation planning under a changing climate.

This Funding Opportunity Announcement (FOA) aligns with DOEs Office of Resource Sustainabilitys Methane Emissions Mitigation and Quantification Program to minimize emissions of methane during production, processing, and transportation across the oil and natural gas industry, with the goal of eliminating methane emissions from carbon-based fuel supply chains by 2030. Effective methane emissions mitigation strategies are dependent upon accurate quantification of both intentional and fugitive emissions from all elements across the natural gas infrastructure, including low producing oil and gas wells. Therefore, there is a continual need to maintain a state-of-the-industry understanding methane emissions mitigation opportunities and operation performance, through collection of empirical data, across oil and natural gas production and delivery regions of the United States. This is to maximize the value of these efforts to the public with the goals of reducing GHG emissions and improving environmental health and engagement of the affected public, (largely in disadvantaged or frontline communities). The FOA objective is to make funds available to a variety of entities for the purpose of mitigating methane emissions from marginal conventional wells (MCWs) and other oil and natural gas assets; accelerating the commercialization, scale-up and application of innovative methane emissions reduction technologies; and advancing the characterization and reduction of methane emissions through multi-scale, measurement-informed data collection and analysis. Modification 000001 is issued to update Section I.B. of the FOA to include clarifications regarding: Objectives and Background under AOI 3b; Activities Not of Interest under AOI 1 (1a, 1b, and 1c) and AOI 3 (3a and 3b); and well site and field test location as it relates to AOI 2 (2a, 2b, and 2c)

This funding opportunity is designed to improve the health of refugees and immigrants in the U.S. by supporting initiatives that enhance healthcare access, provider training, and health education for these vulnerable populations.

To fund Healthy Homes and Weatherization Cooperation Demonstration grants in up to 5 communities that provide housing interventions in lower-income households that are served by both HUDs Healthy Homes Production (HHP) program and DOEs Weatherization Assistance Program (WAP) to determine whether coordination between the programs concerning the implementation of healthy homes remediation activities and energy conservation measures achieves cost-effectiveness and better outcomes in improving the safety and quality of homes. The following are the major goals and objectives of this NOFO: (1) Demonstrate effective strategies for coordination between HUDs HHP and DOEs WAP programs that maximize program efficiencies and benefits to occupants.(2) Reduce WAP deferrals through coordination with HHP programs.(3) Demonstrate sustainable models of inter-program cooperation, including data sharing, reporting, and targeting/recruiting clients.(4) Demonstrate effective models for the sustainable financing of coordinated healthy homes/weatherization interventions.(5) Support the collection of data to evaluate the housing interventions conducted through inter-program coordination (e.g., program cost efficiencies that can be achieved, improvements in indoor environmental quality, improved health outcomes, and additional safety benefits to households).

Program Description:The Supplemental Nutrition Assistance Program (SNAP), authorized under the Food and Nutrition Act of 2008 (Insert legislative citation for the FNA), as amended, is the cornerstone of the Nations nutrition assistance safety net. The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS) certifies low-income Americans to participate in the program and authorizes and monitors retailers to accept SNAP benefits for eligible food products. Currently, around 40 million low-income Americans receive SNAP benefits, and more than 250,000 retailers are authorized to accept SNAP benefits.Legislative Authority:Section 4208 of the Agricultural Improvement Act of 2018, P.L. 115-334, (Farm Bill) authorizes USDA, on a competitive basis, to enter cooperative agreements with governmental entities or nonprofit organizations to carry out Healthy Fluid Milk Incentives (HFMI) projects. The Further Consolidated Appropriations Act, 2024, [P. L. 118-42 provides $2,583,428 for HFMI for fiscal year (FY) 2024.FNS announces, through this Request for Applications (RFA), the availability of $2,583,428 in total grant funding to award one cooperative agreement. Eligible entities who can submit applications include government agencies (State, local, territory, or tribal agencies) and non-profit organizations.Key Requirement for FY 2024 Applicants: FNS is limiting proposals to project designs that will either1.) Deliver HFMI incentives as an automatic discount at the point of purchase or2) Through integration with State Electronic Benefit Transfer (EBT) systems to automatically deposit earned HFMI incentives onto SNAP households EBT cards (See Project Design on page 12 and in the scoring criteria on page 35 of the RFA).Purpose and Key Objectives:The primary purpose of the HFMI project is to develop and test methods to increase the purchase and consumption of qualifying fluid milk by SNAP households by providing them an incentive at the point of purchase at authorized retailer locations. Qualifying fluid milk includes all varieties of pasteurized cows milk that (1) is without flavoring or sweeteners, (2) is consistent with the most recent dietary recommendations, (3) is packaged in liquid form, and (4) contains vitamins A and D at levels consistent with the Food and Drug Administration, State, and local standards for fluid milk.

