The California Climate Crisis Act (AB 1279, 2022) established targets to reduce anthropogenic greenhouse gas (GHG) emissions by 85% below 1990 levels and reach carbon neutrality by 2045. Supporting this legislation, the California Air Resources Board’s (CARB) 2022 Scoping Plan specifies that carbon removal activities such as carbon capture, utilization, and storage (CCUS) are new approaches that will need to be deployed to help achieve these GHG emissions reduction goals. Carbon dioxide (CO2) utilization is a promising approach in facilitating adoption of carbon capture and carbon removal while partially diverting the need for long term transportation and underground storage of CO2. Current CO2 utilization technologies are at an early stage of development and bear technical, economic, and market uncertainty. The carbon footprint associated with the energy consumption required to convert CO2 into value-added products prevents large-scale deployment of these technologies. The purpose of this solicitation is to improve the energy efficiency of innovative approaches and processes for manufacturing commodities using CO2 captured from industrial operations burning fossil gas. The goal is to decarbonize difficult-to-abate industrial fossil gas use via carbon dioxide utilization to create value-added products.

Funds can also support travel and lodging for residents, salaries and fringe benefits for residents, faculty, and preceptors, training site improvements, equipment, supplies, and supporting clinical education within a primary care team model. This holistic approach ensures comprehensive support for the development and sustainment of robust primary care training. Expected outcomes and measurable results include an increase in the number of primary care physicians practicing in Minnesota, particularly in areas with physician shortages. The grant aims to expand the capacity of primary care residency programs, leading to more residents completing training in critical primary care specialties. Success will be measured by the number of new primary care residency slots created, the number of residents trained, and the retention of these physicians in Minnesota's rural and underserved communities, ultimately demonstrating improved access to primary care services.

US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) provides funding to Washington state for tribal, state, and local governments to sustain and enhance hazardous materials-related emergency preparedness. The funding is specifically targeted to increase effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations. The HMEP grant program was established in 1990 by the Hazardous Materials Transportation Uniform Safety Act. In 1993, PHMSA began issuing grants to assist States, Territories, and Native American Tribes to "develop, improve, and carry out emergency plans" within the National Response System and the Emergency Planning and Community Right-To-Know Act of 1986. The HMEP grant program is designed to allow grantees the flexibility to implement training and planning programs that address differing needs for each location based on demographics, emergency response capabilities, commodity flow studies, and hazard analysis. Relevant trainings are found in the National Fire Protection Association (NFPA) 472: Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents publication and the Occupational Safety and Health Administration (OSHA) regulations found in 29 CFR § 1910.120. Governors in each State, or their counterparts within Territories or Tribes, designate an agency to receive the HMEP grant funds. Agencies submit grant applications to PHMSA annually requesting funds for proposed activities. PHMSA reviews and evaluates applications to make certain the proposed activities support the program mission to ensure the safe transportation of hazmat. If approved, PHMSA offers the agency a Notice of Grant Award (NGA) for acceptance and signature. Once executed, the agency may distribute grant funds in accordance with the planned activities identified in the grant application within the State, Territory, or Tribe to Local Emergency Planning Committees (LEPCs) and first responder organizations.