The Embassy of the United States of America in Port of Spain seeks to fund creative and sustainable projects which contain a U.S. component and will aid in societal and institutional growth. The government seeks research and technical support for watershed management modeling and analyses for water quantity and quality, impacts to aquatic species, and effects of extreme rainfall events to take place at the Fort Leonard Wood, MO area. Details of primary tasks are as follows: Task 1: Watershed modeling SWAT+ modeling will be completed for the Big Piney River (a HUC 12 watershed) and Roubidoux Creek (part of the Upper Gasconade HUC 12 watershed). The area around FLW is a karst landscape. Models will be calibrated using USGS stream gages and TSS sampling data supplied by FLW and ERDC-CERL. Task 1 consists of 2 (two) subtasks. a) Model(s) will incorporate existing climate and watershed/management conditions, b) model(s) will incorporate the recommended areal coverage of BMP types and management practices into the SWAT+ models to estimate change to water quality and discharge under existing climate conditions, Note: ERDC-CERL will assist with creating recommended BMPs and management practices. Task 2: Assess model output and determine management prioritization Interpretation and evaluation of model results to prioritize watersheds to target with proposed BMPs and management. Analyses will include statistical methods to justify periodization. The cost of BMP implementation and ongoing operations and management cost and the potential water quality and quantity impacts will also be included. Standard maintenance plans for all recommended BMPs will be required. Task 3: Develop a Watershed Management Plan Develop a Watershed Management Plan with recommended preliminary designs and locations for future development of LID features and BMPs to protect imperiled aquatic species, reduce infrastructure maintenance costs, and support current and future land usages. The final Watershed Management Plan will be included in the FLW Integrated Natural Resources Management Plan (INRMP) and used by land management groups on FLW including the Directorate of Public Works (DPW), Training, Mobilization Security (DPTMS), and Integrated Training Area Management (ITAM) as well as the adjacent Mark Twain State Forest.

The purpose of this NOFO is to solicit applications for the National Culvert Removal, Replacement, and Restoration Grant Program. The program is referred to in this NOFO as the Culvert Aquatic Organism Passage (AOP) Program. This NOFO establishes a multi-year funding opportunity for applicants to submit projects for the remaining available amount of funds provided to the Culvert AOP Program in division J of Title VIII of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL), covering funds available for FY 2023 through FY 2026. Goals and Objective The primary objective of the Culvert AOP Program is to meaningfully improve or restore anadromous fish passage through the replacement, removal, or repair of culverts or weirs, which may include infrastructure to facilitate fish passage around or over the weir and weir improvements. Eligible Applicants States, units of local government, and Indian Tribes. Eligible Project Types Culverts and Weirs having a transportation nexus and posing barriers to anadromous fish. With respect to weirs, projects may include infrastructure to facilitate fish passage around or over the weir and weir improvements. A weir is a constructed barrier on a stream channel designed to provide hydraulic control without completely stopping flow or creating a large storage impoundment. A dam is not a weir for the purposes of this program. Funding Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), also known as the Bipartisan Infrastructure Law, provides $200 million annually for FY 2022-2026. DOT intends to use $4 million annually to pay the administrative expenses necessary to carry out the program, in accordance with 49 U.S.C. 6703(h), leaving $196 million available annually, along with any unused funds from previous FYs, including FY 2022. The Department of the Interiors (DOI) Bureau of Ocean Energy Management (BOEM) is responsible for managing energy and mineral resources on the Outer Continental Shelf (OCS). BOEMs mission is to promote economic development and energy independence while ensuring protection of the environment. The Marine Minerals Program (MMP) within BOEM provides negotiated agreements for OCS sediment resources used in coastal restoration efforts. The MMP continues to look for better ways to serve the American people and to ensure that the nation receives the best value for its resources now and into the future. The Program provides information to support decision-making not only within the Department of the Interior, but also to coastal states and local governments to ensure the responsible use of OCS resources for coastal restoration activities.The Outer Continental Shelf Lands Act (OCSLA) Section 1346 mandates environmental and socioeconomic studies be conducted that are needed for the assessment and management of environmental impacts on the human, marine, and coastal environments which may be affected by offshore energy or other mineral development. The Outer Continental Shelf Lands Act (OCSLA), Section 1331 encourages state participation in policy and planning decisions related to OCS resources, including sand and gravel.
